No—the visible Power Moon counter in Super Mario Odyssey stops at 999, so it will not display 1,000. You can keep buying Power Moons from Crazy Cap after reaching that limit, but those purchases do not increase the displayed total.
Why the game has 836, 880 and 999 as Moon counts
These numbers refer to different things, not conflicting totals:

In short, 836 is the number of unique list entries, 880 is their total Moon value with Multi Moons counted fully, and 999 is the display ceiling after adding purchasable moons.
How players reach 999
After collecting the 880 gameplay moons, players can buy additional Power Moons at Crazy Cap. Nintendo’s official Explore page lists Power Moons among the shop’s items, and a GameFAQs walkthrough describes using those purchases to bring the counter to 999. The counter stops there; later purchases do not make it show 1,000.

Nintendo describes the travel mechanic this way: “The Odyssey requires a steady supply of Power Moons to travel.” The shop’s role is to provide additional moons, not to raise the counter beyond its limit.

No. Balloon World is a separate postgame activity: Nintendo UK says it unlocks after you clear the game and speak with Luigi in each kingdom. Its unlock is not identified as a requirement for reaching 999.
