Rockstar’s guidance explains its mod policies, not a console mod installer. PC mod downloads, mod managers, USB files, and “mod menu” offers are not Series S installation instructions.
Why PC mod tutorials don’t work as Xbox instructions
GTA V on Series S is the Xbox Series X|S edition. The Xbox Store listing describes Story Mode, GTA Online, and official game content; it does not provide a way to import third-party modifications. A tutorial for a PC version or a PC mod manager does not establish compatibility with the Xbox console edition.
Rockstar’s [mod-policy support page] links to its Terms of Service, Creator Platform License Agreement, and Mod Guidelines. The page, updated September 15, 2026, is guidance about policy—not a guide to installing mods on Series S.
Be cautious of Xbox mod-menu or USB claims
Rockstar’s [Terms of Service] prohibit using cheats, hacks, scripts, mod menus, and unauthorized mods when they breach the agreement or interfere with Rockstar services. That language does not establish a specific penalty for every device or claim, but it does mean an unofficial menu should not be treated as an approved workaround.

What you can customize officially on Series S
Use the options built into the game and its official updates. The [Xbox Store listing for GTA V on Xbox Series X|S] describes official GTA Online content and vehicle upgrades, including Hao’s Special Works upgrades for Series X|S. These are released in-game features, not user-installed mods.
Xbox console online multiplayer requires Game Pass Essential, Premium, or Ultimate, sold separately, according to the store listing. That subscription requirement is for online play; it does not unlock mods.
