Bedrock Dedicated Server does not run Java Edition mod loaders such as Forge or Fabric. Its supported equivalent is the Bedrock add-on system: behavior packs that alter gameplay and resource packs that replace visuals or sounds. A dependable “mod pack” for Bedrock is therefore a compatible combination of those packs, correctly registered to the world with their manifest UUIDs.
No reliable, current catalogue of individual packs is established here, so naming a ranked “best five” would be misleading. Instead, this guide shows how to judge a pack, choose between packaging and installation routes, activate it correctly, and diagnose the failures that make an add-on appear to install while doing nothing in-game.

Bedrock uses two pack types rather than Java-style mods. A pack can be installed on a Bedrock Dedicated Server only when its files are present on the server and the world explicitly references the pack.
Behavior packs
Behavior packs change game rules and content. Depending on the pack, that can include entities, loot tables, recipes and other gameplay definitions. They are the part that usually changes what players can do, what mobs do, or what items are available.

Resource packs
Resource packs change presentation: textures, models, UI elements, music and other sounds. A resource pack can make a world look completely different without changing its rules.
.mcaddon and .mcpack files
An .mcpack is normally one pack. An .mcaddon is a bundle that commonly contains several folders, such as one behavior pack and one resource pack. The server reads unpacked folders, not the archive itself. A bundle is convenient for distribution, but each contained folder still has to be placed in the correct server directory and registered.

Choose against your server’s actual objective rather than a popularity claim. A pack that is excellent for a private building world may be unsuitable for a survival economy or a large public server.
Match the pack to the gameplay goal
- New mechanics: prioritize behavior packs and read their entity, recipe and loot changes before enabling them.
- A visual overhaul: prioritize a resource pack and check whether players’ devices can render its textures and models comfortably.
- A complete themed experience: look for a coordinated behavior/resource pair in an
.mcaddon, then verify that both halves are present in the archive. - Minimal risk: begin with a resource-only change or a small behavior pack in a copy of the world, rather than stacking several gameplay systems at once.
Use compatibility as a hard requirement
Pack compatibility can change after a major Bedrock server update. Check the pack’s stated game or server version and compare it with the version running your Dedicated Server. A pack that worked before an update may stop loading, load only partially, or alter a world unexpectedly after the update.

Check dependencies and identity
Read every manifest.json. The header has the pack’s identity UUID; modules have their own UUIDs; dependencies point to other packs by UUID. If a pack depends on another pack, the dependency UUID must exactly equal the other pack’s header UUID. A missing dependency or a typo in a UUID can prevent activation even when all folders are uploaded.
Consider maintenance and player impact
Ask whether the pack changes existing recipes, entities or loot, whether removing it could leave world data behind, and whether every player must download a large resource pack. For a long-running server, a smaller, well-documented pack is often a better choice than an ambitious bundle that is difficult to update.
| Decision factor | What to verify | Why it matters |
|---|---|---|
| Pack type | Behavior, resource, or both | Determines whether the change affects rules, presentation, or both. |
| Version | Pack version and supported Bedrock server release | Major updates can break compatibility. |
| Dependencies | Dependency UUIDs and required companion packs | A pack can fail to load if a dependency is absent or misidentified. |
| Manifest layout | manifest.json directly inside each pack folder |
A nested folder prevents the server from recognizing the pack. |
| World impact | Recipes, entities, loot and other persistent changes | Removing or replacing a gameplay pack may affect existing saves. |
| Distribution | Separate .mcpack files or an .mcaddon bundle |

Choose an installation route
Manual installation on a fresh or existing server
Manual installation gives you direct control over the files and is the clearest route when you are starting a new server or managing files through a host panel. You extract the pack on your computer, copy each folder to the server, register its UUID in the world JSON files, and restart.
Exporting a single-player world
If the add-on is already enabled in a single-player world, you can export that world and use the export as a template. The export includes behavior_packs and resource_packs folders plus the JSON files that identify the enabled packs. Microsoft documentation indicates that those JSON files can be generated automatically during import, but the pack folders still need to be copied to the Dedicated Server manually.

