The right PC city-building game depends on what you want to manage: roads and services, island supply chains, a settlement fighting to survive, or a single institution. For hands-on planning of a contemporary metropolis, start with Cities: Skylines II. Choose Anno 1800 for trade and production logistics, Frostpunk 2 for survival and political pressure, or a focused tycoon game such as Two Point Hospital if running a whole city feels like too much.
Which city-building game should you play?
Use the kind of decisions you enjoy as your guide. These games share building and management, but their central loops are different: some let you shape an urban landscape, while others make growth depend on production, survival, politics, or running a particular business.

Best for shaping a contemporary city: Cities: Skylines II
Cities: Skylines II is the strongest fit here if the pleasure is deciding how a modern city should look and function. Its focus includes road layouts, zoning, city services, traffic, and growth. Paradox Interactive describes the simulation this way: “AI and intricate economics mean your choices ripple through the fabric of the city.” That is publisher copy from the official game page, not a measured comparison with the other games.

Rather than treating the city primarily as a free-form urban-design canvas, it makes the flow of goods a central planning problem.
Choose it if you like tracing how resources become products and how trade routes support expansion. That interconnected economy is the point; players seeking mostly road design and city-service management may prefer Cities: Skylines II.

Best for survival and political pressure: Frostpunk 2
Frostpunk 2 is survival city-building, not a relaxed city painter. Its Steam description emphasizes districts, calamities, and competing factions, putting political choices alongside the work of keeping a city going. It suits players who want growth to come with hard trade-offs and pressure rather than an open-ended focus on reshaping streets.
Best medieval settlement option: Manor Lords
Manor Lords offers a medieval alternative, pairing settlement growth and resource management with battles. The consulted GamesRadar+ listing labels the game Early Access. Development status and available features can change, so check the current store listing before deciding whether its present state suits you.

Best for island rule and political management: Tropico 6

Anno 117: Pax Romana is a Roman-era builder described by PC Gamer as involving supply-chain design and dialogue elements. When two games both promise building, compare what their systems ask you to do and what kind of pressure you want. These are useful questions for choosing, not results from a controlled comparison.
