No—not on PlayStation Portal. It does not download PS5 games for local offline play. Portal streams games either from a paired PS5 through Remote Play or from PlayStation’s cloud service. Both modes need an internet connection; only Remote Play requires your PS5 to be on or in Rest Mode.
How PlayStation Portal works
PlayStation Portal Remote Player is a streaming device, not a standalone handheld that runs locally installed PS5 games. The distinction is whether the stream comes from your own console or from PlayStation’s cloud service.

Remote Play: stream from your PS5
Remote Play sends a game installed on your PS5 to Portal over Wi-Fi. Your PS5 must be paired with Portal, connected to broadband, and either powered on or in Rest Mode. The game runs on the console; having it downloaded to the PS5 does not install it on Portal. See PlayStation’s Portal product page and Portal system software information.

Portal Cloud Streaming can stream select eligible PS5 games without a powered-on PS5. It still requires broadband Wi-Fi and an active PlayStation Plus Premium membership. The available games depend on the title and supported region; PlayStation describes access to select games from the Plus Game Catalog and Classics Catalog, as well as select digital PS5 games from a player’s library. Can you download games to PlayStation Portal?
PlayStation’s Portal feature descriptions cover streaming, not downloading full PS5 games onto Portal for later offline play. A game downloaded on your PS5 remains a console installation: Remote Play streams it from that console rather than transferring it to Portal.
So if you will not have an internet connection, neither Portal mode provides offline PS5 gameplay. Cloud Streaming works while your PS5 is off, but that does not make the stream playable offline.

Internet speed guidance for Portal streaming
PlayStation publishes several connection figures for different purposes. They are official thresholds and recommendations, not guarantees of stream quality; actual performance depends on the connection and network environment.
- Portal product FAQ: PlayStation says at least 5 Mbps broadband Wi-Fi is needed “for use” and recommends at least 15 Mbps “for a better play experience.” These figures appear on its US Portal product page.
- Cloud Streaming session setup: PlayStation’s Cloud Streaming overview states a minimum of 5 Mbps upload and download to establish a streaming session.
- Cloud Streaming resolution guidance: PlayStation Support’s Canada support page specifies 7 Mbps for 720p and 13 Mbps for 1080p.
These numbers describe different published requirements and guidance; they should not be treated as one universal speed target or as proof that a connection will deliver a particular experience.

What to choose if you need to play without internet
Portal is not the right option for offline handheld play. Remote Play requires your paired PS5 and an internet connection; Cloud Streaming removes the need for an active PS5 but still streams over broadband. If offline access is essential, look for a handheld platform and games that support local installation and offline play—the Portal documentation does not establish that capability for PS5 games on Portal.
