If Windows says “The program can’t start because cardio.dll is missing from your computer,” the missing file is usually cardio.dll. The cardio.dll error most often points to Brother PE-DESIGN or related Brother embroidery software, not Windows itself.

These are Windows loader messages. “The specified module could not be found” can mean either that cardio.dll is missing or that a dependency required by the DLL is missing.
The 60-second answer
cardio.dll is a 32-bit application DLL from Brother Industries, Ltd. It is associated with the CardIO Dynamic Link Library and is found in Brother PE-DESIGN installations, including PE-DESIGN 10 and PE-DESIGN PLUS.
It is not a normal Windows system file. Do not download a replacement from a random DLL website, copy it into System32, or run regsvr32 cardio.dll.
Instead:
- Identify the Brother program named in the error.
- Check Windows Security quarantine.
- Use the program’s Repair or Change option.
- If repair fails, reinstall the exact PE-DESIGN product from its original Brother installer or installation media.
- Only use DISM and SFC if there are signs of broader Windows corruption.
What cardio.dll is and where it belongs
The file is commonly identified as:
| Item | Information |
|---|---|
| File | CardIO.dll |
| Description | CardIO DLL |
| Product | CardIO Dynamic Link Library |
| Publisher | Brother Industries, Ltd |
| Architecture | 32-bit |
| Commonly reported version | 3.0.0.1 |
| Commonly reported size | About 0.24 MB |
The version and size above come from third-party file metadata, not a current Brother support bulletin. They are useful for identification, but they should not be treated as proof that every copy with those values is genuine.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Typical locations are inside the Brother program folder, such as:
C:Program Files (x86)BrotherPE-DESIGN ...CardIO.dll
A 64-bit Windows installation can run a 32-bit PE-DESIGN application. The fact that the DLL is 32-bit is therefore normal and does not mean Windows is incorrectly installed.
There is no reliable evidence that Windows installs cardio.dll in C:WindowsSystem32 or C:WindowsSysWOW64. A copy found in one of those folders deserves extra scrutiny.
Which application is asking for it
The filename alone is not enough to identify the correct repair. First find the executable that produces the error.

You can also locate installed applications:
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Search for Brother, PE-DESIGN, or Embroidery.
- Note the exact product name and version shown.
If the error appears immediately after launching a shortcut, right-click the shortcut and select Properties. The Target field usually identifies the executable and installation folder.
Do not assume that every cardio.dll belongs to Brother. The same filename is also used by unrelated community-maintained Bandai Namco card-reader tooling in a game plugin directory. That does not make it a Windows component or evidence that a game needs the Brother DLL.
Fix 1: Repair Brother PE-DESIGN
Repair is the safest first fix because it restores files while preserving the existing installation where possible.
Use Windows app repair
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Find the affected Brother program.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair if the button is available.
- Start the Brother application again.
If the program opens normally, the repair restored the missing or damaged file.
If Repair is unavailable or does not help, use the traditional repair interface:
- Press Windows + R.
- Type:
appwiz.cpl
- Press Enter.
- Select the Brother PE-DESIGN installation.
- Select Change, Repair, or Modify.
- Follow the installer prompts.
- Restart Windows and test the application.
The wording varies between PE-DESIGN releases. Choose the option that repairs the existing installation rather than removing it.
Reinstall the exact Brother product
If repair does not restore cardio.dll:
- Back up any personal embroidery designs and project files.
- Open Settings > Apps > Installed apps.
- Select the affected Brother program.
- Select Uninstall.
- Restart Windows.
- Use the original Brother installation media or the official Brother support page for the exact product model and software.
- Install the same PE-DESIGN release if possible.
- Restart Windows again.
- Launch the application from its new shortcut.
Brother distributes software by product and model rather than as a general standalone CardIO.dll download. The parent-product installer is the authoritative recovery source.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDo not install a different PE-DESIGN release merely because its installer is easier to find. A DLL from another release may have different dependencies or may not match the executable that loads it.
Fix 2: Check Windows Security quarantine
Antivirus software can remove or quarantine a legitimate application DLL after an update, file restore, or malware scan.
Check the protection history before reinstalling:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Look for an item whose original path points to the Brother or PE-DESIGN folder.
- Expand the detection to view its path and details.
Do not restore a file simply because its name is cardio.dll. Confirm that:

