In the United States, owning a PSP game does not automatically make it legal to download a ROM or ISO from an unrelated website. A redownload delivered through the account or service that authorized a digital purchase is a different case. Making your own copy of software you lawfully possess may be covered by a narrow copyright exception, but Section 117 is not a blanket “download anything you own” rule.
The answer also depends on your country, how you acquired the game, who supplied the file, whether copy protection was bypassed, and the license terms that apply. The guide below is general information for U.S. readers, not a legal determination about any individual setup.

The three situations people call “downloading a game I own”
Those words can describe legally different actions. Identify which one you actually mean before relying on the word backup.
1. Redownloading an authorized digital purchase
If you bought a PSP title through an authorized PlayStation account or store, downloading it again through that same service is the clearest path. Sony’s PSP documentation describes using a PlayStation Network account to download products offered through PlayStation Store. It identifies Memory Stick media and system storage as possible destinations.

That documentation does not establish that every historic PSP game is still sold, or that every account can redownload every past purchase. Store catalogs, account entitlements, regional availability and device support can change. Check the current official account or store interface for the exact title and region. If the official service does not offer the entitlement, an unofficial file is not automatically equivalent.
2. Making a copy from software you lawfully possess
U.S. Copyright Act §117 permits the owner of a copy of a computer program to make, or authorize the making of, another copy in limited circumstances. One is a copy that is an essential step in using the program with a machine. Another is a copy made solely for archival purposes.
The archival rule has conditions. When continued possession of the program is no longer rightful, the archival copy must be destroyed. Section 117 also limits transfer: an eligible copy made under the section may be transferred only with the original copy and all rights in the program. The statute does not expressly create a general right to obtain a ready-made game image from an unrelated website.

A ROM, ISO or compressed PSP game image supplied by a third party is a separate analysis. Your UMD ownership does not turn that website’s copy into an authorized Sony download. You must consider both copyright rules governing reproduction and the Digital Millennium Copyright Act rules governing circumvention of technological access controls.
Why owning the UMD is not a universal download license
Copyright ownership and possession of a physical disc are not the same as ownership of every digital copy. A UMD gives you the rights associated with that copy and the applicable license; it does not, by itself, identify who may distribute an image hosted elsewhere.

For a third-party download, ask:
- Who created and supplied the file?
- Did the publisher or an authorized account service approve that download?
- Is the copy one you made or authorized under a specific statutory condition, such as an essential-use or archival copy?
- Did obtaining or decrypting it require bypassing an access control?
- What do the platform terms and the game’s license permit?
- Which country’s law applies to the copying, the server and your use?
Calling a file a “backup” does not answer those questions. A personal backup you make from your own lawful copy and a file distributed to thousands of users may be treated differently, even when the files are technically identical.
What §117 actually allows in the United States
Essential-step copies
Section 117 recognizes a copy that is an essential step in using a computer program with a machine. The provision is tied to lawful ownership of a copy and to the act of using the program. It is not a broad permission to download a convenient copy from any source.

The statute does not provide a checklist that declares every PSP backup method lawful.
Archival copies
An archival copy must be made solely for archival purposes. It cannot become a general-purpose distribution copy, and the copy must be destroyed if your continued possession of the program is no longer rightful.
For example, retaining an archival image while you lawfully retain the game is not the same legal question as uploading that image, trading it, or downloading someone else’s image because it is easier than making your own. The more an activity looks like distribution or acquisition from an unauthorized source, the less it resembles the narrow statutory scenario.

Transfer restrictions
Section 117 restricts transfer of copies made under the provision. An eligible exact copy can be transferred only with the original copy and all rights in the program. Selling or giving away a backup while keeping the original does not fit that condition.
Copy protection and the DMCA are a separate issue
Even if you believe a copy might qualify under copyright law, bypassing a technological measure can raise a separate anti-circumvention problem. The DMCA generally prohibits circumventing access controls and trafficking in tools or services primarily intended to do so, subject to specific statutory and regulatory exceptions.
What the current video-game exemptions cover
The current U.S. regulation at 37 C.F.R. §201.40 lists narrow video-game exemptions. They include defined circumstances such as certain games whose external server authentication has ended, for specified local-play purposes, and preservation activities by eligible libraries, archives and museums.
These exemptions are purpose-specific. They are not a general personal exemption allowing anyone to download an unauthorized PSP image merely because they own a UMD. An exemption that applies to an eligible museum’s preservation work does not automatically apply to a private individual’s download.
Why “I only bypassed it once” is not a complete answer
Questions about circumvention and questions about the resulting copy are related but distinct. A person could have an argument about a personal copy yet still face a separate issue because of how an encryption, authentication or other access control was bypassed. Conversely, a file that was not protected by an access control can still raise ordinary copyright and license questions.

