For offline Diablo-style loot, choose Grim Dawn
If your priority is top-down action-RPG combat and finding gear to shape a character, Grim Dawn is the clearest recommendation. PC Gamer names it as an offline option and contrasts it with Path of Exile and Diablo 4, which it says do not work offline. [PC Gamer]

Why similarity lists are not offline guarantees
Other games may share a shooter’s combat or atmosphere without meeting a disconnected-play requirement. How to prepare a game for offline play
Offline capability is a property of the game, platform, launcher, and device setup together—not simply a label attached to a title. Steam says Offline Mode lets you play through Steam without an active Steam Network connection, but warns that even a game marked ready may return “This game cannot be started in Offline Mode.” Epic Games Store’s guidance says, “Yes. You can play almost every single-player game offline.” That is general guidance, not a guarantee for every game or storefront. [Steam Support] [Epic Games Store]
- While online, install the game and launcher on the device you will use. A different device or platform version may have different requirements.
- Finish updates before disconnecting. Steam notes that client or game files may need updating, and PC Gamer advises installing updates before going offline. [Steam Support] [PC Gamer]
- Launch the game and complete any first-run setup or authentication. PC Gamer warns that some modern games require a connected launch before they work offline. [PC Gamer]
- Enable the launcher’s offline mode if needed, then disconnect and test. Confirm that the game reaches playable content with the device actually offline; a launcher setting alone is not proof.
If the test fails, reconnect, let the launcher and game finish updating, complete any sign-in prompt, and try again. If it still will not start, check the current platform support page or the game’s listing for its specific offline and DRM requirements before depending on it during travel or an outage.