- It was located inside the expected Brother application folder.
- The Brother installation is from original media or an official installer.
- The file was not found in a temporary, download, or suspicious folder.
- Windows Security does not identify the file as an active threat.
If the file is clearly a quarantined part of a trusted Brother installation, restoring it may allow the application to start. Follow that by repairing or reinstalling PE-DESIGN so the complete application is restored.
If Windows Security identifies malware, leave the file quarantined and run a full scan. Restoring a malicious replacement can compromise the system.
Fix 3: Confirm the file path and remove duplicate copies
A wrong or unrelated copy can cause the same error even when the correct Brother installation is intact.
Use File Explorer to inspect the affected application folder. Search for CardIO.dll only within the Brother installation and nearby application folders.
A normal Brother copy should be located with the program that needs it, commonly under a Brother folder in Program Files (x86). Be cautious with copies found in:

- Unknown game or plugin directories
Do not overwrite one copy with another just because the filenames match. Different applications can use the same filename while requiring different builds.
If you suspect an unofficial replacement, uninstall the affected Brother software, scan the system, and reinstall it from trusted Brother media.
Fix 4: Update or reinstall a related Brother driver
A printer or scanner driver is not normally the primary fix for a PE-DESIGN cardio.dll error. However, a Brother device utility or hardware integration component may be the executable requesting the file.
First identify the requesting program. Then check Device Manager:

- Right-click the relevant Brother device.
- Select Properties.
- Open the Driver tab.
- Note the provider and driver date.
- Use Update driver if an approved update is available.
- If the device is malfunctioning, choose Uninstall device, restart Windows, and install the correct Brother package from the official product support page.
Do not remove a working Brother device simply because cardio.dll is missing from PE-DESIGN. Driver replacement is useful when the error names a Brother device utility or when Device Manager shows a device problem.
Manually hunting through several Brother model pages and driver packages can make it difficult to tell which component changed. Outbyte Driver Updater can scan for outdated drivers, but the full version is required to install updates; reinstalling the affected Brother application remains the definitive fix for a missing application DLL.
Fix 5: Install Visual C++ only when the error names it
cardio.dll is not the name of a Microsoft Visual C++ Redistributable runtime. Installing a runtime at random is unlikely to restore it.

Visual C++ may be relevant if, after repairing PE-DESIGN, Windows reports another missing file such as:
MSVCR*.dllMSVCP*.dllVCRUNTIME*.dll
It may also be relevant if the Brother installer explicitly reports a missing runtime.
For a 32-bit PE-DESIGN application running on 64-bit Windows, the x86 Visual C++ package is the relevant architecture. Install it only from Microsoft’s official Visual C++ Redistributable download page, then restart Windows and test PE-DESIGN again.
If the error still specifically names cardio.dll, return to repairing or reinstalling the Brother application.
Fix 6: Repair Windows components with DISM and SFC
DISM and SFC are not the primary solution for a missing Brother DLL. SFC protects Windows system files and generally will not restore a third-party application file.
Use these commands when Windows has additional symptoms, such as damaged built-in apps, failed updates, unexplained system errors, or several unrelated programs failing.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Repair or reinstall PE-DESIGN again if
cardio.dllis still missing.
DISM repairs the Windows component image. SFC then checks protected Windows files against that repaired image. Neither command is a substitute for the Brother installer.
Repeating SFC and DISM without knowing what changed can waste time when the actual problem is an incomplete PE-DESIGN installation. Outbyte PC Repair can scan for broader Windows issues, but the full version is required for repairs; reinstalling Brother software remains the definitive fix for this application DLL.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Check Windows Features only for a separate compatibility error
Windows Features does not normally install cardio.dll. Do not enable random features in the hope of replacing it.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check optional features only if the error also identifies a separate legacy component:
- Press Windows + R.
- Type:
optionalfeatures
- Press Enter.
- Review features specifically named by the Brother installer or error.
- Select the required feature.
- Select OK.
- Restart Windows if prompted.
Do not enable unrelated legacy components merely because PE-DESIGN is an older application. If an old release remains incompatible with Windows 10 or Windows 11, consult the product-specific Brother compatibility information or use a supported release.
Why regsvr32 cardio.dll is usually wrong
Do not run:
regsvr32 cardio.dll
regsvr32 registers DLLs that expose registration functions such as DllRegisterServer. Those are typically COM or ActiveX components.

