cross functional.dll is a Microsoft Visio component, so the safest fix is to repair or reinstall Visio rather than download a replacement DLL. If Windows says the file is missing, not found, or could not be loaded, the installation may be incomplete, damaged, incompatible, or missing a matching dependency.
What this file actually does
The file is associated with Microsoft Visio and has the description Cross Functional Flowchart DLL. Visio uses components like this to provide features related to cross-functional flowcharts and the program’s internal drawing functionality.
It is not a standard Windows DLL, Visual C++ runtime, DirectX component, or .NET runtime. It should not be copied into:
C:WindowsSystem32C:WindowsSysWOW64- A random application folder
- A user-writable download directory
Older Visio installations may identify the file as cross functional.dll. Office 2010-era records also identify a related internal filename, XFUNC.DLL. Treat these as product- and version-specific files, not automatically interchangeable replacements. File names, versions, paths, architectures, and sizes can vary between Visio releases.

A missing-file message does not always mean that the DLL is physically absent. Windows may also show a similar error when the file is corrupt, blocked, the wrong architecture, from a different Visio release, or unable to load one of its dependencies.
Causes and symptoms
| What happened | Likely cause | Best response |
|---|---|---|
| Visio stopped starting after an update or repair | Damaged or incomplete Office installation | Run Quick Repair, then Online Repair |
| The problem began after reinstalling Windows or cloning a drive | Visio files were not migrated correctly | Reinstall the same licensed Visio release |
| Antivirus reports or quarantines the file | The file was removed or a suspicious copy was detected | Check quarantine, then verify and repair Visio |
| A 32-bit and 64-bit Office installation were mixed | Wrong architecture or partial Office components | Remove the conflicting installation and reinstall one consistent edition |
| An old Visio installation fails after cleanup software ran | An application-owned file was deleted | Repair from the original installer or reinstall |
| Windows reports that the file is “not designed to run” | Corruption, incompatibility, or wrong architecture | Repair Visio and confirm the installed Office architecture |
| A non-Visio program reports the error | It may use Visio automation or contain a damaged copied component | Identify the calling program before changing Windows files |
| The error returns after every repair | Antivirus, disk, filesystem, or installation-source problem | Check security history, Event Viewer, drive health, and the installer source |
Fix 1: Repair Microsoft Visio or Office
Repair is the most likely solution because it restores application-owned files from the installed Office repair source.
Use Settings on Windows 11 or Windows 10
- Save your work and close Visio and all Office programs.
- Open Start.
- Select Settings.
- On Windows 11, select Apps, then Installed apps.
On Windows 10, select Apps, then Apps & features. - Search for Microsoft Visio.
- If Visio is installed as part of Microsoft 365 or Office, locate that Microsoft 365 or Office entry instead.
- Select the three-dot menu next to the product.
- Choose Modify.
- Select Quick Repair.
- Select Repair and allow the process to finish.
- Restart Windows.
- Open Visio and test the same document or action that produced the error.
Quick Repair normally completes without downloading a full replacement installation. If it does not restore the file, repeat the process and choose Online Repair. Online Repair replaces more of the Office installation and may require sign-in or a stable internet connection.
Use Control Panel for older MSI installations
Older standalone Visio releases and some Office deployments use Windows Installer, also called MSI.
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- In Programs and Features, select Microsoft Visio or the Microsoft Office product that includes Visio.
- Select Change.
- Choose Repair.
- Follow the wizard.
- Restart Windows and launch Visio.
If the Change or Repair option is unavailable, the original installation source may be missing. You may need the original installation media, a company deployment source, or the Microsoft account associated with the licensed product.
Microsoft’s Office application repair instructions cover both current Office installations and older repair paths.
How to tell whether repair worked
Repair was successful if:
- Visio opens without the
cross functional.dllmessage. - The affected flowchart or template opens normally.
- The file is restored inside the Visio installation rather than a Windows system directory.
- The error does not return after restarting Windows.
If repair completes but the same message appears, continue with the architecture and reinstallation checks below. Do not copy a DLL from another computer yet.
Fix 2: Confirm the installed Visio version and architecture
A file from Visio 2002, 2003, 2007, or 2010 is not automatically suitable for another Visio release. The same applies to 32-bit and 64-bit Office installations.
First identify what is installed:
- Open Settings.
- Select Apps.
- Open Installed apps or Apps & features.
- Search for Visio and Office.
- Record the exact product names and editions.
- Look for multiple Office or Visio generations.
If Visio still opens far enough to display its interface:
- Open Visio.
- Select File.
- Select Account.
- Select About Visio.
- Read the version and whether it is 32-bit or 64-bit.
If Visio will not open, inspect the product entry in Programs and Features or the installer account used by your organization.
A 32-bit Visio installation needs matching 32-bit application components. A 64-bit Visio installation needs matching 64-bit components. Windows itself may be 64-bit while Office and Visio are 32-bit, so do not choose the repair package based only on the Windows architecture.
Rank #2
Multiple Office generations installed side by side can leave incomplete shared components, stale repair sources, or conflicting registrations. Before uninstalling anything, record the product names, licenses, activation method, and architecture. Then remove only the damaged or conflicting Office installation and reinstall one consistent Visio edition.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Fix 3: Reinstall Visio from a legitimate source
Use this fix when repair fails, the installation was removed during a disk migration, or Visio’s original files are no longer present.
Use the source that originally supplied the product:
- The Microsoft account associated with the licensed purchase
- Original Visio installation media
- An organization’s approved deployment server
- A company software portal
- The original Office installation package for an MSI deployment
Do not install a different Visio generation merely because it contains a similarly named file. The correct replacement is the same licensed product release, with the appropriate architecture.
Reinstall a current Microsoft account-based product
- Uninstall the damaged Visio or Office product from Settings > Apps > Installed apps.
- Restart Windows.
- Sign in to the Microsoft account or organization portal that owns the license.
- Download the product offered for that account.
- Install Visio.
- Restart Windows.
- Open Visio and install available updates.
- Test the program again.
If the account does not offer the expected product, do not use a random installer. Contact the organization administrator or locate the original licensed media.

