These games do not all offer the same kind of RPG depth, and “RPG shooter” has no single settled definition.
What counts as an RPG shooter?
A practical definition is a game that combines shooting with character development, such as attributes, skills, or gear progression. A genre guide from Best Buy Canada uses a similarly broad frame, grouping action, character building, and gunplay together, with Borderlands, Destiny, Fallout, and Mass Effect as examples: Best Buy Canada’s role-playing game genre guide. That is a useful starting point, not a formal boundary. A shooter with a skill tree is not automatically a deep role-playing game.
For choosing between the games below, consider whether you want consequential story choices or a repeatable loop of missions and equipment upgrades; whether you prefer first- or third-person combat; and whether you want to play solo, cooperatively, or online. The list is organized by those preferences rather than by a claimed best-to-worst ranking.
Best for story, exploration, and role-playing choices
Cyberpunk 2077
Choose Cyberpunk 2077 if you want a story-led open world and a flexible character approach alongside shooting. CD Projekt Red describes Night City as a vast open world where player choices shape the story and the people around the player; its official page also presents gigs as part of the mercenary career. Fallout 4 suits players who want to roam a wasteland, meet characters, pursue side quests, and use a range of weapons. Its appeal in this group is the combination of exploration and questing with shooter combat, rather than a primarily online gear loop. Fallout: New Vegas
Consider Fallout: New Vegas if open exploration and deciding how to handle situations are central to what you mean by role-playing.