An ordinary application library does not become usable by registering it. If cardio.dll does not expose the required registration entry point, Windows will report an error. Registration also does not restore a missing dependency, repair a damaged PE-DESIGN installation, or place the file in the correct application directory.
Use regsvr32 only when the software vendor specifically documents registration for that exact DLL and version.
Why standalone DLL downloads are unsafe
Downloading cardio.dll from an unrelated DLL archive is a poor default repair because:
- The file may contain malware.
- The version may not match your PE-DESIGN release.
- The architecture may be wrong.
- The file may have been modified or repackaged.
- It may omit another dependency that is actually missing.
- Copying it to the wrong folder can create version conflicts.
- It does not repair the installer, registry entries, shortcuts, or other Brother files.
Never copy it into System32, SysWOW64, or a different application folder as a general fix. Use original Brother installation media or the correct official Brother product installer instead.
If the error persists after reinstalling
Work through these checks:
- Confirm that the error names the same executable after reinstalling.
- Check whether
CardIO.dllexists in the new Brother application folder. - Check Windows Security Protection history again.
- Start the application as administrator once to rule out an access problem.
- Confirm that the installer completed without errors.
- Reinstall any runtime explicitly named by the new error.
- Run DISM and SFC if Windows shows broader corruption.
- Check whether the PE-DESIGN release is compatible with your Windows version.
- Remove unofficial copies from temporary or system folders.
- Use System Restore only if a restore point predates the failure.
If a different executable reports cardio.dll after repair, that program may be using an unrelated DLL with the same filename. The requesting executable and its path matter more than the filename alone.
A clean uninstall followed by a fresh installation of the exact Brother product is the next practical step. Preserve project files before removing the software.
FAQ
Is cardio.dll part of Windows?
No reliable evidence identifies it as a Windows component. It is associated with Brother’s CardIO Dynamic Link Library and Brother PE-DESIGN software.
Is cardio.dll 32-bit or 64-bit?
The commonly reported Brother build is 32-bit. It can run normally on 64-bit Windows when loaded by a 32-bit PE-DESIGN application. No verified 64-bit Brother build has been established.
Should I reinstall a Brother printer or scanner driver?
Only if the error names a Brother device utility or Device Manager shows a related hardware problem. For a PE-DESIGN error, repair or reinstall PE-DESIGN first.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread

Usually not. SFC repairs protected Windows files, while cardio.dll is a third-party application file. Reinstall the Brother application.
Should I install Visual C++ Redistributable?
Only when the error names a Visual C++ runtime such as MSVCP, MSVCR, or VCRUNTIME, or the Brother installer explicitly requires it. The x86 package is relevant to a 32-bit application.
Can I copy cardio.dll from another computer?
That is not a reliable repair. The other computer may have a different PE-DESIGN release, a different build, or a compromised file. Use the matching Brother installer.
Why does Windows say “specified module could not be found” when the file exists?
A dependency of cardio.dll may be missing, the DLL may be damaged, or the executable may be loading a different copy. Repairing the complete Brother installation is safer than replacing the visible file.
