If configurationmanager.dll is missing, repair or reinstall the application or game that is asking for it rather than downloading a replacement DLL. The filename is ambiguous: it has been associated with legacy Norton Utilities software and with the BepInEx ConfigurationManager game plugin, so the correct fix depends on the file path and the program showing the error.
What this file actually does
configurationmanager.dll is an application DLL, not an established Windows component. No authoritative evidence places this filename in standard Windows, Visual C++, DirectX, or .NET installations.
As an Amazon Associate I earn from qualifying purchases.
There are at least two unrelated files with this name:
- A legacy Symantec-associated file described in public file indexes as “Configur Dynamic Link Library.” It has been reported in Norton Utilities 16 installations.
BepInEx.ConfigurationManager, a Unity-game plugin installed beneath a game’sBepInExpluginsfolder.
These are not interchangeable. A Symantec-associated DLL cannot replace a BepInEx plugin, and a game plugin cannot repair an old Norton installation.

Windows may display messages such as:
- “The program can’t start because configurationmanager.dll is missing from your computer.”
- “There was a problem starting configurationmanager.dll. The specified module could not be found.”
- “Error loading configurationmanager.dll. The specified module could not be found.”
- “The code execution cannot proceed because configurationmanager.dll was not found.”
The phrase “specified module could not be found” can also indicate that a dependency required by the DLL is missing. It does not prove that configurationmanager.dll itself is the only missing file.
Match the symptom to the likely cause
| What you see | Most likely explanation | Correct first action |
|---|---|---|
| Error appears when opening Norton Utilities or a related utility | Damaged or partially removed legacy application | Repair or reinstall the owning Norton application |
| Error appears when launching one Unity game | Missing, quarantined, or incompatible mod component | Verify game files, then reinstall the correct BepInEx and plugin versions |
| Error started after antivirus detection | Quarantine or malware cleanup removed the file | Review quarantine, do not restore an unverified DLL, then reinstall the application |
| Error began after a game or mod update | BepInEx 5/6 or plugin mismatch | Reinstall the release required by that game |
| Several unrelated programs report missing DLLs | Broader disk, update, malware, or Windows corruption | Investigate system health instead of replacing individual DLLs |
| The error names a DLL but the file exists | A dependency, architecture mismatch, or blocked file may be involved | Repair the application and check its logs and security history |
Identify which program owns the file
Do this before downloading, copying, registering, or deleting anything.
1. Check the program named in the error
Note the exact executable or application that fails. A game launcher, a Norton utility, and Windows itself point to very different repair paths.
If the message appears only when starting one game, begin with that game and its mod installation. If it appears while opening a Norton utility, inspect that program’s installation folder.
2. Search for existing copies
- Press Windows key + E to open File Explorer.
- Select This PC.
- Search for
configurationmanager.dll. - Wait for the search to finish.
- Right-click each result and choose Open file location.
Pay attention to the complete path:
- A path inside a Norton or Symantec application directory suggests the legacy utility branch.
- A path such as
GameNameBepInExpluginsConfigurationManager.dllsuggests the BepInEx game-plugin branch. - A path in
C:WindowsSystem32orC:WindowsSysWOW64is not automatically legitimate. Check its signer and owning installation before trusting it. - A copy in Downloads, a temporary folder, or an unrelated application directory deserves additional scrutiny.
Windows file searches are case-insensitive, so ConfigurationManager.dll and configurationmanager.dll may appear as the same filename.
3. Check Properties and the digital signature
- Right-click the DLL.
- Select Properties.
- On the General tab, record the location and file size.
- Open the Details tab if available.
- Open Digital Signatures if that tab exists.
- Select a signature and click Details.
- Confirm that Windows reports the signature as valid and that the signer matches the software you intended to install.
A missing signature does not by itself prove malware, particularly for old software or community game plugins. However, an unexpected path, an unknown publisher, or a signature that fails validation is a reason not to restore or reuse the file.
The reported metadata for the old Symantec-associated file, including its version, architecture, and approximate size, comes from third-party inventories rather than a current official vendor catalog. Treat those details as clues, not as a specification for every copy of this filename.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFix 1: Repair or reinstall the owning application
This is the safest and most likely fix for an ordinary application error.
Try Windows’ Repair option
- Press Windows key + I.
- Select Apps.
- Select Installed apps on Windows 11. On Windows 10, select Apps & features.
- Find the program that produces the error.
- Select the three-dot menu beside it, or select the program entry.
- Choose Advanced options if available.
- Select Repair.
- Start the program again.
Repair normally preserves application data while restoring damaged program files. If the error remains, return to the same screen and use Reset only if you understand that it may remove application settings or local data.
Some desktop applications do not expose Repair in Settings. In that case:
- Open the application’s official installer or launcher.
- Look for Repair, Modify, Verify, or Install.
- Complete the repair.
- Restart Windows.
- Test the affected program.
Reinstall when Repair is unavailable or ineffective
- Back up application settings, saved games, or profiles where applicable.
- Uninstall the affected application from Settings > Apps > Installed apps.
- Restart Windows.
- Obtain the installer from the software developer or the application’s official launcher.
- Install the version appropriate for your Windows architecture and the application.
- Run the program once before adding optional plugins or custom files.
Do not copy a DLL from another computer. Even if the filename matches, the binary may belong to a different product, use a different architecture, or require dependencies that are not installed on the target PC.

