Settings shared by both sides are in <server-folder>/config/create-common.toml, while client-only behavior is in the player’s instance at config/create-client.toml. The server file is tied to a specific world, so editing the top-level config directory will not change a server-only rule.

Forge configuration files use TOML, a plain-text format in which settings are grouped into named sections. Create separates its settings by the side on which they are used. That separation determines both where a file is stored and whether a dedicated server can override a client’s local value.
create-client.toml: local display and input behavior
The client file controls behavior that only needs to run in the player’s game instance. It belongs in that instance’s config directory. Changing it can affect one player’s interface or client-side behavior without changing the rules of a multiplayer world. A client edit therefore cannot be used as a dependable way to change a dedicated server mechanic.

create-common.toml: loaded on both sides
Common settings are loaded by both the client and server. On a Forge server, the file is stored at <server-folder>/config/create-common.toml. Forge treats COMMON configuration as not automatically synchronized to clients, so installations that connect to the same world should use compatible values and matching mod environments rather than assuming the server will distribute this file.
create-server.toml: world rules controlled by the server
Server settings are loaded on the server and are associated with an individual world save. The usual Forge path is <server-folder>/<world-name>/serverconfig/create-server.toml. Forge’s SERVER scope is server-only and is synchronized to clients when the setting requires it. This is the file to edit for a rule that should apply to everyone in one dedicated world.

Where to find the files on a dedicated server
Top-level common configuration
Start in the directory containing the server’s launch script and world folders. The common file should be under config:
<server-folder>/config/create-common.toml
This file may be created only after the server has launched with Create installed. If it is missing on a newly prepared server, complete one clean startup before searching for it.

Per-world server configuration
For a world named world, the normal path is:
<server-folder>/world/serverconfig/create-server.toml
The folder name is not always world. A level name supplied in the server properties, a hosting panel, a map import or a multiworld setup can produce a different directory. In that case, replace <world-name> with the active level’s name. If you are unsure, search the entire server directory for create-server.toml and compare the containing folder with the world currently loaded by the server.
Client configuration
For a client installation, open the instance directory—not the server directory—and then open config/create-client.toml. Launchers that support multiple profiles can give each profile its own configuration directory, so verify that you are editing the instance actually used to join the server.
When layouts do not match
NeoForge and Fabric-based Create ports can use different directory conventions or configuration APIs. The filenames generated by the installed build and the documentation for that loader take precedence over a Forge path copied from another setup. After the first launch, search recursively for files beginning with create-; the generated location is more reliable than a presumed directory.
How scope affects a multiplayer world
Forge’s scope names answer two separate questions: where a value is loaded and whether it is synchronized. COMMON is loaded on both sides but is not automatically sent from the server to each client. SERVER is loaded by the server, stored with the world and synchronized to clients where Forge requires that behavior. CLIENT is local to one game instance.
If a setting appears in create-server.toml, change it on the server and treat the server as authoritative. A player’s local client file cannot override that world rule. Players still need compatible Minecraft, loader and Create versions; a server-side configuration change does not make mismatched binaries compatible.

If a setting appears in create-common.toml, changing only the server can leave clients with a different value because Forge does not sync COMMON automatically. Coordinate the same generated file, or at least the relevant values, across the installations that will connect. Never move a key between files yourself: the mod and loader decide its scope.
Safe procedure for changing a Create setting
- Identify the installation. Record the Minecraft version, loader (Forge, NeoForge or a Fabric port), Create version, active world name and the server instance you will edit. These details determine the filename, available keys and directory layout.
- Stop the server cleanly. Use the server console’s normal stop command or the hosting panel’s stop action and wait until the process has exited. Editing while it is running risks having the old in-memory configuration written back during shutdown.
- Locate the generated file. Check
config/create-common.tomlfor COMMON settings and<world-name>/serverconfig/create-server.tomlfor SERVER settings. On an unfamiliar layout, search forcreate-*.tomland verify the world directory. - Back up before editing. Copy the TOML file to a dated backup and note the original value. Keep the backup outside the live path if your control panel performs automatic restores or synchronization.
- Use a plain-text or TOML-aware editor. Preserve section names, brackets, quotation marks and comments. Change one key at a time so a later test identifies which edit caused a result.
- Keep the expected value type. Boolean options must remain
trueorfalse; numeric options remain numbers; quoted text remains quoted. Do not add trailing prose, smart quotes or extra punctuation inside a value. - Save and restart. Start the server normally and read the startup log for configuration parse errors. Unless the installed version explicitly documents live reloading, a full restart is the reliable way to apply Create server changes.
- Test in the target world. Reproduce the mechanic affected by the key, confirm the result with an account that connects as a normal client, and retain the backup until the change is proven. If the result is wrong, restore the original file and restart again.
Reading and editing TOML safely
Use the generated comments as the release-specific reference
Create’s generated file normally includes comments, section names and default values for the build you installed. Those comments can change between releases, so they are more useful than a copied configuration from an older modpack. If a key is absent, do not invent it: first confirm that the installed release exposes that option and that you are looking in the correct scope.
Preserve structure
TOML relies on exact syntax. A section header uses brackets, strings use quotation marks and a comment begins with a comment character. A malformed bracket, an unmatched quote or a value placed under the wrong section can stop the server from starting. Avoid word-processing applications that silently replace straight quotation marks with typographic ones.
Change one value per test
Multiple simultaneous edits make it difficult to distinguish a syntax problem from an option that simply has no visible effect in your test. Record the old and new value, restart once, test the mechanic, and only then proceed to the next change.
Why a change appears to do nothing
The wrong world file was edited
A server-only file is per-world. If the server loads a level named something other than world, an edit under world/serverconfig will not affect it. Confirm the active level directory and search for every create-server.toml when several worlds or backups exist.

