On July 19, 2024, the Communications Workers of America (CWA) announced that Microsoft had recognized a Bethesda Game Studios union after a majority of 241 developers chose union representation. The unit spans several disciplines, not just quality assurance. CWA identified Local 2108 for Maryland workers and Local 6215 for Texas workers; Montreal workers’ separate filing was not part of that U.S. recognition announcement.
What Bethesda workers’ union recognition means
CWA said a majority of the 241 Bethesda Game Studios developers either signed union authorization cards or indicated through an online portal that they wanted representation. Microsoft recognized the union. The announcement describes a worker-choice process, not an NLRB election. CWA called it the first wall-to-wall union at a Microsoft video game studio.
“Wall-to-wall” distinguishes this unit from one limited to a single job category. The announcement named artists, engineers, programmers, and designers among the workers. The 241 figure and the account of majority support are CWA’s reported figures, not an independently tested count.
Which workers and locations were included?
Maryland and Texas
CWA said Bethesda Game Studios workers in Maryland would join CWA Local 2108, while workers in Texas would join Local 6215. The announcement names Austin- and Dallas-based workers in Texas.

Montreal was a separate filing
The same July 19 announcement noted that Bethesda Game Studios workers in Montreal had filed for recognition with Quebec’s labor board in late June to be represented by CWA Canada. That filing was a separate process; it was not part of Microsoft’s U.S. recognition of the Maryland and Texas unit.
How the neutrality agreement fits
On May 30, 2024, CWA said it and Microsoft had extended a labor neutrality agreement to workers at Microsoft subsidiary ZeniMax Media. CWA described provisions for a neutral employer approach when covered workers express interest in joining the union, communication channels between coworkers and union representatives, a streamlined choice process with confidentiality options, and arbitration for disputes. That agreement provided an organizing framework; it did not itself create the Bethesda unit. The July recognition announcement separately describes the workers’ choice and Microsoft’s recognition.

Did Bethesda workers get a contract?
The cited sources do not establish that Bethesda Game Studios’ 241-person unit later ratified a collective bargaining agreement. A separate 2025 development concerned more than 300 quality assurance workers employed by ZeniMax Media: CWA announced a tentative agreement with Microsoft after nearly two years of bargaining, with a ratification vote expected by June 20, 2025. A published agreement dated June 20, 2025 identifies CWA as exclusive bargaining agent for specified full-time, part-time, and temporary U.S. quality-assurance classifications. That is a different unit and is not evidence of a Bethesda Game Studios contract.
The NLRB’s listing for Bethesda Game Studios identifies case 05-CA-386681, filed May 7, 2026, as open. The listing names Bethesda as a ZeniMax Media studio and CWA as the union, but it does not establish what issue is in dispute or whether the Bethesda unit has a contract. An open case listing should not be read as a contract outcome.

Why the announcement drew attention
CWA presented the recognition as part of a wider video-game labor movement. It said the Bethesda workers would join CWA members at SEGA of America, Activision Blizzard, ZeniMax, and Tender Claws. Those organizations provide context, but they were not part of the Bethesda bargaining unit described in the announcement.
CWA attributed a statement to Mandi Parker, a senior system designer and CWA member, saying the workers were “thrilled to get down to brass tacks and win a fair contract.” That was an expression of their goal at the time of the announcement, not confirmation that a contract was subsequently reached.
