Redwood Studios general manager Michael Martinez described its intent as carrying forward the series’ spirit while reimagining the gameplay: “Rivals embraces the spirit of the Command & Conquer franchise and reimagines gameplay to deliver our vision.” That is EA’s description of the design goal, not an independent assessment of how closely the game matches earlier entries.
How do matches work?
EA describes Rivals as live 1v1 competition that unfolds in minutes. Instead of relying on long sessions or issuing orders and leaving units to act, the game emphasizes continuous control of units through mobile touch controls. Martinez said the team designed around phone screens and on-the-go play, and aimed to deliver “the core fantasy of commanding an army.” These are the developer’s design descriptions; they do not establish a particular match length or guarantee a specific balance or experience for every player.

For players used to a traditional PC strategy game, the key distinction is the format: Rivals was built for quick, direct mobile matches rather than extended campaigns. The cited EA material focuses on competitive play and does not establish a single-player campaign as the game’s central mode.
Which factions and progression systems did EA document?
EA’s Update 1.5 notes document GDI and Nod, along with selected commanders. The notes also describe events and progression features from that update:

EA’s game page retains a download call to action, and its support page provides Rivals-specific resources for account issues, bug reports, user IDs, troubleshooting, community support, and contact. These pages show that official information remains online; they do not verify current server uptime or app-store availability in any particular country.
