clrecorder.dll is a third-party CyberLink component named CLRecorder, apparently used by an older video-capture or recording feature. clrecorder.dll is not a Windows system file, Microsoft runtime, DirectX component, or standard .NET file.
The safest fix is to repair or reinstall the CyberLink application or OEM capture-card bundle that originally installed it. Do not begin by downloading a loose DLL and copying it into System32 or SysWOW64.

A historical association exists between CLRecorder and CyberLink PowerCinema bundled with TV tuner and capture-card hardware, but PowerCinema is not proven to be the only possible parent program. Several CyberLink products and hardware bundles may have used related recording components.

Some third-party file records classify the file under a “dotnet” category. That label does not establish that clrecorder.dll belongs to Microsoft .NET. Available metadata identifies it as a CyberLink Win32/x86 DLL, and there is no verified current CyberLink standalone download for this file.

Before changing anything
Write down the complete error message and the program that displays it. The difference between these messages matters:
- “The program can’t start because clrecorder.dll is missing from your computer.”
- “The code execution cannot proceed because clrecorder.dll was not found.”
- “Error loading clrecorder.dll. The specified module could not be found.”
- “The file clrecorder.dll is missing or corrupted.”
- “A required component is missing: clrecorder.dll.”
- “Cannot register clrecorder.dll.”
Also note whether the error appears:
- when opening a CyberLink application;
- when Windows starts;
- after launching a game or media program;
- after uninstalling CyberLink software;
- after reinstalling a capture-card driver;
- after antivirus software reported a detection.
Do not delete the remaining CyberLink folder yet. Its location can help identify which program is calling the file.
Fix 1: Repair the CyberLink program that owns the file
Time needed: 5–15 minutes, plus any restart.
This is the most likely solution because clrecorder.dll belongs to CyberLink software rather than Windows.

Find CyberLink software
- Press
Windows + R. - Type:

- Press Enter.
-
In Programs and Features, look for entries containing:
-
CyberLink;
- PowerCinema;
- MediaShow;
- a capture, TV, webcam, or recording application;
-
software supplied with your computer, TV tuner, or capture card.
-
Select the likely program.
- Choose Change, Repair, or Modify, if available.
- Follow the installer prompts.
- Restart Windows.
- Open the program that previously displayed the error.
If the program opens normally and the error does not return after restarting Windows, the repair worked.
If there is no Repair button
Choose Change if the installer offers it. Some older CyberLink packages use Modify or launch their own setup window instead of displaying a separate Repair option.

Pick the symptom - the matching free tool is one click away.
If no repair option exists:
- Record the product name and version shown in Programs and Features.
- Check whether the installer is available in your CyberLink account.
- If the software came with a computer, TV tuner, or capture card, check the original recovery disc, recovery partition, or manufacturer recovery package.
- Uninstall the damaged CyberLink application only after confirming that you have a compatible installer.
- Restart Windows.
- Reinstall the complete package.
- Restart again and test the original application.
For older OEM bundles, reinstalling only the main application may not be enough. The capture-card driver, codecs, recording component, and CyberLink program may have been designed to work together.
Do not replace the missing file with a file from another CyberLink product. Similar names do not guarantee compatibility.
Fix 2: Reinstall the original OEM capture-card package
Time needed: 15–45 minutes.
This fix applies when the error began after reinstalling a TV tuner, capture card, webcam, or other video device.
Older CyberLink PowerCinema editions were commonly bundled with hardware. In those installations, the correct software may have come from the hardware manufacturer rather than from a general CyberLink installer.

- Choose Properties.
- Open the Details tab.
- Select Hardware Ids from the Property menu.
- Copy the first value into a temporary text document.
The hardware ID helps the computer manufacturer or card manufacturer identify the correct driver package.
Reinstall the complete package
Use the computer or capture-card manufacturer’s recovery media or support download. Select the package that matches your exact device and Windows edition.
Install in the order recommended by the manufacturer. If no order is documented, install the device driver first, restart Windows, and then install the bundled CyberLink application.

