“This application failed to start because boost_python-vc71-mt-1_32.dll was not found.”
boost_python-vc71-mt-1_32.dll is an old 32-bit Boost.Python runtime file that normally belongs to the game or application that installed it, not to Windows.

The strongest known association is the Civilization IV family, including Civilization IV, Warlords, Beyond the Sword, and related installations or mods. The file commonly appears near files such as Civilization4.exe, Civ4BeyondSword.exe, python24.dll, msvcr71.dll, and msvcp71.dll.
That does not prove every copy came from Civilization IV. Other old applications could have bundled the same library. Find the program named in the error and repair that program rather than treating the DLL as a standalone Windows component.

Why a 64-bit Windows PC needs a 32-bit DLL
This file is associated with a 32-bit application. Windows 10 and Windows 11 can run many 32-bit programs on 64-bit installations through WOW64 compatibility. The operating system may be 64-bit while the game still requires its original 32-bit libraries.
A 64-bit replacement cannot satisfy a 32-bit program. A similarly named Boost.Python DLL built for another Boost release, compiler, or architecture may also be incompatible.
Installing the latest Visual C++ Redistributable usually does not replace this file. It is an application-specific Boost.Python library, not a current Microsoft runtime package.
Fix 1: Identify and verify the affected game
This is the most likely solution, especially if the error appeared after installing a patch, expansion, or mod.
Find the installation
- Read the full error window and note the program that failed.
- Right-click that program’s shortcut and select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Look for the game executable and nearby files such as
python24.dll,msvcr71.dll, ormsvcp71.dll. - Search that folder for
boost_python-vc71-mt-1_32.dll.
If the file is absent, the installation is incomplete, damaged, or was quarantined. If the file is present but the error remains, continue to the dependency checks below.
Verify a Steam installation
- Open Steam and select Library.
- Right-click the affected game.
- Select Properties.
- Select Installed Files.
- Choose Verify integrity of game files.
- Wait for Steam to finish.
- Start the unmodified game directly from Steam.
A successful repair normally causes Steam to reacquire missing or corrupted files. Test the base game before launching a mod. If the error remains, restart Steam and repeat the launch once. Then proceed to a reinstall rather than mixing in a downloaded DLL.

Repair a disc or standalone installation
- Uninstall the affected game or expansion from Settings → Apps → Installed apps.
- Restart Windows.
- Reinstall from the original disc or legitimate installer.
- Apply the correct official patch for that release.
- Launch the unmodified game before adding mods.
If only an expansion or patched executable fails, reinstall that component and apply its patch again. A failed patch is a common reason for this file to disappear or become mismatched.
Fix 2: Check antivirus quarantine
Security software can remove or quarantine an old game file even when the rest of the installation is intact.

Windows Security
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the game stopped launching.
- Expand an entry only if it clearly refers to the legitimate game installation.
- Use Restore only after confirming that the installation came from a trusted disc, store library, or official installer.
- Verify the game files again after restoring it.
Do not use Allow on device for a file copied from an unknown source. If Windows Security repeatedly removes the file from a legitimate installation, update Windows Security, scan the whole game folder, and contact the game publisher’s support channel before creating an exclusion.
Fix 3: Repair the complete dependency group
The message “specified module could not be found” does not always mean that the named DLL itself is absent. Windows may be unable to load one of its dependencies.
For this older game family, nearby dependencies may include:
python24.dllmsvcr71.dllmsvcp71.dll
Do not download these files individually. Reinstall the complete game or expansion so that the DLLs come from the same application package.

If the error changes after repair, record the new filename. A change from boost_python-vc71-mt-1_32.dll to msvcr71.dll, msvcp71.dll, or python24.dll means the loader has progressed to the next missing dependency. Continue repairing the application as a group.
Installing Python separately is not guaranteed to fix a game that expects private copies of old Python and Boost files.
Fix 4: Use Windows repair commands only for wider system problems
System File Checker and DISM repair protected Windows components. They do not normally recreate a third-party game DLL, so use them when other Windows components are also failing.
- Open Start and type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Run:
sfc /scannow
- Restart Windows.
- Test the game again.
If DISM or SFC reports repairs, test Windows and the game after restarting. If both commands complete without fixing the game, return to reinstalling or verifying the application. These commands are not a substitute for restoring the game’s own DLL.

Fix 5: Check the application path and mod configuration
A mod may be launched from a directory that cannot see the base game’s libraries.
- Launch the original game without the mod.
- Confirm whether the base game starts.
- If it does, close it and update or reinstall the mod using its supported installer.
- Launch the mod through the correct expansion executable or launcher.
- Do not move the DLL manually between the base game and mod folders.
- If the mod still fails, remove it temporarily and reinstall the official game files.
If the base game works but a mod fails, the problem is more likely the mod’s launch path, working directory, or compatibility with the installed expansion.

Fix 6: Update Windows and inspect drivers only when the symptoms are broader
A graphics driver normally does not recreate boost_python-vc71-mt-1_32.dll. Driver work is relevant only when the game also crashes, displays incorrectly, or fails with graphics-related errors.

- Right-click Start and select Device Manager.
- Expand Display adapters.
- Right-click the graphics device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Check Network adapters and other devices for a yellow warning icon.
- For a problem device, right-click it, select Properties, and read the status on the General tab.
Do not use Device Manager to replace the game DLL. It only addresses hardware drivers.

Fix 7: Check Windows Features without enabling random components

regsvr32 is used for DLLs that provide a registration entry point such as DllRegisterServer. An ordinary runtime library is loaded by the application and is not registered in the Windows registry.

regsvr32 boost_python-vc71-mt-1_32.dll
It may produce a registration error and does not restore a missing dependency. Do not copy the file to C:WindowsSystem32 or C:WindowsSysWOW64 either. Those folders are not a general storage location for application DLLs, and copying files there can create version conflicts.
If every reinstall still fails
Check these points in order:
- Confirm that the launcher points to the current installation directory.
- Remove old shortcuts and create a new shortcut from the repaired executable.
- Test the base game without expansions or mods.
- Check the game folder’s permissions under Properties → Security.
- Review antivirus logs again.
- Confirm that the executable and DLL are both from the same installation.
- Run a full Windows Security scan.

A dependency-analysis utility can help advanced users determine which library fails to load, but its results need interpretation. It should not be used as a reason to download replacement DLLs from an unverified source.
