Spoilers for Lae’zel’s quest and Act Three: Yes—Voss genuinely wants to free Orpheus and oppose Vlaakith. But he is an ally of that cause, not a neutral friend: he expects you to help, and choosing to let the Emperor consume Orpheus can turn him against you.
Why Voss’s allegiance changes
Voss first meets the party as a threatening githyanki commander. In the game dialogue transcript, he says, “What easy prey you make, walking right within my blade’s embrace.” He questions why he should not kill the party and treats them as useful if they can help locate the artefact. That encounter shows his menace and conditional approach; it does not settle where he stands later.
After Vlaakith reveals the truth about the prisoner in the Astral Prism, Voss comes to camp and asks the party to help that prisoner. He tells them to meet him at Sharess’ Caress in Baldur’s Gate. This is the turning point: Voss rejects Vlaakith’s account and commits to freeing Orpheus.
Voss’s opposition to Vlaakith is real, but his objective is political as well as personal. He wants a revolution and expects the party to help bring it about. The story supports trusting him as a leader of Orpheus’s cause; it does not establish that he has no ambitions of his own or that he will support a party that chooses against that cause.

What Voss’s deal with Raphael means
Voss tries to negotiate with Raphael for the Orphic Hammer, the tool needed to free Orpheus, but Raphael dismisses him. Raphael then offers the party the hammer in exchange for the Crown of Karsus. Voss’s attempt to make a deal is a means of pursuing his goal, not evidence that he serves Raphael.
You can refuse Raphael’s contract and still pursue the hammer by stealing it from the House of Hope. Showing Voss the hammer completes his part of the quest and earns the Silver Sword of the Astral Plane. The quest also documents a route in which a party that accepts Raphael’s bargain shows Voss the hammer and receives the sword.

How your choices affect Voss as an ally

So, should you trust Voss?
Trust him if your plan is to free Orpheus and challenge Vlaakith: his actions after Vlaakith’s revelation consistently support that objective. Do not treat that trust as unconditional. Voss is committed to a cause, expects the party to serve it, and reacts badly when the party instead backs the Emperor’s decision for Orpheus.
The early threat and later alliance are not contradictions. Voss initially sees the party as potential obstacles or useful means to find the artefact; after Vlaakith’s revelation, he sees them as possible partners in a rebellion. His loyalty is clearest when your choices align with Orpheus’s liberation.