- Open the CyberLink application.
- Select the TV, capture, webcam, or recording function that previously failed.
- Test a short preview or recording.
If the driver works but the application still reports clrecorder.dll, repair or reinstall the CyberLink program again. The driver and application are separate components.
If Windows says the device is unknown, the driver package may be missing or incompatible. Do not force a random driver with a similar name.
If manually checking every manufacturer download is becoming difficult, Outbyte Driver Updater can provide a free scan showing which drivers it identifies as outdated; driver installation is handled by the full version, and it is optional rather than required. For a file belonging to a specific CyberLink or capture-card bundle, reinstalling that original package remains the definitive fix.
Fix 3: Check Windows Security quarantine
Time needed: 5–10 minutes.
Antivirus software may quarantine a DLL after a scan, cleanup operation, or program update. This is especially relevant if the CyberLink application worked previously and the error appeared immediately after a security scan.

-
Look for an event involving:
-
clrecorder.dll; - the CyberLink application;
-
the application’s installation folder.
-
Select the event to view its details.
Do not restore the file solely because its name looks familiar. A matching filename does not prove that a copy is authentic.
Restore a quarantined file only when all of these conditions are true:
- it came from a known CyberLink installation;
- the file path matches the original application directory;
- you recognize the CyberLink product;
- the detection is confirmed to be a false positive;
- the file has not been downloaded from an unknown website.
If you are unsure, leave the file quarantined and reinstall the CyberLink product from its original installer, CyberLink account, computer manufacturer, or capture-card manufacturer.
After restoring or reinstalling:
- Restart Windows.
- Open Windows Security again.
- Confirm that the file is not immediately quarantined again.
- Launch the affected program.
If the file is quarantined again, do not repeatedly restore it. Scan the computer and obtain a clean installer from a trusted source.
Fix 4: Confirm that the application and DLL architecture match
Time needed: 5–15 minutes.
Public metadata identifies clrecorder.dll as a Win32/x86 DLL. That means it is intended for a 32-bit application. A 32-bit CyberLink program can run on 64-bit Windows through WOW64, but a 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL.
The architecture of the application matters more than the architecture of Windows.
Check whether Windows is 32-bit or 64-bit
- Open Settings.
- Select System.
- Select About.
- Find System type.
This tells you whether Windows itself is 32-bit or 64-bit.
Check the application
The easiest practical test is to reinstall the matching CyberLink package rather than trying to inspect or replace the DLL manually.

Do not copy an x86 DLL into a 64-bit application directory. Do not copy a DLL into both System32 and SysWOW64. These folders have architecture-specific behavior, and an application-private DLL normally belongs beside the executable that uses it.
A correctly installed private copy may be in a CyberLink application folder, a PowerCinema folder, or an OEM program directory. Windows normally searches the application directory early when loading a DLL.

Fix 5: If the file exists, reinstall its parent application anyway
Time needed: 10–30 minutes.
A file can be present while Windows still reports that it is missing. The message “specified module could not be found” can mean that a dependency required by clrecorder.dll is missing. Other possibilities include:
- a damaged DLL;
- an incompatible 32-bit or 64-bit dependency;
- missing codecs or capture components;
- a changed application path;
- a blocked or quarantined dependency;
- an incomplete CyberLink installation.
Locate the file without moving it
- Open File Explorer.
- Select This PC.
- In the search box, type:
text
clrecorder.dll
- Wait for the search to finish.
- Right-click any result.
- Select Open file location.
- Record the full path.
A copy inside a known CyberLink application folder is more useful than a copy in a temporary download directory.
Do not overwrite the file with another copy simply because the filename matches. Reinstalling the parent application restores the file together with the supporting files and registry or configuration data it expects.
If the file is present in the correct application directory but the program still fails, continue with the CyberLink repair or reinstall. If the file exists only in a download folder, delete that copy after scanning the computer and use the official application installer instead.
Fix 6: Repair Visual C++ only when the error names a Microsoft runtime
Time needed: 10–20 minutes.
clrecorder.dll itself is not a Microsoft Visual C++ redistributable file. Installing Visual C++ will not recreate a missing CyberLink-owned DLL.
A Visual C++ repair is appropriate when the error also names a dependency such as:
MSVCR*.dll;MSVCP*.dll;VCRUNTIME*.dll;api-ms-win-crt-*.dll.
Use Microsoft’s official Visual C++ Redistributable downloads.
Install the correct architecture
- Open the Microsoft Visual C++ Redistributable page.
- Choose the package required by the application.
- For an older 32-bit CyberLink program, install the x86 package even when Windows is 64-bit.
- For a 64-bit application, install the x64 package.
- Run the downloaded installer.
- Select Repair if it is already installed.
- Restart Windows.
- Test the CyberLink application again.
Older CyberLink software may require an older Visual C++ release rather than the newest package. Use the release indicated by the application documentation or installer. Do not assume that installing every redistributable package will solve a missing clrecorder.dll.

