But that is not the same as unrestricted campaign creation: Larian says the Toolkit cannot add dialogue or alter static world elements such as buildings, scenery, or terrain. It is a PC creation tool, and mods made for PC are not automatically available on Mac or consoles.
What changed in the official Toolkit?
Patch 7 introduced Baldur’s Gate 3’s in-game Mod Manager and official Modding Toolkit. Larian’s support FAQ says PC players can download the Toolkit through Steam. In its April 15, 2025 announcement for Patch 8, Larian said the Toolkit had been updated to allow “partial level editing.”
That wording matters: the update expands what creators can make, but it does not turn the official Toolkit into a general-purpose campaign editor.
What can you create?
Larian’s official mod-support description names weapons, armor, classes and subclasses, spells, and dice skins as examples of mod content. The later Patch 8 update adds partial level editing to that picture, without promising unrestricted control over every part of the game.

Larian’s earlier description of official mod support also identified technical and platform-specific constraints around direct level editing and changes to core elements such as story, cinematics, dialogue, quests, and local gameplay adjustments. Treat that as context for the official cross-platform support model, not as a complete inventory of everything possible in the later Toolkit.
What are the limits on level editing?
Larian’s Patch 8 announcement draws a clear boundary: the Toolkit cannot be used to add dialogue or change static parts of the world. The examples Larian gives are buildings, scenery, and terrain.

So “make campaigns” can overstate what the official tools support if it suggests authors can freely write a new story, build any environment, or recreate the full campaign-making workflow of a dedicated RPG editor. Larian confirms partial level editing, but its official description does not establish that the Toolkit supports unrestricted custom campaigns.
Where can you make and play Toolkit mods?
The Toolkit is for PC creators. A PC mod is not automatically playable through the in-game browser on Mac or consoles. Larian says only mods made with the Toolkit that pass its internal testing can be eligible for those platforms’ browser, and it does not promise that every PC mod will be released there.

That distinction separates making a mod from getting it approved and distributed across platforms. Do not assume that the catalogs on PC, Mac, and consoles are identical.

- Get the Toolkit on PC. Larian’s support FAQ points PC players to Steam for the official Modding Toolkit: Official Mod Support.
- Follow the official setup and publishing documentation. The Publishing a Mod guide covers submission and mod.io dependency handling.
- Submit for moderation. A submission may be moderated before it appears in the in-game browser; publication is not automatic.
