In the original Cities: Skylines, turn on the built-in Unlimited Money and Unlock All options in Content Manager > Mods. Unlimited Money removes the normal money limit; Unlock All makes milestone-locked items available, but it does not unlock Unique Buildings or Monuments.
Before you begin: check which Cities: Skylines you have
These steps are for the original Cities: Skylines, not Cities: Skylines II. The sequel uses a different progression system, so its menus and unlocks do not follow this guide. The menu path below is documented by a guide source checked against official documentation on 2 September 2026; labels can differ if your platform or game build has changed.
For a low-risk test, start a separate city or create a separate manual save before enabling the options. Keep your normal-play save untouched, and check achievement eligibility for your platform rather than assuming one rule applies everywhere. The step-by-step guide recommends separating modified play from a normal city.
Enable Unlimited Money and Unlock All
- Open the original game. Confirm the title screen identifies Cities: Skylines, not Cities: Skylines II.
- Open the built-in mod list. From the main menu, select Content Manager, then Mods.
- Switch on the two built-in options. Enable Unlimited Money and Unlock All. Use the built-in entries rather than similarly named Workshop downloads when they are available.
- Apply the change. If the game prompts you to reload, let it do so, then open your test city.
- Check the result. Place a normal road or service and confirm that your balance does not decrease. Then check whether items normally gated by milestones are available.
The official Cities: Skylines User Manual describes Unlimited Money as giving the player “an unlimited amount of money at their disposal.” It defines Unlock All as making milestone-unlockable items available while the option is active.

What Unlock All does—and does not—unlock
Unlock All covers items that would ordinarily become available through milestones. It does not remove every building requirement: the manual says Unique Buildings and Monuments are not unlocked by the option, although all Unique Building levels are unlocked. If a particular Unique Building or Monument remains unavailable, that is consistent with the option’s stated limits.
Return to normal play safely
- To preserve an unmodified city, leave it in its separate save rather than overwriting it with the test city.
- Before opening a normal-play city, disable the options from Content Manager > Mods.
- Achievement eligibility can depend on the platform’s rules, so verify it for your version before continuing a city intended for achievements.
Why these steps do not apply to Cities: Skylines II
Cities: Skylines II uses milestone progression based on Expansion Points. Milestones grant Development Points, which players spend in service development trees to unlock more advanced buildings and options. That is a different system from the original game’s built-in Unlock All option. Paradox’s progression overview explains the sequel’s system.

The sequel also has an economy caveat that should not be confused with how the original game’s options work: Paradox’s Economy 2.0 update discusses tile upkeep for cities that used Unlock All or mods to acquire most map tiles, noting that a small city owning much of the map may need Unlimited Money. The update references version 1.1.5f1 in its patch-note link.