Fix 7: Repair .NET only when the error names .NET
Time needed: 10–30 minutes.
Some CyberLink launchers or companion utilities may use .NET, but that does not make clrecorder.dll a .NET component. Repair .NET only when the error explicitly mentions .NET, a framework version, a CLR error, or a .NET assembly.
Enable .NET Framework features
- Press
Windows + R. - Type:
text
optionalfeatures
- Press Enter.
-
In Windows Features, look for:
-
.NET Framework 3.5 (includes .NET 2.0 and 3.0);
-
.NET Framework 4.8 Advanced Services.
-
Enable the feature named by the application or error.
- Select OK.
- Allow Windows to download or install the required components.
- Restart Windows.
- Test the application.
Do not enable every optional feature without a reason. Older programs may need .NET Framework 3.5, while newer applications may require a later .NET runtime.
Recommended Free Tools
Microsoft also provides the .NET Framework Repair Tool. Use it when the error specifically concerns .NET installation or framework corruption.
If the only error is “clrecorder.dll was not found,” enabling .NET is unlikely to restore the file. Reinstall the CyberLink product instead.
Fix 8: Run DISM and System File Checker for Windows corruption
Time needed: 15–30 minutes.
DISM and SFC repair Windows components and protected system files. They are not expected to restore a third-party CyberLink DLL, but they are useful when Windows itself is damaged or several unrelated applications are failing.

- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the permission prompt.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
cmd
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected program.
Microsoft recommends running DISM before SFC. The commands may report that no integrity violations were found, that corrupted files were repaired, or that some files could not be repaired.
If DISM or SFC reports a problem, restart and run the affected application again. If they complete successfully but clrecorder.dll is still missing, that result is expected because the file is not a protected Windows component. Return to the CyberLink repair or reinstall step.
If repeatedly running system commands while trying to determine what changed feels too manual, Outbyte PC Repair provides a free scan showing what it identifies; repair is performed by the full version, and it is optional rather than required. When the missing file belongs to CyberLink, reinstalling the responsible application remains the definitive repair.
Fix 9: Use System Restore if a recent change caused the failure
Time needed: 15–45 minutes.
System Restore can help when the error began immediately after a driver installation, application update, or system change and a suitable restore point exists.
It does not replace a damaged CyberLink installation with a guaranteed correct copy, so use it after identifying the change that preceded the error.
- Press
Windows + R. - Type:
text
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs.
- Review the programs and drivers that will be changed.
- If the restore point is suitable, select Next and then Finish.
- Allow Windows to restart.
- Test the CyberLink application.
If no suitable restore point exists, cancel the wizard and reinstall the affected program instead. Do not choose a restore point without checking which applications and drivers it will affect.
Fix 10: Remove an orphaned startup entry
Time needed: 5–20 minutes.
If the error appears during Windows startup after CyberLink has already been removed, Windows may still be trying to launch an old helper, recorder, scheduler, or capture-card component.
Check Startup apps
- Press
Ctrl + Shift + Esc. - Select Startup apps.
- Look for entries containing CyberLink, PowerCinema, capture, recorder, TV, or an unknown publisher.
- Right-click a suspicious entry.
- Choose Open file location, if available.
- Record the path before disabling anything.
- Select Disable.
- Restart Windows.
If the startup error disappears, the disabled entry was probably the caller. You can leave it disabled if the associated software has been removed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check installed programs before deleting entries
If the startup item points to a CyberLink application that you still use, reinstall or repair the application rather than disabling its startup component permanently.
If the entry points to a program that was already uninstalled, remove it through the program’s own uninstaller when possible. Do not delete random registry values based only on the filename.
You can also check:
- Press
Windows + R. - Type:
text
msconfig
- Press Enter.
- Open the Services tab.
- Select Hide all Microsoft services.
- Look for a clearly identified CyberLink or capture-card service.
- Clear its checkbox temporarily.
- Select Apply, then OK.
- Restart and test.
If disabling a service fixes the error, identify the product it belongs to before removing it permanently.
Fix 11: Verify files when a game launcher reports the error
Time needed: 10–30 minutes.
A game or launcher may report clrecorder.dll even when the file belongs to a bundled media, capture, or overlay component. Do not download the DLL directly.
First identify the executable named in the error. If the problem occurs only with a game:
- Open the game launcher.
- Open the game’s library entry.
- Open its menu.
- Select Manage or the equivalent settings command.
- Choose Verify or Verify files.
- Wait for the scan to complete.
- Allow the launcher to replace damaged files.
- Restart the launcher.
- Test the game again.
If verification does not help and the launcher points to a CyberLink folder, repair or uninstall the CyberLink software that installed that folder. If the game itself installed the file, reinstall the game from its official launcher.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Why copying the DLL into System32 is usually wrong
System32 and SysWOW64 are not general-purpose storage locations for application files.
On 64-bit Windows:
System32is associated with 64-bit system components;SysWOW64supports 32-bit application redirection;- a 32-bit application normally searches its own application directory and other defined locations;
- placing an application-private DLL in a Windows folder can create conflicts with other software.
A random copy may also be:
- the wrong historical version;
- the wrong architecture;
- damaged;
- modified by malware;
- missing its own dependencies;
- incompatible with the installed CyberLink executable.
The correct location is normally the folder belonging to the CyberLink application that loads the file. Reinstalling that application restores the file and related components together.

Does regsvr32 apply to clrecorder.dll?
Normally, no.
regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer. Microsoft documents its purpose in the regsvr32 command documentation.
There is no reliable evidence that clrecorder.dll is a COM or ActiveX server that needs registration. It appears to be an application-private recording module.
Therefore, do not use this as a routine repair:
regsvr32 clrecorder.dll
A message stating that an entry point was not found would not mean that Windows needs a different version of regsvr32. It would usually mean that the DLL is not designed for registration.
Only run a registration command when the CyberLink installer or an authoritative product-specific instruction explicitly requires it. If that happens, use the exact path to the DLL and the version of regsvr32 matching the application architecture.

If the error remains after reinstalling the correct package, collect these details:
- the complete error text;
- the name of the program that displays it;
- the full path of the executable;
- the full path of any
clrecorder.dllcopy; - your Windows edition and build;
- whether Windows is 32-bit or 64-bit;
- the CyberLink product name and version;
- the capture-card, tuner, webcam, or computer model;
- the driver version;
- the date or event after which the problem began;
- Windows Security Protection History results;
- whether the file was quarantined;
- results from the CyberLink repair or reinstall;
- whether the error appears at startup or only when opening a program.
Do not send an unknown DLL as an attachment unless the vendor specifically requests it through an official support channel. A screenshot of the error, product details, and file path is usually safer.
FAQ
Is clrecorder.dll part of Windows?
No. Available evidence identifies it as a third-party CyberLink CLRecorder DLL, not a Windows component.
Which CyberLink program installed it?
CyberLink PowerCinema 3 and older capture-card bundles are historically associated with the file, but PowerCinema is not confirmed as the only parent product. Identify the program that calls the file before reinstalling anything.
