No. Wizards of the Coast’s announced God Pack feature does not apply to every Magic booster box: it starts with Nauctis: The Sunken Realm, the first Magic Multiverse set of 2027. The published odds are per booster pack, not per box, and no particular box is guaranteed to contain one.
Which Magic booster boxes can contain a God Pack?
Wizards says God Packs will begin appearing with Nauctis: The Sunken Realm and continue in Magic Multiverse sets. Its announcement does not say older boxes or every Magic set can contain one. The Wizards Play Network’s retailer guidance likewise describes random God Pack inclusions in Booster Packs and Collector Boosters for Magic Multiverse sets beginning with Nauctis.
Universes Beyond sets are expected to receive the feature sometime in 2028. That is a planned rollout, not a claim that every Magic product already on sale is eligible. The announcements do not identify a specific retail listing.
Wizards has also used “God Pack” to describe a rare booster in which every nonbasic card is rare or mythic rare. Stories about earlier products exist, but the official information cited here does not establish a dependable list of older eligible sets or their odds. Those accounts are not a basis for assuming an older box can produce one.

Are God Packs guaranteed in a booster box?
No. Wizards gives a rate for individual packs and does not publish box-level odds or guarantee that a particular sealed box will contain a God Pack. A box of an eligible set simply gives you multiple packs in which the random inclusion may occur; it is not a promised box hit.

These are the rates Wizards announced, not box-level probabilities or a guarantee for a particular purchase. A Collector Booster has a different stated rate and contents from a regular Booster Pack; neither rate means an individual pack is due to contain a God Pack after other packs miss.

Wizards Play Network guidance says to stop and call a judge or tournament organizer if you open a God Pack during Limited play. The event organizer decides whether the pack remains in the event. This guidance concerns tournament handling, not ordinary sealed-box purchases.