| Route | Best for | Important limitation |
|---|---|---|
| Manual upload | Fresh servers, controlled deployment, administrators comfortable editing JSON | You must sort folders and register every UUID yourself. |

Install an add-on on Bedrock Dedicated Server
Make a backup of the world and server files before changing packs. Perform the extraction locally so the server receives ordinary folders rather than archives.
- Download the pack file. Keep the original
.mcpackor.mcaddonas a backup. - Rename the extension to
.zipand extract it on your computer. Bedrock Dedicated Server reads folders; uploading the archive alone does not install the pack. - Inspect the extracted structure. Every behavior or resource pack folder must contain
manifest.jsondirectly at its top level. If you seePackName/PackName/manifest.json, move the inner folder up one level before uploading. - Separate the pack types. Put behavior-pack folders in the server’s behavior-pack directory and resource-pack folders in its resource-pack directory. Third-party setup guides commonly name these directories
behavior_packsandresource_packs. A Microsoft-sourced server snippet instead refers todevelopment_behavior_packs; directory naming has not been reconciled across the available guidance, so verify the current Bedrock Dedicated Server release or your host panel before choosing the path. Do not assume that a folder upload alone activates anything. - Open each manifest. Record the UUID in the
headerobject and the pack’s version array. Also note every module UUID and dependency UUID. - Register the packs in the world folder. Edit
world_behavior_packs.jsonfor behavior packs andworld_resource_packs.jsonfor resource packs. Each entry uses the header UUID aspack_idand a version array matching the pack version. A Microsoft tutorial example is:
[ { "pack_id" : "33556fcf-d192-4d5f-96a0-29357702af7b", "version" : [ 1, 0, 0 ] } ]
- Save valid JSON and restart the server. A missing comma, incorrect quote, wrong UUID or malformed version array can stop registration. Restart after file changes so the world loads the updated pack list.
UUIDs: the part that makes activation work
Header UUID
The header UUID uniquely identifies the pack and follows the hexadecimal format xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx. It is the value that belongs in the world’s pack-registration JSON as pack_id. Generate a new UUID for a genuinely new pack; do not give unrelated packs the same header UUID.
Module UUID
Each module in the manifest needs its own UUID, different from the header UUID. Reusing the header UUID for a module is a common reason a behavior pack fails to appear.
Dependency UUID
A dependency entry must identify the required pack by that pack’s exact header UUID. The dependency does not use a module UUID or a display name. If you replace a dependency with a fork or newer build, confirm that its header UUID still matches what the dependent manifest requests.