For Visio 2002, 2003, 2007, or 2010, use the original disc, backed-up installer, organization deployment source, or existing licensed account if it still provides the product. Microsoft does not promise a current public standalone installer for every retired Visio release.
If the installer asks whether to repair or remove the product, choose repair first. If repair is unavailable or fails, uninstall the damaged installation, restart Windows, and perform a clean installation from the legitimate source.
After installation, apply only updates intended for that Visio release and architecture.
Fix 4: Check antivirus quarantine carefully
Antivirus software may quarantine a file after an update, cleanup operation, or false detection. It may also correctly block a counterfeit DLL placed in an unusual directory.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Look for the exact filename and full path.
- Check whether the path belongs to the installed Visio directory.
- Review the detection name and reason.
If the file is in the genuine Visio installation directory and your security product identifies it as safe, follow the product’s restore process. Do not restore a file that is:
- Unsigned when the surrounding installation is signed
- Located in a temporary or user-writable folder
- Associated with an unknown executable
- Repeatedly detected after restoration
- From a DLL download package rather than the Visio installer
After a legitimate restore, run Visio repair. Repair is preferable to relying on a quarantined copy because it can restore the complete matching component set.
Rank #3
If the detection returns, leave the file quarantined and run a full security scan. Investigate the calling executable and the installation source rather than repeatedly restoring the file.
Fix 5: Repair Windows components with DISM and SFC
DISM and System File Checker repair Windows itself. They are secondary checks for this problem because cross functional.dll belongs to Visio, not to the normal Windows protected-file set.
Free tools Windows power users keep installed
One-click scans. No signup required.
Run DISM first:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait until the command finishes.
- Restart Windows.
Then run SFC from an elevated Command Prompt:
sfc /scannow
Press Enter and wait for verification to reach 100 percent. Restart Windows when it finishes, then test Visio.
A successful DISM or SFC result means Windows component or protected-resource problems were repaired or were not found. It does not prove that an application-owned Visio DLL was restored. If the error remains, return to Visio Repair or reinstall the correct Visio release.
Manually repeating these commands without knowing whether Windows or Visio changed can make troubleshooting difficult. Outbyte PC Repair can scan for system issues and show what it identifies before repair; the repair function is handled by the full version, and it is not required when repairing Visio directly is the correct solution.
Fix 6: Check the program that reports the error
The visible error may name Visio.exe, but it may also come from an Office add-in, automation tool, document-management program, or copied application folder.
Find the caller:
- Read the complete error message.
- Note the executable named in the title or details.
- Open Task Manager with Ctrl + Shift + Esc if the message appears during startup.
- Select Details.
- Look for the executable that launches immediately before the error.
- Check the shortcut’s Target field by right-clicking the shortcut and selecting Properties.
If a third-party program reports the error, repair or reinstall that program as well as Visio. Do not assume that putting a Visio DLL beside the third-party executable is safe. The program may have been copied incompletely, may require a specific Visio automation installation, or may be calling a component from a different release.
If the error occurs only when opening one document, test another Visio document. A damaged document, template, or add-in may be involved even when the error mentions a DLL.
Fix 7: Check updates and service packs for older Visio
For a Visio 2010 MSI installation, restore the base installation first. Then install the correct Visio 2010 Service Pack 2 package for the installed architecture. Microsoft lists separate 32-bit and 64-bit packages under Office 2010 Service Pack 2 packages, including Visio 2010 SP2, KB2687468.
Do not treat a service pack as a standalone replacement for cross functional.dll. It updates an existing product installation and must match the product and architecture.
Visio 2010 reached end of support on October 14, 2020. Older Visio releases are also outside current support. If you cannot reinstall Visio 2010, use your existing licensed installation media, account, or organization source. Do not promise that a current public Microsoft download will provide the complete retired product.
Fix 8: Consider disk or filesystem problems
If repair restores the file but it disappears again, the problem may be broader than Visio.

