Historical copies of the file were loaded by BaiduNetdisk.exe and BaiduNetdiskHost.exe from the Baidu Netdisk application directory, commonly under:

That makes this an app-repair problem in most cases. Do not download a replacement DLL from a random DLL website or copy one into C:WindowsSystem32.

What the bull140u.dll error means
You may see messages such as:
- “The program can’t start because bull140u.dll is missing from your computer.”
- “There was a problem starting bull140u.dll.”
- “The specified module could not be found.”
- “The code execution cannot proceed because bull140u.dll was not found.”
- “bull140u.dll is either not designed to run on Windows or it contains an error.”
These are Windows loader messages. They do not mean that Windows owns the file.

The message can indicate several different problems:
- Baidu Netdisk was incompletely installed or updated.
- Defender or another antivirus product quarantined the file.
- The DLL was damaged or replaced with the wrong build.
- A dependency used by the DLL is missing.
- A 32-bit and 64-bit component was mixed.
- The file is being loaded by an unrelated or suspicious executable.
A “specified module could not be found” message can even mean that bull140u.dll exists but one of its dependencies does not.
Fix 1: Repair Baidu Netdisk
Time needed: 3–5 minutes
Start with Windows’ built-in application repair option. This restores application files without requiring you to hunt for individual DLLs.
Windows 11
- Open Start > Settings.
- Select Apps > Installed apps.
- Find Baidu Netdisk.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Restart Baidu Netdisk and test it.
Windows 10
- Open Start > Settings.
- Select Apps > Apps & features.
- Select Baidu Netdisk.
- Choose Advanced options.
- Select Repair.
- Start Baidu Netdisk again.

If the Repair button is unavailable or the error returns, do not manually replace the DLL. Continue with a clean reinstall.
Fix 2: Reinstall Baidu Netdisk from Baidu
Time needed: 10–15 minutes
A reinstall is the definitive fix when the application directory is incomplete or contains mismatched files.
- Close Baidu Netdisk completely.
- Check the notification area near the clock and exit it there if it is still running.
- Open Start > Settings > Apps.
- Uninstall Baidu Netdisk.
- Restart Windows.
- Download the current Windows client from Baidu’s official Baidu Netdisk download page.
- Install it normally.
- Start the program and sign in if required.
Use Baidu’s official download page rather than a third-party software mirror. Current installer names and application versions can change, so match the version offered on Baidu’s page rather than relying on an old filename.
If you need to preserve locally cached files, review the uninstaller’s choices carefully before confirming removal. The missing DLL itself should still be restored by reinstalling the client, not by copying a loose file into a Windows folder.

Fix 3: Check Windows Security Protection history
Time needed: 5 minutes
Antivirus quarantine is a common reason an application DLL suddenly disappears after an update or first launch.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
bull140u.dllor Baidu Netdisk. - Check the detected file path and action.
Do not immediately select Allow on device. First confirm that the file came from the official Baidu Netdisk installation directory and that Baidu Netdisk itself was installed from Baidu.
Microsoft warns that restoring a quarantined item can expose the device. Its instructions for reviewing these events are available in Protection history in Windows Security.
The safer sequence is usually:
- Remove the damaged or quarantined application installation.
- Restart Windows.
- Download Baidu Netdisk again from Baidu.
- Let Windows Security scan the fresh installation.
If the file is located in a temporary folder, a random download directory, or an unrelated program directory, do not restore it. Run a full scan instead.
Fix 4: Check architecture and missing dependencies
Time needed: 10–20 minutes
Public metadata for one bull140u.dll build identifies it as 32-bit, but that does not prove every Baidu Netdisk release uses the same build. A 32-bit application needs 32-bit dependencies even when Windows itself is 64-bit.
Do not place a 64-bit DLL beside a 32-bit Baidu client, or vice versa. Reinstalling the application normally provides the correct matching file.

