There is no set level you must reach to finish Borderlands (the first game). Your level when the credits roll depends on how much optional content you play and how you progress through missions and combat. Level 69 is a maximum-level figure tied to The Secret Armory of General Knoxx—it is not a requirement for completing the story.
What level can you be when the story ends?
You can finish the main story at different levels. A player in a 2013 community discussion reported completing one playthrough at around level 30, but that is an individual example, not a verified average or a level the game guarantees. No reliable population-based statistic establishes a typical campaign-ending level.

Your own result will vary with optional missions and play style. The useful distinction is between reaching the story ending and continuing to level afterward.
What is the maximum level?
The cap depends on the game’s update history and whether you own The Secret Armory of General Knoxx. A Gearbox update reproduced in a Steam search result described a maximum of level 58 for players generally and level 69 for owners of the Knoxx add-on: Gearbox update reproduced in Steam’s Borderlands community.

These caps describe maximum progression, not the level needed to beat the campaign.
Why do some sources say 61, 58, or 69?
The numbers refer to different points in the game’s cap history and, in some cases, different DLC ownership. On September 5, 2010, Kotaku reported Gearbox president Randy Pitchford’s announcement of a free patch raising the cap from 61 to 69 for players with The Secret Armory of General Knoxx. Pitchford said, “The level cap will now be 69”: Kotaku’s report on the 2010 cap increase.

A later Gearbox update described an eight-level increase that brought the general maximum to 58 and the Knoxx-owner maximum to 69. The figures should therefore be read in context: 61 was the earlier cap in the 2010 report, while 58 and 69 reflect the later update’s different content conditions.

Yes. The cited community explanation describes starting another playthrough with the same character and a later state in which enemies scale to that character. Gearbox’s update also said enemies would scale to the new levels for players who had completed playthrough 2, up to the player’s applicable cap. Community labels for the playthrough stages are player terminology; the key point is that campaign completion and maximum progression are separate goals.
