No. In Pokémon Scarlet, the player’s ride Pokémon is Koraidon; in Pokémon Violet, it is Miraidon. Cyclizar’s Pokédex lore says people have ridden it, but the games’ designated ride feature uses the version’s Legendary Pokémon.

Nintendo describes riding Koraidon or Miraidon to travel across Paldea, including by land, water, and air. Its feature announcement identifies Koraidon’s Sprinting Build and Miraidon’s Drive Mode as the rideable forms. Nintendo’s game overview and feature announcement describe the version-specific ride mechanic.

Why does Cyclizar seem like it should be rideable?
Cyclizar’s official Pokédex entry calls it the “Mount Pokémon” and says, “Apparently Cyclizar has been allowing people to ride on its back since ancient times.” It also says Cyclizar can sprint at over 70 mph while carrying a human. Those are fictional Pokédex descriptions of Cyclizar’s place in the Pokémon world, not evidence that the player can select it as a mount in these games. The Pokémon Company’s Cyclizar Pokédex entry gives that lore.
What the distinction means in play
The apparent contradiction is between Cyclizar’s in-universe rider lore and the specific gameplay feature in Scarlet and Violet. The official descriptions name Koraidon and Miraidon as the ride Pokémon, so Cyclizar is not the player’s mount option. Those descriptions do not explain why the game does not offer Cyclizar as a selectable ride, and there is no need to infer a reason from the Pokédex text.
