The review’s Baldtown City opening shows how that premise becomes a management loop of buying land, paving it for parking, promoting car use and competing with transit.
What is Car Park Capital?
Car Park Capital is a strategy and simulation game built around satire of car dependency and urban development. Its official Steam description frames the subject as social commentary; the joke is that you pursue profit by weakening the advantages of a city designed around public transport.

The review opens in Baldtown City, where residents already have subways, bus stops and an intercity metro. The player is brought in by “Big Auto” to make cars more attractive and build a car culture. That reversal supplies the game’s central premise: instead of planning a city around how people move efficiently, you try to turn it into a place where driving and parking are indispensable.
How the gameplay works
Acquire land and make room for parking
In the review’s opening, the player checks a transport-demand heatmap, buys a plot near an office block, demolishes a park and replaces it with a parking lot. Land use is part of the strategy: parking needs space, and the player has to decide where to put it in a city whose existing layout already serves pedestrians and transit users.

Encourage people to drive
Parking alone does not create a car-first city. The review describes placing pro-car signs and driving a van with a bullhorn to promote car use. These actions are presented as part of a wider push to shift demand away from public transport and toward private vehicles.
Supply cars and compete with transit
The described loop also involves building factories to produce cars and moving those cars into town for sale. You are balancing parking supply, the availability of cars and consumer demand while public transport remains a competing option. The systems reinforce the satire: the player is not simply building a transport network, but trying to manufacture demand for a less space-efficient alternative.

Where the satire comes from
The contrast does most of the work. Baldtown begins as a connected city with green space and several forms of public transport; the player’s job is to dismantle some of those advantages in pursuit of a profitable car culture. Buying land, bulldozing a park and promoting driving turn familiar urban-development choices into the game’s punchline.
The Steam listing advertises further features including demolishing homes, propaganda, protests, oil drilling and efforts to rival public transport. Those are publisher-listed features, rather than gameplay details independently established by the review. The review’s concrete opening example is enough to show the intended tone: the city’s existing infrastructure is both an obstacle to the player’s business and the target of the joke.

The premise may appeal to players who enjoy management systems, city-building decisions and satire rooted in social commentary. Its particular angle is not simply expanding a city: it asks you to profit by changing what residents need and how they travel. The available review describes the opening scenario and core loop, but does not establish how those systems develop over a full campaign or how polished the game is.
