No—not through a Rockstar-documented PC method. Rockstar’s official offline Story Mode procedure still requires signing in to Rockstar Games Launcher and adding the launch argument -scofflineonly. You can start the game from Steam or Epic as the storefront interface, but that does not remove Rockstar’s launcher, account, or activation requirements.
What “without Rockstar Launcher” can mean
There are two different questions behind this search. If you mean starting GTA 5 without an internet connection, Rockstar documents a conditional offline route for Story Mode. If you mean playing on PC without Rockstar Games Launcher installed or involved in activation, Rockstar’s published instructions do not provide a supported way to do that.

Rockstar’s PC system requirements, last updated December 10, 2025, list Rockstar Games platform software among required installations. They also say internet access is required for activation, online play, and periodic entitlement verification.
How to play Story Mode offline
Rockstar’s official offline procedure requires an initial sign-in while connected. Follow these steps:

- Connect to the internet and sign in to Rockstar Games Launcher.
- In the launcher, open Settings, select Grand Theft Auto V, and add
-scofflineonlyunder Launch Arguments. - Open Games and select Play in Rockstar Games Launcher, or start the game through your preferred storefront launcher.
This is Rockstar’s documented offline Story Mode workflow, not a way to bypass the launcher. Although Rockstar says Story Mode generally does not require an internet connection, offline access is conditional: activation and entitlement checks must be satisfied, and connectivity may be needed for cloud-save synchronization or updates. Rockstar also notes that reconnecting may be necessary to play Online, sync saves, or ensure the game files are current.
Why the offline option does not work for GTA Online
-scofflineonly is specified for Story Mode, not GTA Online. Rockstar’s system requirements say internet access is required for online play. To use GTA Online, close the game, remove the launch argument, and relaunch while connected; Rockstar’s offline instructions also call out reconnecting to sync Cloud saves or update files.

What Steam and Epic change—and what they do not
Steam or Epic can be the storefront you use to initiate the game, but Rockstar does not describe either as a replacement for its launcher or account requirements. Its support article about installations from other storefronts says Rockstar Games Launcher detects those installs automatically. It also says only one copy of the game can run per Rockstar Games account at a time.
If you installed a copy through Steam or Epic and want to use the copy associated with Rockstar Games Launcher, Rockstar’s support instructions, last updated June 11, 2024, say to uninstall the other-launcher copy.

If offline launch fails
Offline mode is not guaranteed indefinitely. In its Error Code 133 guidance, updated September 24, 2026, Rockstar says offline verification may fail if the game is launched without internet or the Rockstar account has been offline for an extended period. Its recommended fix is to launch the title while connected. Cloud synchronization, online play, and game updates may also require reconnecting.
So if Story Mode will not start offline, connect to the internet, launch through Rockstar Games Launcher, and allow it to complete any sign-in, verification, sync, or update prompts before trying offline mode again.
