The preview is best read as an early look at an unusually broad package and a major change to how a Civilization campaign works, not as a verdict on the final release.
What “the most complete package since IV” means
Axon’s phrase was a preview-era comparison, not a measured feature count or a claim about the game’s current state. After playing through two Ages, he felt Civilization VII had brought over or expanded nearly all of Civilization VI’s systems and seemed more fully fleshed out at launch than V or VI. He also noted that some elements were absent, including VI’s global-warming system. [Ars Technica, January 16, 2025]
That distinction matters: the article is a preview of a pre-release build, not a review of the final game. Axon played for 15 hours across Antiquity and Exploration and did not reach the Modern Age. His questions about the late game, multiplayer, and performance on consoles or Steam Deck therefore remained open.
The defining change: an empire that changes civilization
Civilization VII divides a campaign into three chapters: Antiquity, Exploration, and Modern. Each has its own technology tree, systems, objectives, and measures of success. At an Age transition, the empire adopts a civilization associated with the new Age, while the player’s chosen leader remains. Earlier decisions and successes affect what carries forward and the conditions in which the next Age begins.

That is a shift from playing one civilization unchanged across a whole campaign. The official explanation describes leaders and civilizations as independent choices: the leader persists, while the empire selects an Age-exclusive civilization at each transition. Some elements are specific to one Age; others carry over based on the preceding civilization and its achievements. [2K Support: Leaders and Civilizations]
Firaxis creative director Ed Beach likewise frames the Ages as distinct playable chapters in which an empire advances by selecting a new civilization, with its own bonuses, units, and buildings. [Civilization VII developer diary: Ages]

Who may like the Age structure
- Players open to an evolving empire identity rather than one civilization carrying the same identity throughout.
- Players who enjoy chapter-based objectives and fresh systems as a campaign develops.
- Players interested in seeing how choices in one Age shape the next.
Who may find it disruptive
- Players who strongly prefer a single civilization and its theme to persist throughout a campaign.
- Players wary of a transition that can feel like starting a new game, even though earlier choices affect what follows.
What stood out in Axon’s preview
More guided onboarding, with a learning curve still present
Axon found the tutorials clearer and the systems easier to understand, calling it the best Civilization game to start with on those grounds. That was his assessment, not a guarantee that every new player will find the game easy. He also observed that newcomers still face many explanatory pop-ups, while returning players did not have separate tutorial presets for familiar and new concepts.
Cities that spread across the map
The preview describes cities expanding across adjacent hexes, with more detailed architecture that changes between Ages. Axon liked the visual direction and preferred it to Civilization VI’s presentation. These are his observations from the preview build, not a performance assessment across platforms.

A more legible diplomacy resource
Axon liked replacing what he remembered as an opaque war-weariness experience in VI with a numbered diplomacy resource. In his preview, players could spend it in dealings with leaders and city-states, including to gain support for wars or prevent them. This describes his impression of the system, not a broader judgment about diplomacy in every situation.
What the preview did not establish
Because Axon did not play the Modern Age, his preview cannot tell readers how the complete campaign’s late game feels. It also does not establish whether multiplayer is enjoyable or how well the game performs on consoles or Steam Deck. Those are important questions, but they were not answered by the 15-hour preview.

The game later launched worldwide on February 11, 2025, for PlayStation 5 and 4, Xbox Series X|S and Xbox One, Nintendo Switch, PC through Steam and Epic Games Store, and Mac and Linux through Steam. Take-Two’s launch announcement says the game was distributed digitally and through physical retail. Online play requires an internet connection and a 2K Account; online console play on Xbox and PlayStation requires a separate paid subscription. The same announcement reported more than 73 million Civilization franchise copies sold-in worldwide. That is a franchise-wide figure, not sales of Civilization VII.

How to use this preview when deciding whether to play
Axon’s article is useful for understanding the game’s intended structure and his initial reaction to its scope, onboarding, cities, and diplomacy. It should not be treated as a current-build review. The official support page for the June 23, 2025 patch, updated July 8, 2026, records later additions and changes including single-player controls for Legacy Paths and Score Victory, custom AI difficulty, crisis selection, civilization-unlock options, AI adjustments, and interface improvements. That history shows the game changed after the preview; it does not establish that the listed patch was the newest one on October 8, 2026. [2K Support: June 23, 2025 update]
For a buying decision, focus on the questions the preview raises rather than treating its praise as a final verdict: Do you want an empire whose civilization identity changes at Age transitions? Are you comfortable with chapter-based objectives and a transition that can feel like a new game? Do you prefer guided onboarding? And does the current version on your intended platform meet your needs for multiplayer and performance? The preview helps with the first three design questions; it cannot answer the last two.