What Sony’s platform terms add
Sony’s U.S. PlayStation terms describe content as licensed for limited personal, private, non-transferable and non-commercial use. They prohibit reproduction or transfer except where the agreement or an express Sony permission allows it. The terms also prohibit bypassing or circumventing encryption, security, digital-rights-management or authentication mechanisms.
Those are contractual platform conditions, not a replacement for copyright law. A statutory exception and a contract term can raise different questions, and the enforceability of a term can depend on the circumstances and applicable law. Practically, however, a user should not assume that an action permitted by a narrow copyright provision is also permitted by the platform agreement.
How to check the official redownload route
- Sign in to the account originally used for the purchase. A different account may not show the entitlement.
- Check the official PlayStation account or store history for the exact title. Verify the region, edition and platform listing rather than relying on an old receipt alone.
- Confirm that the title is currently downloadable. Legacy PSP listings and redownload rights are not guaranteed by the existence of an old purchase.
- Prepare compatible storage. Sony’s PSP instructions describe Memory Stick media and system storage as destinations. If using a Memory Stick, insert it before selecting that destination.
- Use only the account’s official download controls. Do not substitute a file-hosting link, torrent or third-party archive if the official route fails.
- Keep your purchase and account records. They can help with account recovery or support, but they do not convert an unofficial file into an authorized download.
A PSP-compatible Memory Stick or Memory Stick PRO Duo adapter may be useful, depending on your PSP model and setup. Storage hardware changes where data is kept; it does not change whether the game file was authorized.
How the common options compare

PSP emulators do not settle the legality of the game file
Emulator software and copyrighted game files are separate things. PPSSPP’s documentation explains that PSP games were distributed on UMD or through PlayStation Store and shows how users select a game file they supply. It also distinguishes free demos and homebrew from commercial copyrighted games.
That distinction matters: an emulator can be lawful software while a particular game image was obtained or distributed without authorization. Using an emulator does not create a special license to download commercial PSP titles. The source and legal status of the file still matter.

Practical decision tree for a game you already own
If you originally bought a digital copy
Start with the original account and the official store or download history. If the service offers the title for your account and region, use that route. If it does not, treat the absence as an availability problem, not permission to obtain a third-party image.
If you own a UMD and want a portable backup
Research the exact copying method and the law where you live. In the United States, §117’s essential-use and archival language is narrow, and any circumvention issue must be considered separately. Do not upload, trade or redistribute the resulting image.
If a friend sends you an ISO
Ask where it came from and whether the friend was authorized to distribute it. Your possession of the same game does not make another person’s distribution authorized. Declining the file and making your own lawful copy, if permitted under applicable law, are different choices.
If a download site claims “legal because you own the game”
That slogan is not a legal determination. A site may have no license from the copyright owner, and its terms may not match your country’s law. Ownership of a physical copy does not verify the site’s authority to reproduce or distribute the software.
Common mistakes and safer alternatives
- Mistake: treating ownership as a universal ROM license. Ownership establishes an important fact, but not an unrestricted right to obtain copies from any source.
- Mistake: assuming every backup is covered by §117. The section specifies essential-use and archival conditions and contains transfer limits.
- Mistake: ignoring circumvention. Copying and bypassing an access control are separate legal questions.
- Mistake: relying on an old PSP manual as proof of current service support. Manuals document the process and storage destinations; they do not guarantee that a title remains downloadable today.
- Mistake: believing a memory card or adapter cures an authorization problem. It only provides storage.
- Mistake: assuming U.S. rules apply worldwide. Copyright exceptions, anti-circumvention rules and contract law differ by country.
The lowest-risk choices are to use an authorized account download when available, keep physical media and use the PSP hardware that supports it, or obtain legal advice about a specific backup method before relying on it.
Country and time limits
This explanation is U.S.-focused because it relies on 17 U.S.C. §117, the U.S. anti-circumvention framework and 37 C.F.R. §201.40. Other countries may provide broader, narrower or differently worded private-copy exceptions. The country where you live, where the copy is made and where a service operates can all matter.
Platform terms, account recovery rules, store support and regulatory exemptions can change. Recheck the current terms and the official account interface before acting on a legacy purchase.

A PSP game you own can be redownloaded legally through an authorized account service when that service still provides the entitlement. A copy you make yourself may fall within a narrow U.S. copyright exception, but only if the facts satisfy the statutory conditions and no separate circumvention rule is violated. Downloading an ISO or ROM from an unrelated website is not automatically legal just because you own the UMD, and Sony’s terms separately restrict unauthorized copying, transfer and circumvention.
