Build Phoebe for Attack and use her as a support who turns frequent teammate damage into Cocktails. Spend three Cocktails on Invigorating Blend when you can; use Tempting Build when its timing still lets you prepare another full set for the next Blend, and use Charming Gaze to upgrade a Cocktail when neither priority applies.
Who Phoebe is and how she supports a team
Yumi Shiina, codename Phoebe, is a 5-star Phantom Thief. The official game announcement describes her as a support character who hangs back from direct combat, increases allies’ Attack and damage, and gains Cocktail stacks as allies deal damage. Prydwen identifies her as an Unknown-element Elucidator with the Persona Urania. Phoebe’s value depends on the party’s damage cadence and attribute mix, not on treating her as the team’s main damage dealer. Teammates’ skill, Resonance, and Highlight damage events generate Mixer stacks; using Phoebe’s skills then converts those resources into party buffs, focused damage support, or sustain.
How Mixers and Cocktails work
When an ally deals damage with a skill, Resonance, or Highlight, Phoebe gains a Mixer stack corresponding to that attack’s attribute. Three Mixers convert into a Cocktail. Its quality depends on how many Mixers share an attribute:

Using a skill consumes Cocktails to strengthen its effect and, according to Prydwen’s level-10 skill data, restores 8 SP to all allies. That 8 SP figure is the guide’s reported game value, not a separately verified current localization.
Frequent allied damage helps Phoebe generate Mixers; concentrating the party’s damage attributes makes stronger, more focused Cocktails easier to produce. Defense-down or pierce support can also fit the plan: those characters contribute damage events while helping the team’s attacks land harder.
Skill priorities and rotation
Prydwen reports the following skill functions at level 10. Its guide notes that skill information had been translated from Chinese and might be updated to official English translations, so treat precise effects as guide-reported rather than confirmed current official localization.
Invigorating Blend
Spends all Cocktails to increase damage of the targeted ally’s attribute for two turns. The targeted ally receives a stronger effect; spending at least two Standard-or-better Cocktails also grants that ally critical damage, according to the guide.

Tempting Build
Raises the party’s Attack for three turns. An ally skill can spend a Cocktail to strengthen its effects.
Charming Gaze
Targets one ally, increasing that ally’s damage and maximum HP for two turns and healing the ally based on damage dealt for one turn. Activating the skill can upgrade a Basic or Standard Cocktail to a higher-quality Cocktail.
Recommended order of use
- Use Invigorating Blend with three Cocktails. This is Prydwen’s recommended payoff point for Phoebe’s resource cycle.
- Use Tempting Build when its timing supports the next cycle. Prydwen advises using it when three or fewer turns remain and Phoebe can still reach three Cocktails for the next Invigorating Blend.
- Otherwise, use Charming Gaze to upgrade a Cocktail. Choose an ally who benefits from its damage increase and sustain.
This rotation is guide advice, not a claim of independently tested performance. The practical choice depends on the team’s actual Mixer generation and the remaining duration of the buffs.
Best build: stats, cards, and weapon
Prydwen’s recommended main stat for Phoebe’s Moon, Star, and Sky slots is Attack. Its listed substat priority is Crit Rate, then Crit Multiplier, then Attack percent.

Prydwen gives two sample lineups: Panther + Key + Cattle + Phoebe, and Queen + Vino + Leon + Phoebe. These are examples rather than universal requirements; choose around the characters you own and the encounter’s demands.

Prydwen specifically points to Queen and Vino as a synergy because they deal Nuke damage every turn. The broader test for a replacement is whether the character contributes useful damage events and complements the team’s attribute focus.
