For a straightforward Rafa leveling route, build around Peacebreaker Cannons, keep Overdrive active, and invest early in critical-hit uptime and survivability. The level 1–60 progression below follows a published guide, not a controlled comparison proving it is universally best. Use current-level guns and treat its named gear as suggestions, not requirements.
How the leveling route works
The route divides progression into Normal Vault Hunter Mode (NVHM), levels 1–30, and Ultimate Vault Hunter Mode (UVHM), levels 31–60. The guide describes NVHM as the default first playthrough and says the first UVHM rank opens after the main story; check the in-game progression if your version differs.

Its core is Peacebreaker Cannons with the Instinto augment. The skill order builds toward Overdrive uptime, critical-hit-triggered action-skill duration, damage, and shield-based survivability before adding further damage and Overdrive scaling.

In combat, activate Peacebreaker Cannons when a fight warrants it, aim for heads or other weak points to trigger Juerga, and use the action skill again when it comes off cooldown if the encounter lasts long enough. These are the guide’s recommended habits, rather than tested performance guarantees.

The guide recommends keeping UVHM at tier 1 as a comparatively manageable way to earn XP and loot, and names drill sites and Vile Bounties as possible XP activities. Those are guide recommendations; confirm current mode behavior and progression in-game.
Weapons and gear while leveling
Levels 1–30
- Use a current-level Jakobs shotgun if you want burst damage and quick critical hits; keep a fast rifle or SMG as a backup.
- Firewerks is one optional early shield suggestion. Any appropriately leveled shield is a reasonable substitute.
- Replace guns as Rafa levels. The route does not require a particular weapon drop.
Levels 31–60
The guide’s suggested gear includes Wombo Combo or other high-level Jakobs weapons, a Penetrator knife for critical chance, a Triple Bypass repkit, a Watts 4 Dinner shield with Amp, and a Dancer class mod. Dancer supports the guide’s Overdrive plan; the other choices remain subject to what you find and how your weapon setup works. Do not hold up leveling for a specific drop.

Patch context: Rafa has changed
Official Borderlands Support notes dated April 30, 2026 report that Dancer’s Overdrive bonuses increased by 50%. They also say Awe lasts longer when augmented by a class mod, Errant Spark triggers while firing missiles, Buster is less likely to consume APOPHIS Lance charges, Filántropo has a shorter cooldown, and Esgrimidor has increased critical-hit chance. These changes matter most when adapting Overdrive, missile-triggered effects, or class-mod interactions. Read the Version 1.6 notes.
Earlier, the official March 26, 2026 Story Pack 1 notes said Peacebreaker Cannons fire faster when Rafa has points in Deft Hands, Parting Gift marks enemies only during the Action Skill as intended, and Blowout correctly creates Corrosive projectiles on critical hits against target dummies. This Peacebreaker route is a practical gun-focused leveling option, but Rafa supports other directions. A separate build overview describes a People Person shock-sniper setup centered on APOPHIS Lance, a shield-oriented Remote Agent gunner, and a melee-focused This Year’s Gimmick route using Arc-Knives. - Choose the sniper direction if you prefer ranged precision.
- Consider Remote Agent if a shield-oriented gunner suits your play better.
- Try the Arc-Knives direction for close-range challenge play rather than a simple leveling default.
For the recommended progression, Peacebreaker Cannons and Instinto provide the clearest route through the cited level 1–60 guide. The right alternative still depends on your preferred range, how much build management you enjoy, and the content you want to tackle.
