You choose which one; you do not have to use the abilities in printed order. This limit applies separately to each planeswalker you control, and a card effect can explicitly allow additional activations.
What counts as a planeswalker ability?
Loyalty abilities are activated abilities with loyalty symbols in their costs, such as adding or removing loyalty counters. The one-per-turn limit applies to these abilities—not to every piece of text on a planeswalker card. Static abilities and triggered abilities function according to their own text, whether or not you have activated a loyalty ability.
For example, a triggered ability can still trigger after you use a loyalty ability. It is not a second loyalty activation.
How many loyalty abilities can you activate?
- One planeswalker: Normally, you may activate one of its loyalty abilities during a turn, even if it has several abilities printed on it or has gained another loyalty ability.
- Multiple planeswalkers: The limit is tracked for each planeswalker. You can normally activate one loyalty ability from each of your planeswalkers in the same turn.
Gaining an additional loyalty ability gives you another option to choose from; by itself, it does not let you activate more than one loyalty ability on that planeswalker. Wizards states the limit this way in its Reality Fracture release notes: “Only one loyalty ability of each planeswalker may be activated per turn, no matter how many it has gained.”

Can you choose which ability to use?
Yes. There is no required sequence such as activating a plus ability before a minus ability. Choose any loyalty ability whose cost you can pay, then follow its instructions. A minus cost requires you to remove that many loyalty counters; if you cannot pay the cost, you cannot activate that ability.
When can you activate a loyalty ability?
Under the ordinary rule, you may activate a planeswalker’s loyalty ability during your main phase, when you have priority and the stack is empty. “Sorcery timing” is a common shorthand, but the full condition includes priority and an empty stack. Wizards’ Foundations mechanics explainer also describes loyalty abilities as limited to one on each of your turns.

What happens when a planeswalker reaches zero loyalty?
If a planeswalker has zero loyalty counters, it is put into its owner’s graveyard. This matters when choosing a minus ability: paying its cost can leave it with zero loyalty. The cost must be paid as part of activating the ability; the ability then goes on the stack and resolves normally. Wizards discusses loyalty payments and planeswalker abilities in its Core Set 2020 release notes.
When can a planeswalker use more than one loyalty ability?
Only when an effect specifically permits additional activations. Follow that effect’s conditions and cap; simply adding more loyalty abilities does not create an exception.

Kaito example
Wizards’ September 18, 2026 Reality Fracture release notes describe a Kaito-specific exception: after the specified triggered ability returns a creature to its owner’s hand, Kaito’s controller may activate Kaito loyalty abilities twice that turn instead of once. If the trigger happens multiple times, the limit is still two activations that turn, not two extra activations for each trigger.
