“The program can’t start because wmdevctl.dll is missing from your computer.” A wmdevctl.dll error usually means an older media, capture, or video-production application cannot find a Microsoft Windows Media component it expects.
Which fix applies to you
Start with the situation that matches your screen:
- One older media or capture program shows the error: Repair or reinstall that exact program first.
- The file disappeared after antivirus activity: Check Windows Security Protection history before restoring anything.
- The error says “specified module could not be found”:
wmdevctl.dllmay exist, but another dependency may be missing. - The application was copied from another computer: Reinstall it from its complete installer instead of copying individual files.
- Several Windows components are failing: Run DISM and System File Checker as secondary Windows-integrity checks.
- You are trying to register the DLL with
regsvr32: Do not do this automatically. This file is not documented as a COM self-registering DLL. - The program is very old and still will not run: Use a compatible, isolated environment or replace the obsolete application.
Do not download wmdevctl.dll from a random DLL website. An isolated file can contain malware, match the wrong architecture, or fail because the application also needs registry entries, codecs, services, and other files.

What is wmdevctl.dll
wmdevctl.dll is a legacy Microsoft Windows Media device-control library. Microsoft’s Windows Media Encoder SDK documentation lists it as the library used for device-control functionality, including capture-device operations and time-code handling. See Microsoft’s documentation for WMTIMECODE and the IWMEncDeviceControlPlugin interface.
The file is commonly identified as:
- Description:
WMDevCtl Module - Publisher: Microsoft Corporation
- Product association: Microsoft Windows Media Services
- Category: Microsoft application component
It is associated with the discontinued Windows Media 9-era software family, particularly Windows Media Encoder 9 Series, the Windows Media Encoder 9 Series SDK, and related Windows Media Services components. It is not a normal Windows 10 or Windows 11 runtime file.

That distinction matters. Replacing a current Windows system file is different from restoring a file belonging to a legacy application. For wmdevctl.dll, the parent application’s installer is normally the correct repair source.
Why Windows reports this error
The message does not always mean that the named file alone is missing. Windows may show it when the launching program:
- Cannot find
wmdevctl.dllin the expected application folder or search path. - Finds the file but cannot load it.
- Finds the file but cannot load one of its dependent DLLs.
- Is using an incompatible 32-bit or 64-bit component.
- Has lost installation files, registry settings, codecs, or related services.
- Was moved manually from another computer.
- Was affected by antivirus quarantine or a damaged installation.
An error such as 0xc000007b can indicate an architecture or dependency mismatch, but it is not proof that wmdevctl.dll itself is defective.
Fix 1: Identify and repair the parent application
This is the safest and most likely solution.
Identify the requesting program
Read the complete error window. It may display the name of the executable or application. If it does not:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Details.
- Look for the program that was starting when the error appeared.
- Right-click it and choose Open file location, if available.
- Note the application’s folder and publisher.
You can also check when the error appears:
- Immediately after launching an old encoder or capture program
- When opening a video-production application
- When starting a webcam or broadcast utility
- When launching software installed from older media
The requesting executable is more useful than the DLL filename alone. A complete reinstall of that program restores the files that belong together.
Repair a modern application entry
If the application appears in Windows settings:
- Open Start and select Settings.
- Select Apps.
- Open Installed apps.
- Find the affected program.
- Select its More button.
- Choose Advanced options.
- Select Repair, if available.
- Restart Windows and test the application.
If Repair is unavailable or does not work, use Reset only if you understand that it can remove application settings. For older desktop programs, use the next method instead.
Repair a classic desktop program
- Press Windows key + R.
- Type
appwiz.cpland press Enter. - Find the affected Windows Media or media-production program.
- Right-click it.
- Select Repair or Change, if offered.
- Follow the installer’s prompts.
- Restart Windows.
- Launch the original application again.
If repair is not offered, uninstall and reinstall the program from its original Microsoft installation media or a trusted, licensed archive maintained by the software owner or your organization. Do not substitute a standalone copy of wmdevctl.dll.