A display or storage driver does not normally restore an application-owned Visio DLL. Updating drivers is relevant only when Visio also crashes with graphics, printing, display, storage, or device-related errors.

Pick the symptom - the matching free tool is one click away.
To check drivers manually:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Storage controllers, or Printers.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Note the provider and version.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
If the problem began immediately after a driver update, open the same Driver tab and select Roll Back Driver when available.
Finding stale drivers manually means checking many device models and matching each package to the hardware. Outbyte Driver Updater can scan and identify driver updates, while driver installation is handled by the full version; it is optional and does not replace repairing or reinstalling Visio.
Why you should not download this DLL separately
Random DLL download sites are a poor repair source for this error. A downloaded file may be:
- From the wrong Visio release
- The wrong 32-bit or 64-bit architecture
- Modified or bundled with malware
- Missing a required dependency
- Unsigned or signed by an untrusted publisher
- Intended for a different product with a similar filename
Copying it into System32 or SysWOW64 can create version conflicts and may expose other programs to DLL hijacking. Copying it beside an executable can also cause Windows to load the wrong library.
Do these 3 things before closing this tab:

Why regsvr32 usually does not help
regsvr32 is designed for DLLs that provide a registration entry point such as DllRegisterServer. Application-support DLLs do not necessarily expose that function.

Running:
regsvr32 "C:pathcross functional.dll"
may produce an error instead of repairing Visio. It also does not restore a missing file, repair a damaged Office installation, or provide a missing dependency. Use it only when the software vendor’s documentation specifically requires registration for that particular DLL.
Frequently asked questions
Is cross functional.dll part of Windows?
No evidence supports that conclusion. It is associated with Microsoft Visio and is not a general Windows system component.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Is XFUNC.DLL the same file?
It is a related Office/Visio-era internal filename. Do not assume that XFUNC.DLL and cross functional.dll are interchangeable without matching the Visio release, product, architecture, and installation source.
Will Visual C++ Redistributable, DirectX, or .NET fix the error?
Usually not. The file is an application-owned Visio component. Install or repair those runtimes only when another program specifically requires them or its installer identifies them as missing.
Should I run SFC first?
Run DISM followed by SFC when Windows corruption is suspected. However, these commands are not the normal way to restore a missing Visio file. Repair Visio first when the error clearly names Visio.
What if the error says “not designed to run on Windows”?
That wording can indicate a corrupt, incompatible, or wrong-architecture binary. It does not prove that a Visual C++ runtime is missing. Repair Visio and confirm that the installed Office architecture is consistent.
Can I copy the file from another computer?
Not safely as a general fix. The other computer may have a different Visio version, architecture, update level, or licensing configuration. Use repair or the correct installer instead.
What should I do if Visio 2010 cannot be downloaded?
Use the existing licensed media, Microsoft account, or organizational deployment source. Visio 2010 is retired, so do not rely on finding a current public standalone installer or a third-party DLL package.
Final escalation checklist
Before contacting Microsoft, an administrator, or the software vendor, record:
- The complete error message
- The executable named by the error
- The Visio edition and release
- Whether Office and Visio are 32-bit or 64-bit
- Whether the installation is MSI, Click-to-Run, Microsoft Store, or standalone
- The exact path where the file is expected
- Whether antivirus quarantined the file
- Whether the issue began after an update, cleanup, cloning, or Windows reinstall
- The result of Quick Repair, Online Repair, DISM, and SFC
- Any related Event Viewer application error
That information distinguishes a missing Visio installation from a wrong-version file, antivirus removal, Windows corruption, or a separate program incorrectly calling Visio.
