Yes—but the commander is the double-faced card Esika, God of the Tree // The Prismatic Bridge, not The Prismatic Bridge as a separate card. Esika is a legendary creature on the front face, which makes the card eligible to be chosen as your commander. The card begins in the command zone represented by its front face.
Why the card qualifies as a commander
Commander’s usual eligibility rule lets you choose a legendary creature or artifact as your commander. Esika, God of the Tree is a legendary creature, so the double-faced card qualifies through its front face. The back face, The Prismatic Bridge, is a legendary enchantment; it does not need to be a creature for the card to be eligible.
Wizards explains the general rule on its Commander format page. The Commander 2019 release notes clarify that a legendary noncreature card ordinarily cannot be selected unless its text specifically allows it to be a commander. That exception is not needed here: Esika’s front face is already a legendary creature.
Esika and The Prismatic Bridge are two faces of one card
Wizards’ Kaldheim release notes identify Esika, God of the Tree and The Prismatic Bridge as the front and back faces of the same double-faced card. You do not choose The Prismatic Bridge as a separate card for the command zone.

Which face is used in the command zone?
The card is represented by its front face while it is in the command zone. Wizards’ double-faced-card rules explanation says the front face is the default and that only front-face characteristics count outside the battlefield. Once the card is on the battlefield, the face showing determines the permanent’s characteristics.
That distinction is why the back face’s enchantment type does not prevent the card from being a commander. Its eligibility is determined by the legendary creature on the front.

What is its Commander color identity?
The card’s color identity is five colors. Commander color identity for a double-faced card uses mana symbols from both faces, as described in Wizards’ Modern Horizons 3 release notes. Esika’s green symbols and The Prismatic Bridge’s white, blue, black, red, and green symbols make the combined identity five-color.

At the beginning of your upkeep, The Prismatic Bridge reveals cards from your library until it finds a creature or planeswalker card, then puts that card onto the battlefield and puts the rest on the bottom in random order. The Kaldheim release notes address two edge cases: if there is no creature or planeswalker card in your library, reveal the entire library, randomize it, and continue playing; if the qualifying card revealed is a double-faced card with a creature or planeswalker front face, it enters front-face up.
