There is no single best opening skill list in The Outer Worlds 2. Pick the way you want to play, then concentrate early points in the skills that support it: a ranged stealth character can build around Sneak, Speech, and Lockpick, while a companion-focused character can prioritize Leadership, Melee, and Speech. These are official build examples, not a universally optimal point-by-point order.
Why your first skills matter
Skills affect combat, dialogue, and exploration, so the right priorities depend on what you want your character to do. In PC Gamer’s 2025 review-era description, skill checks use fixed thresholds: you either have enough of a skill for a check or you do not. Some perks and consequential checks require significant investment, which makes spreading points across unrelated skills a gamble if you have a specific build in mind. The review reports 12 skills, two points for a tagged skill at character creation, and two points to spend at each level-up. These are review-era figures, not independently verified against the latest patch.
Skills are one part of a broader character plan. Xbox Wire describes customization through Backgrounds, Traits, Skills, and Flaws, with Perks becoming available as you progress. Decide what you want to be good at across the whole build, rather than treating skills as a standalone tier list.
Choose a starting package for your playstyle
Stealth, ranged attacks, and access skills
For a ranged infiltrator, make Sneak, Speech, and Lockpick your core, then consider Gun and Observation as the character develops. Obsidian QA’s “Barbie” build uses that combination for a character who deals damage from a distance. It is a useful pattern if you want stealth, combat, and ways to engage with the world; it does not establish a best first-level sequence.

Companions doing more of the fighting
If you want to draw enemy attention and give companions room to attack, prioritize Leadership, then support the approach with Melee and Speech. Obsidian QA analyst Joshua Ledford’s “Ham” build uses those skills alongside its equipment and perks. Ledford describes its combat approach: “I like this build because I can complete a lot of combats by getting enemy attention and then just standing there and holding block with my melee weapon while my companions kill things.” The listed skills are part of that complete setup, not a guarantee that the same result follows from the skill choices alone.
Sneaking and fighting up close
For a mobile melee character, the official “Nimbus” build combines Melee and Sneak with Lockpick, Hack, and Medical. Its description emphasizes survivability and sneak kills. This gives you a different direction from a ranged infiltrator or companion-led character, but it is an example build, not a universal order for new characters.

How to decide where the next points go
- Choose your main combat method. Decide whether you expect to rely on ranged weapons, melee, or companions. Start with the skills that support that approach.
- Pick the noncombat actions you care about. Speech, locks, terminals, and observation can matter during dialogue and exploration as well as combat. Give priority to the ones you expect to use.
- Specialize around the checks and perks you want. Fixed thresholds mean a broad spread may leave you short of a particular check or perk requirement. The available sources do not establish an exhaustive, current list of thresholds, so avoid planning around unsourced point targets.
- Look for another route when a check blocks you. Some situations have alternatives: traits or quest choices can bypass speech checks, and keys or alternate paths can get around locked doors. Those options do not mean every route remains open; build choices can still close off quests or other opportunities.
What these recommendations can—and cannot—tell you
Obsidian’s examples show that different priorities can support distinct playstyles; they do not rank every skill or prescribe a first-run sequence. PC Gamer’s reported point allocation and fixed-check description explain why focusing your build can matter, but the available evidence does not establish exact current thresholds for every check or whether later patches changed the reported system values.
