Yes, if you mean between eligible World of Warcraft accounts on the same Battle.net account. No, if you mean moving it to a separate Battle.net account: Blizzard says that transfer is not possible.
First, distinguish a WoW account from a Battle.net account
A Battle.net account can contain more than one WoW game account. Blizzard’s rules allow eligible characters to move to another WoW account, but not across Battle.net accounts. Check that both WoW accounts are under the same Battle.net account before buying a transfer. See Blizzard’s Character Transfer Information and Restrictions.
If the destination is a different Battle.net account, Blizzard does not offer a character transfer between those accounts. Moving the character to another realm on its existing WoW account is a separate option, but it does not change account ownership.
When a transfer to another WoW account is available
The paid Character Transfer service is purchased in the in-game shop. Blizzard’s support article does not list a current price, so check the amount displayed in the shop for your region before confirming.
