No. A Minecraft purchase from Google Play gives you the Android version, not a Windows PC license. To play on Windows, you need a PC entitlement for Minecraft: Java & Bedrock Edition. The two purchases are separate; signing in with the same Microsoft account does not convert the Android purchase into the PC edition.
What your Google Play purchase includes
Google Play sells the Android edition of Minecraft. Minecraft’s edition guide lists Android under Google Play, while Windows PC editions are offered separately. Minecraft’s EULA also says purchases made through platforms such as Google Play are governed by that platform’s terms.

Using a Microsoft account for features such as cross-platform play or Realms does not mean the mobile purchase transfers to Windows. The available official purchase information does not establish a Google Play-to-PC license transfer.
What to get for Windows PC
The PC product is Minecraft: Java & Bedrock Edition for PC. It includes both editions for Windows, so you can choose the one that fits how you want to play. Check which edition your friends use before joining them: Java and Bedrock have separate multiplayer ecosystems and players on the two editions cannot directly play together.

To install a PC copy, use the Minecraft Launcher:
- Obtain the PC edition through a PC-supported purchase or entitlement.
- Download the Minecraft Launcher from Minecraft.net or Microsoft Store.
- Open the Launcher and sign in with the Microsoft account associated with the PC purchase.
- Choose the game from your library and install it.
The PC store’s product page describes this purchase-and-install flow. Its guidance about using the same account to reinstall on another computer concerns an existing PC purchase; it does not make a Google Play purchase a PC license.

Minecraft’s Java or Bedrock guide explains the edition differences. Since the Windows bundle includes both, you can select the appropriate edition on PC, but that does not change what your Android purchase covers.

If you already paid for Minecraft on Google Play
If your question is about a refund or purchase problem, check Google Play’s purchase support for the transaction. Refund eligibility depends on the transaction and platform; the official Minecraft pages cited here do not establish whether a particular Google Play purchase qualifies.
