Quick diagnostic checklist
Before changing Windows files, note:
- Which HP printer or installer shows the error
- Whether it appears during startup, HP Easy Start, HP Smart, or driver installation
- The exact wording, such as “missing,” “not found,” or “could not be loaded”
- Whether Windows is 64-bit or ARM64
- Whether an HP installation was interrupted, removed by antivirus, or partially uninstalled
bootstraplibrary.dll is an HP installer component, not a Windows system DLL. If bootstraplibrary.dll is missing or cannot be loaded, repair or reinstall the HP printer software that called it rather than copying the file into a Windows folder.

The file commonly appears inside a temporary extraction directory while HP Easy Start or another HP setup program runs. An installer bundle may contain files such as:

That explains why the file may appear suddenly during printer installation and disappear after setup finishes. It is not verified as a Windows component, Microsoft Visual C++ runtime, DirectX file, .NET file, or game dependency.

Known public listings include 32-bit builds such as 5.0.3.9662, 5.0.3.9353, 5.0.3.9303, 5.0.3.8940, and 5.0.3.8889. Those listings are not official HP release records, and you should not select a DLL version based only on its number.
Fix 1: Cleanly reinstall the HP printer package
This is the most likely fix for a missing or damaged bootstraplibrary.dll.
Remove the existing HP software
- Disconnect the printer’s USB cable if it is connected.
- Open Start → Settings → Apps → Installed apps.
- Search for the printer model, HP Smart, HP Easy Start, and other HP printer software.
- Select the affected entry, choose the three-dot menu, and click Uninstall.
- Follow the removal wizard.
- Restart Windows.
If the normal uninstall fails:
- Open HP’s printer software uninstall instructions from another browser window.
- Use Microsoft’s Program Install and Uninstall troubleshooter when HP’s instructions direct you to it.
- Run the troubleshooter, select the HP package that will not uninstall, and allow it to remove the broken installation.
- Restart Windows again.
Remove the old printer entry
- Open Control Panel.
- Select View devices and printers.
- Right-click the old HP printer and select Remove device.
- Confirm the removal.
- If the printer remains, open Settings → Bluetooth & devices → Printers & scanners, select it, and choose Remove.
Install the correct package
- Open HP’s official support site or
123.hp.com/setupby typing the address manually. - Search for the exact printer model, including any suffix.
- Select your Windows edition and architecture.
- Download Full Feature Driver or HP Easy Start from HP.
- Right-click the downloaded installer and select Run as administrator.
- Choose Full Software and Drivers when the installer offers an installation type.
- Connect the printer only when the installer requests it.
- Print a test page or open the HP printer software when setup completes.
A successful installation completes without the DLL message, adds the printer under Printers & scanners, and lets Windows print a test page. If the same error returns, download a fresh installer rather than reusing the old file. A damaged or incomplete extraction can reproduce the error every time.
Fix 2: Check Defender quarantine
Microsoft Defender may remove or quarantine an installer component. Do not disable antivirus protection just to make setup continue.
- Open Start → Settings → Privacy & security → Windows Security.
- Select Virus & threat protection.
- Click Protection history.
- Review entries created when the HP installer failed.
- Expand a matching detection and inspect its path, filename, and threat details.
- Restore or allow the file only when you have verified that it came from the official HP installer and the installer is digitally trusted.
- Redownload the complete HP package after making a decision.
- Run a Windows Security scan if the detection is unclear.
If Defender identifies the file as malware, leave it quarantined and contact HP support. There is no reliable evidence that every antivirus detection involving this file is a false positive.
Fix 3: Check the download and installation environment
HP Easy Start can fail when its download or temporary extraction is interrupted.
Try these steps:
- Restart the computer and router.
- Temporarily disconnect from a VPN or restrictive network filter.
- Delete only the failed HP installer you downloaded.
- Download a new copy from HP’s official printer support page.
- Save it to the local Downloads folder rather than running it from an email attachment or network share.
- Right-click the installer, select Properties, and look for an Unblock checkbox on the General tab. If present, select it and click Apply.
- Run the installer as administrator.
- Keep the connection active until setup finishes.
Do not manually search temporary folders for a replacement DLL. The version of the component must match the complete HP package and the printer software being installed.
Fix 4: Account for 32-bit and ARM64 systems
A 32-bit HP installer can use a 32-bit bootstraplibrary.dll on 64-bit Windows. A 64-bit Windows computer does not automatically need a 64-bit copy of this file.
To check the architecture:
- Open Settings → System → About.
- Read System type.
- Note whether the system is x64-based, x86-based, or ARM64-based.
Do not place the file in C:WindowsSystem32 or C:WindowsSysWOW64. No reliable evidence shows that bootstraplibrary.dll belongs in either directory.
On Windows 11 ARM64, some full HP software installers may fail because of installer compatibility. Use Windows’ built-in printer installation or Plug and Play instead:
- Connect the printer and turn it on.
- Open Settings → Bluetooth & devices → Printers & scanners.
- Select Add device.
- Wait for Windows to detect the printer.
- Follow the prompts to install the available printer driver.
If automatic detection fails, select Add manually and follow the available connection method. Do not force an x86 HP installer onto ARM64 Windows when HP’s documented ARM64 guidance recommends the built-in installation path.

Fix 5: Repair Windows components if other programs also fail
This file is associated with HP setup, so Windows component repair is secondary. Use it when several unrelated applications report missing DLLs or Windows itself behaves abnormally.
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Retry the HP installation.
Microsoft specifies running DISM before System File Checker. If either command reports that it could not repair everything, restart and run the commands again, then check the exact output before repeating them indefinitely.

If the DLL error occurs after a Windows update or after changing printer software, remove the old driver and install the current driver for the exact model.

- Expand Print queues and Printers.
- Right-click the HP printer and select Uninstall device.
- If Windows offers to remove the driver package, select that option.
- Restart Windows.
- Install the current full-feature HP package from the exact model’s HP support page.
- Confirm the printer appears in Device Manager without a warning icon.

Do not use regsvr32 for this file
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. There is no verified evidence that bootstraplibrary.dll is a COM DLL that requires registration.
Running this command is therefore not a general repair:
regsvr32 bootstraplibrary.dll
It may produce an error saying that the entry point was not found, or it may fail because the file is not in the current directory. Reinstall the HP package instead.
Do not download a standalone DLL
Avoid DLL download sites and files shared through forums or unofficial driver pages. A standalone copy may contain malware, be the wrong HP package version, use the wrong architecture, or omit a dependency that caused the original error. Copying it into System32 can also overwrite a file that belongs to another application.
The safe sources are HP’s official printer support page, HP Easy Start obtained from HP, and Windows’ built-in printer installation when appropriate. Download the complete installer, not just bootstraplibrary.dll.
What the error wording means
- “bootstraplibrary.dll is missing”: The HP installer cannot find the component it expected.
- “The specified module could not be found”: A dependency of the DLL or installer may also be missing; the named DLL is not necessarily the only problem.
- “Could not be loaded”: The file may be damaged, blocked, incompatible, or unavailable in the temporary extraction directory.
- “Not designed to run on Windows”: The package may be wrong, incomplete, damaged, or incompatible with the system architecture.
- “Cannot register bootstraplibrary.dll”: Registration probably does not apply to this installer component.

Is bootstraplibrary.dll a Windows file?
