No. Bungie’s Battle.net-to-Steam migration period ended on December 1, 2020, and cannot be reopened. If you missed it, Bungie says to start on Steam with new Destiny 2 characters; Cross Save cannot recover or transfer the old Battle.net characters.
What to do, depending on whether you migrated

Bungie’s Destiny 2: Cross Save Guide says the migration period ended December 1, 2020, and “can’t be extended or turned back on.” Bungie’s deadline notice specified 9 AM Pacific that day.

How to start Destiny 2 on Steam
- Create or sign in to a Steam account and install the Steam app.
- Find Destiny 2 in Steam and install it. Bungie’s Destiny 2 Steam Guide describes the Steam installation route.
- Start the game. If you missed PC Move, create new characters; the old Battle.net characters will not appear through a late transfer.
Destiny 2 became available on Steam on October 1, 2019, and was no longer accessible through Battle.net, according to Bungie’s Steam guide. Bungie’s 2020 notice also said Battle.net accounts would no longer work to sign in to Bungie.net or the Destiny Companion app after the deadline.
Why Cross Save will not transfer a missed account
Cross Save and the retired PC Move are separate systems. Cross Save lets you choose one existing Destiny 2 character set as the active set across linked platforms. It does not permanently move characters, merge character sets, or restore a Battle.net-to-Steam migration that was missed. Other linked-platform characters become dormant while Cross Save is active.

Cross Save also does not transfer DLC licenses between platforms. Bungie says DLC must be purchased on each platform where you want to access it. That platform-specific licensing is separate from whether a character set is available through Cross Save.

If you migrated before December 1, 2020, use the Steam account associated with that move. If you did not, there is no current transfer or Cross Save workaround: Bungie directs you to start again on Steam with new characters.