If the complete error names one of those files in addition to bull140u.dll, repair or install the matching Microsoft Visual C++ Redistributable:

Choose x86 for a 32-bit application and x64 for a 64-bit application. Installing the Visual C++ package is not the primary fix for a standalone bull140u.dll error.
If reinstalling Baidu Netdisk and the matching runtime does not help, identify the executable reporting the error. A message from BaiduNetdiskHost.exe points back to Baidu Netdisk. A message from an unrelated executable requires a malware and provenance check.
Fix 5: Scan for an impostor or malicious copy
Time needed: 10–30 minutes
The filename alone does not prove that a DLL is legitimate. Check its location before trusting it.
A normal Baidu-related copy should be alongside Baidu Netdisk files, not in:
C:WindowsSystem32C:WindowsSysWOW64- A browser download folder
- A random temporary directory
- An unrelated game or driver folder
If the file is outside the Baidu directory, or an unrelated program is loading it, do not copy or register it. Open:
- Windows Security
- Virus & threat protection
- Scan options
- Select Microsoft Defender Offline scan
- Choose Scan now
The computer will restart during an Offline scan. Save work first. Microsoft explains the process in its guide to Microsoft Defender Offline.
Fix 6: Repair Windows components only for broader failures
Time needed: 15–30 minutes
bull140u.dll is not a protected Windows component, so System File Checker will not normally recreate it. Use DISM and SFC when other Windows features are also failing, system files are damaged, or Windows reports component corruption.
- Open Start.
- Type Command Prompt.
- Right-click it and select Run as administrator.
- Run this command:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Restart Windows and test Baidu Netdisk.

Repeatedly running SFC and DISM without knowing what changed can make troubleshooting slow and inconclusive. It is optional, and reinstalling Baidu Netdisk remains the definitive fix when this specific app DLL is missing.
Fix 7: Do not reinstall drivers unless the evidence points there
Time needed: 5–20 minutes
There is no credible evidence that bull140u.dll is a graphics driver, DirectX component, Windows feature, or .NET file. A GPU, chipset, audio, or network driver reinstall is not a first-line fix.
Use Device Manager only if another error identifies a hardware device:

- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
If Windows shows a warning icon or the complete error names a driver, Outbyte Driver Updater can scan for outdated drivers and identify what needs attention; driver installation is handled by the full version. It is optional, and it will not replace a missing Baidu Netdisk DLL.
Do not reinstall DirectX, enable random Windows Features, or install .NET solely because bull140u.dll is missing. Use those components only when the complete error names them.
Why regsvr32 does not normally apply
regsvr32 registers DLLs that expose the appropriate COM registration entry point. bull140u.dll is not established as a self-registering COM component.
Do not run:
regsvr32 bull140u.dll
It will not repair a missing dependency, restore a deleted file, or rebuild Baidu Netdisk. Historical process evidence shows Bull140U.dll being loaded by BaiduNetdiskHost.exe, while a separate shell-extension DLL was registered with regsvr32. Those are different roles.

Do not copy bull140u.dll into System32 or SysWOW64. Application-private DLLs normally belong beside the executable that loads them. Windows’ documented DLL search order and DLL security guidance explain why global replacements can cause version conflicts and unsafe DLL loading.
Downloading an isolated DLL from a random website adds three risks:
- The file may contain malware.
- It may be the wrong architecture or version.
- It may hide the real problem, such as a broken Baidu installation or missing runtime.
Only use an exact copy supplied by a trusted Baidu installer for the same application build, and normally let the installer place it automatically.

Fix 8: Use System Restore as a last resort
Time needed: 15–30 minutes
Use System Restore only if the error began after a known installation, update, or system change and a suitable restore point exists.

- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point from before the problem began.
- Select Scan for affected programs.
- Review the changes.
- Confirm the restore if the result is acceptable.
Microsoft’s System Restore guidance explains what it changes. It does not replace a properly installed current Baidu client, so reinstalling Baidu remains preferable when the failure is isolated to that application.

FAQ
Is bull140u.dll part of Windows?
No. It is associated with Baidu Netdisk and has been observed in the application’s user-profile directory. A description such as “Windows general-purpose library” does not mean that Microsoft ships the file with Windows.
Which program needs bull140u.dll?
The strongest evidence points to Baidu Netdisk, especially BaiduNetdisk.exe and BaiduNetdiskHost.exe. If another program reports the error, verify its executable path before trusting the DLL.
Should I put bull140u.dll in System32?
No. Keep the file with the Baidu application that needs it. Copying it into a system directory can create conflicts and unsafe search-path behavior.

Do I need to register bull140u.dll?
Normally no. regsvr32 is for DLLs designed for COM registration, and there is no reliable evidence that this file is one of them.
Will installing Visual C++ fix it?
Only if the error also identifies a missing Microsoft runtime dependency. Visual C++ Redistributable does not replace bull140u.dll.