Success looks like: the application opens without the missing-file message and its capture or media functions load normally.
If it fails: continue with the antivirus, architecture, and dependency checks below. The repair may have restored the file while leaving another required component unavailable.
Fix 2: Check antivirus quarantine
Security software can remove or quarantine an old DLL, particularly when the file is part of discontinued software. That does not prove the file is malicious, and it does not prove a detection is false.
To check Windows Security:
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving the affected application or file.
- Expand an entry to see its location and detection details.
Restore or allow the file only when all of these are true:

Microsoft warns that restoring quarantined content can expose the computer. If you are uncertain, leave the file quarantined, remove the old application, and obtain a clean installer from an official or organizational source.

After restoring a verified file, reinstall or repair the complete application. Restoring only the DLL may leave the installation incomplete.
Fix 3: Check 32-bit and 64-bit compatibility
Windows Media Encoder 9 was distributed in separate standard and x64 editions. Microsoft documented that the 32-bit edition could run on x86 or x64 Windows, while the x64 edition required an x64 system. The Microsoft security bulletin describes these installation distinctions.
Do not assume that copying one DLL into both C:WindowsSystem32 and C:WindowsSysWOW64 solves the problem. On 64-bit Windows, those folder names are counterintuitive:
System32normally contains 64-bit system components.SysWOW64normally contains 32-bit system components.
The application’s own installer should place the correct files in the correct locations.
To check your Windows architecture:
- Open Settings.
- Select System.
- Select About.
- Review System type.
To check the affected program:
- Open the program’s installation folder.
- Look for documentation, an installer name, or an edition label indicating x86, 32-bit, x64, or 64-bit.
- Use the matching edition of the original application.
If the program is 32-bit, it may require the 32-bit Windows Media components even when Windows itself is 64-bit. If the program is x64, install the x64 edition where the original product supplied one.
Fix 4: Determine whether another dependency is missing
“The specified module could not be found” can mean that Windows located wmdevctl.dll but could not load a file it depends on.
First inspect the application’s own folder:
- Right-click the application shortcut.
- Select Properties.
- Select Open File Location, if shown.
- Look for
wmdevctl.dllin that folder or in a clearly related component folder. - Do not move it to a Windows system folder.
Then check Event Viewer:
- Press Windows key + X.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- Look for an error recorded at the time of the failed launch.
- Read the Faulting application name, Faulting module name, and description.
If a dependency-analysis utility is available in your organization, use it to inspect the executable and identify missing imports. The result should guide a complete application repair, not a search for individual files on download sites.
Fix 5: Check Windows Features, but do not expect a current feature to restore it
Windows Media Services belonged to older Windows Server releases. Microsoft’s Windows Server feature documentation also records the later unsupported status of Streaming Media Services in Windows Server 2012.
On Windows 10 or Windows 11, checking Optional Features can confirm whether a related built-in component exists, but it normally will not reinstall Windows Media Encoder 9 or provide wmdevctl.dll.
To inspect optional Windows features:
- Open Settings.
- Select Apps.
- Select Optional features.
- Review the installed feature list.
- Use View features to search for a feature by its exact name, if needed.
- Install only a feature documented by the parent application or Microsoft for your edition of Windows.
Do not enable an unrelated multimedia feature merely because its name contains “Media.” If the old application specifically requires Windows Media Encoder components, restore those components from the application’s complete installation package.
On supported Windows Server editions, an administrator can inspect roles and features through Server Manager. That is separate from restoring a legacy desktop Encoder installation.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFix 6: Repair Windows components with DISM and SFC
DISM and SFC are useful when Windows itself has damaged protected components or when multiple unrelated programs are failing. They are not the primary replacement method for a legacy application DLL that was never part of the current Windows image.

Run DISM first:

- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
Microsoft documents this DISM-then-SFC order in its guidance for repairing Windows image corruption and its System File Checker reference.
Success looks like: SFC reports that it found and repaired corrupt files, and the application starts after the restart.
If it fails: an SFC repair result does not prove that wmdevctl.dll was restored. Repair or reinstall the parent application again, and investigate dependencies.