Fix 2: Repair a Norton or Symantec-associated installation
Use this branch only when the error appears in a Norton Utilities or related legacy Symantec installation directory.
- Open Settings > Apps > Installed apps.
- Search for Norton Utilities, Symantec, or the exact program named in the error.
- Select the program and choose Advanced options > Repair if Windows provides that option.
- If no repair option exists, uninstall the affected utility.
- Restart Windows.
- Reinstall it using the product’s official installer or your organization’s approved software source.
- Start the utility and check whether the error has gone.
If the original product is no longer supported or its installer is unavailable, do not substitute a separately downloaded configurationmanager.dll. Preserve the error details and identify the exact application version for vendor or administrator support.
Also check whether the error began immediately after removing the utility. A startup entry, scheduled task, shortcut, or leftover service may still be trying to launch an uninstalled component. Remove the obsolete application entry through the application’s own uninstaller or Windows’ installed-app controls rather than downloading the missing file.
Fix 3: Repair the BepInEx game-plugin installation
If the path contains BepInExplugins, the file is likely related to BepInEx.ConfigurationManager, not Norton.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →BepInEx has separate version lines, including BepInEx 5 and BepInEx 6 variants. The game’s mod setup must use the plugin release intended for the installed BepInEx version.
Verify the base game first
Use the launcher’s file verification feature before reinstalling mods:
- In Steam, open the game’s Properties, select Installed Files, then choose Verify integrity of game files.
- In another launcher, use its equivalent Verify, Repair, or Scan command.
After verification:
- Close the game and launcher.
- Open the game’s installation directory.
- Inspect the
BepInExfolder. - Check whether
BepInExpluginsConfigurationManager.dllexists. - Remove only a damaged or intentionally replaced plugin after preserving a backup.
- Reinstall the BepInEx build required by the game.
- Install the matching ConfigurationManager release through the game’s established mod manager or the project’s official release source.
- Launch the game without unrelated optional mods.
- Check whether the error has disappeared.
If the game starts after removing other mods, add them back one at a time. A plugin conflict can produce a load failure that looks like a missing DLL problem.
For BepInEx failures, inspect BepInExLogOutput.log. Look for the first load error, the full path named in the message, and any dependency or version warning. The first error is often more useful than a later cascade of plugin failures.
Fix 4: Check antivirus quarantine safely
Security software may remove a DLL after identifying it as malicious, suspicious, or unwanted.

- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Expand any detection associated with the affected application or game.
- Record the detection name and file path.
- Do not choose Restore merely because the filename matches.
- Scan the computer.
- Reinstall the owning application from its official source.
Restore a quarantined file only when the security product, software vendor, and verified path establish that it was a false positive. Reinstalling the complete application is safer because it restores the correct file set and dependencies.
If several unrelated DLLs disappeared at once, investigate malware, disk errors, failed updates, and recent cleanup software instead of restoring files individually.
Fix 5: Check architecture and dependencies
A 32-bit application requires compatible 32-bit components, while a 64-bit application requires compatible 64-bit components. The Windows operating system’s bitness alone does not determine which version an application needs.

