Yes. In Clash of Clans, a Co-leader can start a regular Clan War: open the Clan War screen and tap Start War. The clan needs at least five members, and the Co-leader starting the search chooses the participants. The available official sources cover Clash of Clans; they do not establish a separate game called “Clash of Clans 2.”
Who can start a Clan War?
Supercell says Leaders and Co-leaders can start a Clan War and decide who participates. Members and Elders do not have that permission, according to the role descriptions. See Supercell’s Clan Roles guide.

How to start one
- Open the Clan War screen.
- Tap Start War.
- Select the lineup of participants and begin opponent search.
The clan must have at least five members. Starting the search does not mean the battle begins immediately: the game looks for a suitable opponent first. Supercell says the search may take several minutes, and you can return to your village while it continues without interrupting it. The steps and minimum are described in Supercell’s Starting a Clan War guide.
Can a Co-leader select someone who is marked unavailable?
Yes. A player’s war preference setting is not a veto; a Leader or Co-leader can still select that player for the lineup. A player who joins after the war has started, or who is not included in the lineup, can only spectate that war. Details are in Supercell’s participation guide.

When can’t the clan start a regular war?
A clan participating in Clan War Leagues cannot start a regular Clan War or a Friendly War until the league event ends. Supercell says a clan can participate in only one of Clan War Leagues, regular Clan Wars, or Friendly War at a time. See the Clan War Leagues guide.
What to check if Start War does not work
- Confirm the clan has at least five members.
- Check whether the clan is currently in Clan War Leagues.
- If the game says Clan Wars are still loading, check that your network connection is reliable and try again later if the loading issue continues.
If opponent search has continued for more than 24 hours, Supercell advises canceling and trying again with a modified lineup. This guidance appears in its war-starting support article.
