Yes—in Pokémon GO, you can use Rare Candy to help evolve Riolu, but Rare Candy does not evolve it by itself. First convert Rare Candy into Candy for Riolu’s evolutionary family, then use the Evolve action when Riolu has enough Candy.
What Rare Candy does for Riolu
When you give Rare Candy to a Pokémon in Pokémon GO, it converts into Candy for that Pokémon’s family. So giving it to Riolu adds Riolu-family Candy to your balance; it does not trigger evolution. Niantic describes Rare Candy as converting into a specific Pokémon’s Candy when given to that Pokémon.

If you need more Candy, use Rare Candy on Riolu to convert it into Candy for Riolu’s family.

Once Riolu has enough Candy, tap Evolve to evolve it into Lucario. Niantic’s evolution instructions explain that you select a Pokémon and tap Evolve on its summary.
Pokémon GO Hub lists the Riolu-to-Lucario evolution cost as 50 Candy, but check Riolu’s in-game summary for the requirement shown on your account. Pokémon GO Hub’s Riolu entry gives the listed cost; Niantic’s instructions direct players to the in-game summary for the amount.

Rare Candy and Rare Candy XL are different
Regular Rare Candy converts into regular Candy, which is the resource relevant to evolution. Rare Candy XL converts into Candy XL; Niantic describes Candy XL as a resource for powering up Pokémon at higher CP, not as a replacement for the regular Candy requirement to evolve. No physical item or paid ticket is required for Riolu’s evolution. The steps are to meet the Candy requirement and use Evolve in the game. If you would rather build Candy through play, Niantic lists catching, hatching, and transferring Pokémon among the ways to obtain Candy in its item reference.
