No: in standard, unmodded Civilization VI, there is no direct action for giving one of your units to another civilization or a city-state. The game’s diplomacy options include gifts of items available in negotiations, but the cited documentation does not identify map units as giftable. Community reports corroborate that unit transfer is not part of the standard game.
Why “Give Gift” does not mean gifting a unit
Civilopedia describes a diplomacy-table option to give an item without asking for something in return. That is not the same as selecting a unit on the map and transferring it to another player. The Civilopedia’s diplomacy description and the Civilization VI 25th Anniversary Online Manual describe diplomacy and negotiation options, but do not list map units as transferable gifts.
The manual discusses trading strategic and luxury resources, and says peace negotiations can involve gold, treaties, cities, and/or resources. Those are diplomacy options governed by their own rules; none is a direct substitute for handing over a military unit.
What you can do instead
Levy a city-state’s military
If you are a city-state’s suzerain, you can levy its military and command those forces. This is a way to use the city-state’s units, not a way to transfer one of your own units to the city-state or change ownership of your unit. The option is described in the official manual’s diplomacy and city-state guidance.

Use diplomacy for resources or peace terms
Where the relevant negotiation allows it, you can offer strategic or luxury resources, or negotiate peace terms involving assets such as gold, treaties, cities, or resources. These options can support another civilization diplomatically or economically, but they do not put one of your units under its control.
Can a mod add unit gifting?
Yes, at least one Steam Workshop listing, “Gift It To Me”, advertises unit gifting to human players, AI civilizations, and city-states. That is mod-added behavior, not a standard Civ VI feature. Check the listing for compatibility with your game version and platform before relying on it; the listing alone does not establish that it works in every setup.

Do not follow Civ V unit-gifting instructions
Older Civilization V discussions describe a “Gift Unit” action that is not available as a standard unit-transfer action in Civ VI. If a guide tells you to move a unit into another polity’s territory and choose “Gift Unit,” it is describing the earlier game, not the standard Civ VI rules.

The official manual documents diplomacy trades and city-state military levies but does not explicitly declare that unit gifting is impossible. The conclusion that standard Civ VI has no direct unit-gifting option is supported by those documented options together with community reports that the mechanic is absent. The CivVI discussion is community corroboration, not an official developer statement.
