You can move a Sim into a household already living in a home by merging the households. Use Manage Households to transfer Sims, or choose the merge option when moving onto an occupied lot. Evicting the residents is a separate choice; it removes them from that home rather than adding your Sim to their household.
How to join an existing household through Manage Households
- Open Manage Worlds or the neighborhood view, then select Manage Households.
- Select the household that contains the Sim you want to move.
- Choose Transfer Sims Between Households, shown as the two-arrow option.
- Select the household already living in the target home, then transfer the Sim or Sims into it.
An EA forum reply describes this route for PC; menu labels or navigation may differ on other platforms. If you create a new household instead of transferring Sims into the existing one, that household will not yet be placed in the world, so you must move it onto a lot afterward. EA forum guidance

How to move onto an occupied lot
During a household move, select the occupied lot. When the game offers the choice, select merge households if you want the current residents to stay and become part of your household. Select eviction only if you want the residents removed from the lot instead. The move flow can be started through Manage Worlds or a Sim’s phone, according to a 2019 guide; exact wording may have changed. Carl’s Sims 4 Guide: Moving

Can a Sim ask to move in?
A 2019 guide also describes using Ask to Move In while two Sims are interacting, and says married Sims automatically agree. Since this is older third-party guidance, check the current interaction menu and requirements in your game. Carl’s Sims 4 Guide: Moving

Does moving into an occupied home cost money?
Household membership and lot affordability are separate. Electronic Arts says its FreeRealEstate On cheat lets you move into any residential lot regardless of cost. It bypasses the lot price; it does not merge households for you. EA’s PC/Mac instructions say to open the cheat console with Ctrl + Shift + C; its FAQ lists different console controls for PlayStation and Xbox. The Sims 4 Cheats FAQ
