Yes. Bulbasaur, Charmander, and Squirtle can each be shiny in Pokémon FireRed. You cannot tell from the starter-selection preview: take the Pokémon, then check its summary or see it in battle. If it is not shiny, reset and try again.
How to hunt for a shiny starter
- Choose your starter. Pick Bulbasaur, Charmander, or Squirtle; the cited evidence does not establish different shiny odds for the three.
- Save before taking the Poké Ball. This gives you a repeatable point from which to try again.
- Take the starter and check it. Continue until you can inspect its summary or see it in battle. Look for its alternate coloration and the shiny indicator or sparkle. The selection preview does not reveal its shiny status; this checking method is described in a Serebii community FAQ, rather than official game documentation.
- Reset if it is not shiny. Return to your save and repeat the process. A reset gives you another attempt, not a guarantee.

What are the shiny odds?
The Generation III base chance is 1 in 8,192 for each generated Pokémon, according to Bulbapedia’s shiny mechanics reference; the page’s publication year is not stated. The calculation is 8 out of 65,536 possible outcomes. Bulbapedia’s shiny Pokémon reference explains the Generation III mechanic: a Pokémon’s trainer ID values and personality value must meet the shiny threshold.
That is a per-attempt chance, not a schedule: 8,192 resets do not guarantee a shiny, and resets do not build a pity counter. The hunt could end quickly or take much longer; there is no fixed number of resets or time to promise.

Does one starter make the hunt easier?
No difference in shiny odds among Bulbasaur, Charmander, and Squirtle is established by the cited evidence. Choose the starter you want to play with, then use the reset controls for your version.