Installing packs in an existing world
For a world that already has players, test on a duplicate first. Gameplay packs can add or alter recipes, entities and loot, and those changes may interact with blocks or items already saved in the world.
- Copy or export the world so the original remains untouched.
- Open the copy in single-player Bedrock and enable the intended add-on. This can generate the world’s pack JSON files during import.
- Export the tested world.
- Extract the export and locate its
behavior_packs,resource_packs,world_behavior_packs.jsonandworld_resource_packs.jsonfiles. - Upload the pack folders to the server’s corresponding directories, checking the release-specific directory naming noted earlier.
- Copy the JSON registration files into the target world folder, then inspect them for the expected header UUIDs and version arrays.
- Restart and test with an operator account before allowing normal players to join.
Behavior packs versus resource packs
| Characteristic | Behavior pack | Resource pack |
|---|---|---|
| Primary purpose | Gameplay definitions | Visuals and sounds |
| Typical changes | Entities, loot, recipes and rules | Textures, models, interface elements and audio |
| Registration file | world_behavior_packs.json |
world_resource_packs.json |
| Risk to an established world | Higher, because game data and progression can change | Usually lower, though client performance and readability can change |
| Can it work alone? | Yes, if it has no unmet resource or behavior dependency | Yes, if it has no unmet dependency; themed add-ons may require both |
Packaging choices: separate packs or an .mcaddon bundle
Separate .mcpack files
Separate files make troubleshooting easier. You can update a behavior pack without touching the resource pack, and you can see exactly which folder and manifest you are installing. This is useful when a bundle contains optional components.
An .mcaddon bundle
A bundle is convenient when the behavior and resource components are designed to work together. After extraction, treat every contained folder independently: inspect its manifest, place it in the matching directory and register each header UUID. Do not register the bundle’s filename; the world references pack UUIDs, not archive names.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common failures and precise fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| The pack does not appear in the world | Folder uploaded but not registered | Add its header UUID and version to the appropriate world JSON file, then restart. |
| Nothing loads after extraction | manifest.json is nested one directory too deep |
Move the folder containing the manifest directly into the pack directory. |
| A behavior pack is missing | Header and module UUIDs are duplicated or malformed | Give the header a unique UUID and each module a different UUID; check the manifest format. |
| A dependent pack fails | Dependency UUID does not equal the required pack’s header UUID | Copy the dependency’s exact header UUID into the dependent manifest. |
| The pack worked before a server update | Version incompatibility after a major Bedrock change | Check the pack’s supported version, update the pack if an updated build exists, and test on a world copy. |
| Resource changes are visible but gameplay is unchanged | Only the resource half was installed or registered | Install and register the matching behavior folder as well. |
| Gameplay changes occur but textures are missing | Only the behavior half was installed or registered | Install and register the required resource folder. |
| Server starts but players see no change | Wrong world folder or wrong pack directory for the current release | Confirm the server is loading the world whose JSON files you edited and verify the release-specific pack directory name. |
A safe testing workflow for multiplayer
- Back up first. Keep an untouched copy of the world and the original pack archives.
- Test one change at a time. Installing several behavior packs together makes UUID, dependency and compatibility errors difficult to isolate.
- Validate both halves. If the add-on is a bundle, test gameplay and visual changes separately so you know which component failed.
- Check a new area and an existing area. Recipes, entities and loot may behave differently around already-generated content.
- Join with a normal player account. An operator can overlook permission or interaction problems that ordinary players will encounter.
- Document the deployment. Record the server version, pack filenames, header UUIDs, module UUIDs, dependency UUIDs and registration files. That record makes rollback possible.
What the “best” choice looks like by server type
Private survival world
Choose a narrowly scoped behavior pack or a lightweight behavior/resource pair, test it on a copy, and avoid changing progression without telling everyone who plays. A simple manifest and clear dependency list are more valuable than a large feature count.
Best Value
- The classic UNO card game builds fun on game night with a Minecraft theme.
- UNO Minecraft features a deck and storage tin decorated with graphics from the popular video game.
- Players match colors and numbers to the card on top of the discard pile as in the classic game.
- The Creeper card unique to this deck forces other players to draw 3 cards.
- Makes a great gift for kid, teen, adult and family game nights with 2 to 10 players ages 7 years and older, especially Minecraft and video game fans.
Creative or building server
A resource pack may deliver the largest benefit with the least gameplay disruption. If you add behavior content, verify that recipes and entities do not interfere with the server’s building workflow.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesPublic community server
Favor packs with explicit version information, stable dependencies and predictable client downloads. Roll out updates during a maintenance window, keep the previous pack files, and test a world copy before replacing the live registration files.
Experimental or development server
Use it to test new versions, UUID changes and dependency updates before production. The directory naming conflict in current guidance is especially important here: verify where the specific server release expects development or production packs instead of copying a path from an older guide.
Bottom line for choosing Bedrock add-ons
The best Bedrock “mod pack” is not the one with the longest feature list. It is the pack or coordinated pair that matches your goal, declares compatible versions and dependencies, has a clean manifest, and can be rolled back safely. Remember the three operational rules: Bedrock Dedicated Server uses behavior and resource packs rather than Java mod loaders; uploading folders is only preparation, because UUIDs must be registered in the world’s JSON files; and every change should be tested against the server version and followed by a restart.