Do not assume Visual C++ Redistributable is the answer. There is no verified evidence that configurationmanager.dll specifically belongs to Visual C++. Install or repair a Visual C++ package only when the affected application documents it or the error identifies a missing Visual C++ runtime dependency. Microsoft provides separate x86, x64, and ARM64 packages.
If the application installer offers a prerequisite repair, use that instead of manually copying runtime files. When the named DLL exists but Windows still reports “specified module could not be found,” the missing item may be a dependency of that DLL. Reinstalling the complete application is generally more reliable than diagnosing and replacing one dependency at a time.

Use these commands when Windows itself is malfunctioning, protected system files are damaged, or multiple built-in applications are failing. They are not a substitute for reinstalling a third-party application or BepInEx plugin.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
DISM repairs the Windows component image. SFC then checks protected Windows system files. If either command reports that it could not complete, restart Windows, ensure the system drive is healthy, and run the sequence again. If the commands complete successfully but the same third-party application still fails, return to that application’s repair or reinstall process.

Fix 7: Update drivers only when the evidence points there
A graphics or chipset driver is unlikely to be the direct owner of configurationmanager.dll. Consider drivers only when the error began after a hardware change, a game update reports a graphics initialization failure, or Device Manager shows a related device problem.
- Press Windows key + X.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Properties and review the General tab for an error code.
- Open the Driver tab.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a rollback, return to the Driver tab and select Roll Back Driver when available. Prefer the hardware manufacturer’s official driver package when Windows cannot find a suitable update.
Manually checking every device and matching package can mean hunting versions and guessing which of many drivers is stale. Outbyte Driver Updater can identify outdated drivers in a scan; installation through the full version is optional, and reinstalling the affected game or application remains the definitive fix when it owns configurationmanager.dll.
Why regsvr32 usually does not apply
Do not run regsvr32 as a general DLL repair command. It is intended for DLLs that provide COM/OLE registration entry points such as DllRegisterServer.
A normal application library, game plugin, or managed assembly may not expose that entry point. Running the command can produce an entry-point error and will not restore a missing application dependency. There is no evidence that either the reported Symantec-associated file or BepInEx ConfigurationManager should be registered with regsvr32.
Avoid random DLL downloads
A generic DLL download can contain malware, the wrong architecture, an incompatible export set, or a file designed to exploit DLL search order. It may also hide the real problem, such as a damaged installation or missing dependency.
Do not place this file in System32, SysWOW64, or the application folder unless the original software vendor’s installer explicitly instructs you to do so. Use the owning product’s official installer, launcher repair, game-file verification, or official mod distribution process instead.
If the error remains
Collect this information before contacting the software vendor or game-support community:
- The complete error text
- The program and executable path that fails
- The full path of every
configurationmanager.dllcopy found - Properties and signature details
- Windows Security quarantine or detection information
- Event Viewer application error details
- The application’s repair or reinstall result
- For BepInEx, the relevant section of
BepInExLogOutput.log - Whether the application is 32-bit or 64-bit
- Whether the issue began after an update, uninstall, cleanup, quarantine, or mod change
If unrelated programs began reporting missing DLLs together, stop treating this as an isolated file problem and investigate storage health, malware, failed updates, or wider Windows corruption.
FAQ
Does configurationmanager.dll belong to Windows?
It is not established as a standard Windows component. It is associated with specific third-party software, including a legacy Norton-related installation and the BepInEx ConfigurationManager plugin.
Can I download the DLL and copy it into System32?
No. That can introduce an unsafe or incompatible file and usually does not repair the owning application. Reinstall the application or plugin from its official source.

There is no verified evidence that this filename specifically belongs to Visual C++. Repair that runtime only when the application identifies it as a dependency.
Why does the error say a module is missing when the DLL is present?
A dependency required by configurationmanager.dll may be missing, blocked, or the wrong architecture. The application’s installer or launcher repair is the appropriate first response.
Should I use regsvr32 configurationmanager.dll?
Normally no. regsvr32 applies to DLLs designed for COM/OLE registration, and this file has not been established as one of them.
