Shiny Inkay is available in Pokémon GO: it debuted during the Inkay Limited Research event on September 3, 2022. That confirms the variant exists, but does not mean Inkay is encounterable at all times; current opportunities depend on the game’s event availability.
When did Shiny Inkay debut?
Inkay and its evolution, Malamar, first appeared in Pokémon GO during the Psychic Spectacular in September 2021, but Inkay’s shiny variant arrived later. Niantic announced its first possible Shiny Inkay encounters for the Inkay Limited Research event on September 3, 2022, scheduled from 11:00 a.m. to 2:00 p.m. local time. The announcement described the chance as increased during that event but did not publish a numeric shiny rate.

Shiny availability and current encounter availability are separate. Niantic says that not every Pokémon has a shiny variant available and directs players to official event updates for details about which shiny Pokémon can be encountered and when. The official sources cited here confirm Shiny Inkay’s release, but do not establish a current encounter source. Check Pokémon GO’s latest official event updates before planning a hunt; do not assume Inkay is currently spawning or available through a particular raid or research task.

Not in the cited official announcement. It said the chance of encountering Shiny Inkay was increased during the September 3, 2022 event, but gave no number. That event-specific wording is not a published rate for other periods or encounter sources.
