How the level cap changed
The cap was raised in stages. Ubisoft’s November 14, 2018, version 1.0.7 notes increased it from 50 to 70. Ubisoft later announced a further increase, and the 1.1.4 notes recorded 99 as the maximum.

The overflow rule was specific to the 2018 increase. It is not a method for bypassing today’s documented level-99 cap.
Do Mastery Levels count as player levels?
No. Mastery Levels are a separate progression system. Once the Mastery menu is available at level 50, players can spend Ability Points on bonuses to Hunter, Warrior, and Assassin statistics. Ubisoft’s introduction describes 72 Mastery choices, each upgradeable 20 times, with each upgrade costing one Ability Point.

Those upgrades improve character statistics; they do not extend standard player levels beyond 99. A character can therefore continue developing through Mastery after reaching the standard cap without becoming level 100.
Does New Game+ raise the cap?
Ubisoft describes New Game+ as a way to replay the story while carrying eligible progress, including gear, upgrades, abilities, drachmae, and mounts. The February 2019 announcement says players must complete the main Story Arc before starting New Game+. It does not say New Game+ raises the level cap above 99.

What to make of level-100 claims
The official answer is about standard, documented progression: the maximum is 99. Ubisoft’s cited cap information does not validate reports of a level-100 display, an exploit, or an altered save. Treat those as distinct claims rather than evidence that ordinary leveling reaches 100.
