Its bonus depends on the target’s creature type: it is not a general damage boost against other enemies.
What does Arrow of Construct Slaying do?
The arrow makes a ranged weapon attack and doubles the weapon’s base damage if the target is a construct. In BG3, the game’s Slaying-arrow rule doubles the base damage of the weapon used for the attack; it is not the separate saving-throw and extra-damage mechanic associated with tabletop D&D 5e. The item entry and the arrows reference describe the game implementation.
The bonus is conditional. Against a target that is not a construct, the arrow does not receive its construct-slaying damage increase.
When is it worth using?
Use it when you can make a ranged weapon attack against a construct and want to spend a consumable for increased weapon damage. The value of the shot depends on the weapon’s base damage and whether the target is actually a construct. The available item information does not identify a single best encounter or quantify how scarce the arrow is.

Constructs in BG3 are mechanical or non-biological entities, but their defenses are not identical. The game’s construct reference says most are immune to poison and psychic damage, resistant to necrotic damage, and unaffected by some conditions and healing effects; those tendencies should not be assumed for every construct. Special arrows can be looted or bought from vendors, and the arrows reference says they cannot be crafted. Arrow of Construct Slaying appears in the Special Arrow Subtable, but that establishes inclusion in a leveled treasure table—not a guaranteed drop, fixed location, or guaranteed vendor stock. The subtable entry does not specify a reliable acquisition route for this particular arrow.

Does it use your whole action?
Most special arrows can be used with Extra Attack. The arrows reference names Arrow of Salving and Arrow of Transposition as exceptions that use the whole action; it does not list Arrow of Construct Slaying among those exceptions. Exact action behavior can be affected by game updates, and the references do not identify a patch version.

The construct reference describes these creatures as made rather than born, ranging from entities following simple instructions to sentient beings. Creature type matters here because the arrow’s bonus checks whether its target is a construct, not whether the enemy merely looks mechanical.
