Bethesda Support states that the “Cargo Link – Inter System” is required for supply missions. Its listed construction requirements are:

- At least one active outpost
- 1 Comm Relay
- 12 Aluminum
- 3 Reactive Gauge
- 20 Iron
Bethesda lists an operating cost of 5 Helium-3. This is separate from the construction materials.

Scan Boosters
INARA also lists Comm Relay as a component for the Scan Booster – Advanced and Scan Booster – Military Grade. Those uses are database listings; Bethesda’s support page confirms the Cargo Link requirement, not these Scan Booster recipes.

INARA lists vendors including Manaaki Almonte in Sol and Fast Hoang in Valo, along with other vendor and loot locations. Its listings are not a guarantee: vendor stock is partly random, and neither availability nor quantity is assured. Check the current inventory in-game before planning around a purchase.
StarfieldDB also identifies resource vendors such as Midtown Minerals and the Mining League as possible sources of manufactured resources. Its recommendation that bulk purchasing is the fastest approach is guide advice, not an official guarantee of stock or speed.