The server was still running
A running process keeps its configuration in memory and can overwrite a manual edit when it shuts down. Stop completely, verify that no Java server process remains, then edit and restart.
The key belongs to another scope
Changing a client key will not alter a server mechanic, and changing a COMMON value only on the server may not change a client that retains its own value. Check the filename in which the key was generated before deciding which machine to edit.
The option changed between releases
Create options and defaults are release-specific. A guide for another Minecraft version may show a renamed key, a different default or an option that no longer exists. Compare the installed file and startup log rather than adding an unfamiliar entry.
Recovering from a startup error
If the server refuses to start after an edit, restore the backup first. Then inspect the log for the TOML parse error; it usually identifies the affected line or section. Correct the syntax while preserving the generated structure, restart, and test one change at a time. If restoring the backup fixes startup, the problem is in the edit rather than the world save.
Do not delete the entire configuration directory as a first response. Doing so can regenerate defaults for several mods and erase deliberate settings. Isolate the Create file, preserve the original, and change only the value under investigation.

When clients disconnect after a configuration change
First verify that every connecting installation uses compatible Minecraft, loader and Create versions. Then determine whether the edited key is in create-server.toml and therefore subject to SERVER synchronization, or in create-common.toml, which Forge does not automatically sync. A client that has a conflicting COMMON value may need the matching generated file or a clean regeneration using the same modpack.
Read both the server log and the client’s disconnect message. A synchronization complaint points to scope or version mismatch; a server startup parse error points to invalid TOML and must be fixed before clients can connect.

Forge, NeoForge and Fabric-based installations
The conceptual split—client, common and server—helps explain Create’s settings, but the implementation is loader- and release-dependent. Compare installations using the following checklist instead of assuming that a Forge path applies everywhere.
| Comparison point | What to verify |
|---|---|
| Loader | Forge, NeoForge or the specific Fabric-based Create port |
| Minecraft version | The exact version shown by the server and client launchers |
| Create build | The installed mod file and its release number |
| Filename | Whether the build generated create-client.toml, create-common.toml and/or create-server.toml |
| Directory scope | Top-level config, per-world serverconfig, or a loader-specific location |
| Synchronization | Whether the loader treats the setting as client-local, common and unsynced, or server-authoritative |
| Reload behavior | Whether that release documents a live reload; otherwise use a restart |
There is no single cross-version table of Create option names and defaults that remains authoritative for every loader and release. The first launch’s generated files, their comments and the loader’s own documentation are the definitive references for your installation.
Quick Recap
A practical maintenance routine
- Keep a copy of the server’s Minecraft, loader and Create versions beside each configuration backup.
- Back up both the top-level common file and each world’s
serverconfig/create-server.tomlbefore upgrading a modpack. - After an upgrade, compare the newly generated file with the backup for renamed, removed or newly introduced keys instead of replacing the new file wholesale.
- For multiple worlds, treat each
serverconfig/create-server.tomlas independent and document which world uses which values. - When handing a pack to players, distribute compatible mod and loader versions and communicate any COMMON values that clients must share.
Decision guide: which file should you edit?
- Only one player’s interface or local behavior should change: use that client’s
config/create-client.toml. - The setting is generated under COMMON and affects both sides: coordinate the relevant value in
config/create-common.tomlon server and clients. - The rule must apply to everyone in one dedicated world: edit that world’s
serverconfig/create-server.toml. - You cannot find the file: launch once with Create installed, stop cleanly, then search recursively for
create-*.toml. - You are unsure whether a key exists: trust the generated file for the installed release and do not add a key copied from another version.