Fix 7: Update or reinstall related drivers
A device-control DLL may be used by older capture hardware, webcams, tape devices, or broadcast equipment. A driver problem usually does not create wmdevctl.dll, but it can prevent the parent application from completing its startup.
Check Device Manager:
- Press Windows key + X.
- Select Device Manager.
- Expand categories such as Cameras, Sound, video and game controllers, Imaging devices, or Universal Serial Bus controllers.
- Look for a warning icon.
- Right-click the relevant device.
- Select Properties.
- Open the General tab and read Device status.
- Open the Driver tab to review the provider and date.
- Use Update Driver only with a driver supplied through Windows Update or the device manufacturer.
- If the device recently stopped working, consider Roll Back Driver, if available.
- If the driver is damaged, choose Uninstall device, restart Windows, and reinstall the manufacturer’s complete driver package.
Disconnect old capture hardware before reinstalling its software only when the manufacturer’s instructions require it.
Outbyte Driver Updater can scan and identify outdated drivers, which avoids hunting through many device entries manually; the driver installation feature is available in the full version. It is optional, and it cannot replace reinstalling the legacy media application that requires wmdevctl.dll.

If it fails: the problem may be application compatibility rather than the device driver. Continue with the compatibility and recovery options.
Fix 8: Use System Restore after a recent system change
If the error began immediately after an update, driver installation, cleanup operation, or software removal, System Restore may return Windows to an earlier configuration.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Select Scan for affected programs, if available.
- Review the result.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, settings, and installed programs while not deliberately removing personal files. It does not replace a missing installer, so reinstall the parent application if the DLL is still absent.

Fix 9: Run the legacy application in a controlled environment
Windows Media Encoder 9 and related Windows Media Services components are discontinued. Microsoft’s Windows Media Encoder 9 Series lifecycle information confirms that the product is no longer in active support.
If the application is essential:
- Back up its projects and configuration.
- Obtain the complete original installer.
- Install it on a noncritical computer or supported isolated virtual machine where practical.
- Keep the environment separated from sensitive files and networks.
- Use current antivirus protection and scan all transferred media.
- Avoid exposing an obsolete system directly to the internet.
If the application is no longer necessary, replace it with a maintained capture or encoding program rather than forcing a discontinued component to run on every modern Windows installation.
What not to do
Do not copy a random DLL into System32 or SysWOW64
This can cause:
- Wrong-version conflicts
- 32-bit and 64-bit mismatches
- DLL hijacking exposure
- A working-looking installation with missing companion files
- New errors when another program loads the copied file
A verified file copied from the exact original installer into the application’s own folder can sometimes assist controlled recovery, but reinstalling the complete package is safer.

Do not run regsvr32 automatically
regsvr32 is intended for DLLs that provide registration functions such as DllRegisterServer. Microsoft explains its behavior in the regsvr32 command documentation and its COM self-registration guidance.
Free tools Windows power users keep installed

There is no Microsoft documentation showing that wmdevctl.dll must be manually registered. Running:
regsvr32 wmdevctl.dll
is therefore not a standard repair. A message stating that DllRegisterServer was not found would mean the DLL is not a self-registering COM component, not that registration can be forced.
Do not install Visual C++, DirectX, or .NET as a guess
Those packages are not established as the primary source of wmdevctl.dll. Install one only when the error separately names a missing runtime or the parent application’s documentation specifically requires it.
When the file cannot be sourced
There is no current Microsoft redistributable specifically named wmdevctl.dll. The safest sources are:

FAQ
Is wmdevctl.dll part of Windows 10 or Windows 11?
No. It is a legacy Windows Media application component, not a normal current Windows system DLL.
Is wmdevctl.dll related to Windows Media Player?
The file is specifically documented in the Windows Media Encoder SDK and is associated with device-control functions. Do not assume that reinstalling Windows Media Player will restore it.
Is wmdevctl.dll malware?
The filename is a real Microsoft legacy DLL, but a filename alone does not authenticate a file. Verify the installer, location, publisher, and security history. Scan before restoring anything quarantined.
Will reinstalling Windows fix the error?
Not necessarily. If the requesting application owns the missing component, reinstalling that application is the more direct repair. Resetting or reinstalling Windows can also remove old applications without restoring their installers.
Why does the error appear after I copied the program from another PC?
Legacy media applications often require more than their main executable and DLLs. Copying a folder may omit registry settings, codecs, services, drivers, and dependencies. Install the program normally from its complete installer.
What if repair restores the DLL but the program still fails?
Check the application architecture, Event Viewer, antivirus history, capture-device drivers, and dependent files. “Specified module could not be found” may identify a missing dependency rather than wmdevctl.dll itself.
What is the correct final step?
Find the executable named by the error, repair or reinstall its complete parent application from a trusted source, and avoid placing downloaded DLLs into Windows system folders.
