If Windows says cscapi.dll is missing or cannot be loaded, repair Windows with Windows Update, DISM, and SFC instead of downloading a replacement DLL.
What this file actually does
cscapi.dll provides API functions for Windows Offline Files, also called Client-Side Caching. This feature allows selected network files to remain available when a computer is disconnected from the network. Microsoft documents functions such as OfflineFilesEnable, OfflineFilesQueryStatus, and OfflineFilesStart in the cscapi.h API documentation.

An application can mention this file even when you have never deliberately enabled Offline Files. Programs and Windows utilities may link to shared Windows APIs as part of their startup process. The application does not necessarily use the Offline Files feature directly, but Windows must still be able to load the component.

C:WindowsSysWOW64cscapi.dll
System32 contains 64-bit system files on 64-bit Windows, while SysWOW64 contains 32-bit system files. Do not swap files between these folders. File versions and sizes vary by Windows release and build, so there is no universal “latest” copy to download.
Microsoft lists the related SDK import library as CscApi.lib and supports this API from Windows Vista and Windows Server 2008 onward. The Windows component store and servicing system, rather than a separate runtime installer, normally maintain the DLL.
What the error wording usually means
| Error wording or symptom | Likely meaning | Best next step |
|---|---|---|
| “The program can’t start because cscapi.dll is missing” | Windows or the application cannot find the expected DLL | Check the path, then run Windows Update, DISM, and SFC |
| “The code execution cannot proceed because cscapi.dll was not found” | The loader could not locate the file or an associated dependency | Repair Windows and check whether only one application is affected |
| “Error loading cscapi.dll. The specified module could not be found” | The named file or another dependency could not be loaded | Check the exact path and repair the affected program if the error is application-local |
| “cscapi.dll is either not designed to run on Windows or it contains an error” | The file may be corrupted, mismatched, unsigned, or loaded from an unexpected location | Verify its properties and repair Windows |
| Several Windows utilities fail | A shared Windows component or component-store problem is more likely | Use Windows Update, DISM, and SFC |
| Only one older program or game fails | The application may have a damaged installation or private DLL-loading problem | Repair or reinstall that application from its official source |
A Microsoft Q&A case documents a bad-image message involving C:WindowsSystem32cscapi.dll while Language.exe, SystemPropertiesProtection.exe, and opera.exe were affected. The exact wording is not an official catalogue of every cscapi.dll error, so use the path and the number of affected programs to guide the diagnosis.

Check the file before repairing anything
1. Confirm the path
Press Windows key + E to open File Explorer. Browse to:
C:WindowsSystem32
Search for cscapi.dll. If you use 64-bit Windows, also check:
C:WindowsSysWOW64
A missing file in the expected Windows folder supports the system-component diagnosis. A file with the same name in a random download folder, a temporary directory, or an unfamiliar application folder deserves additional caution.
If only one program reports the error, note the path shown in the message. An error pointing to that program’s installation directory is different from one naming C:WindowsSystem32cscapi.dll.
2. Check Microsoft’s signature
Right-click the file, choose Properties, and open the Digital Signatures tab if it is available. Select the signature, choose Details, and confirm that Windows reports the signature as valid and identifies Microsoft as the signer.
Also review the Details tab for the description and product information. Do not reject a legitimate file merely because its version or size differs from an example found online. Those values depend on the installed Windows build.
If the file is unsigned, the signature is invalid, or the path is unexpected, do not copy it into a Windows folder. Continue with Microsoft Defender scanning and Windows component repair.

3. Check Protection History
Open Start, type Windows Security, and open it. Select:
Virus & threat protection > Protection history
Look for an entry involving cscapi.dll. Restore a quarantined file only if you have verified that it is the genuine Microsoft file and the detection is a false positive. Microsoft warns that restoring a threat places it back on the device and may require choosing Allow on device.
If the file is unknown, unsigned, or stored outside the normal Windows location, do not restore it. Let Windows repair the component instead.
Fix 1: Install Windows updates and restart
Pending or interrupted updates can leave system files incomplete or mismatched.
- Open Start > Settings.
- In Windows 11, select Windows Update.
- In Windows 10, select Update & Security > Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Test the application or Windows utility again.
If Windows Update reports an error, restart once more and check for updates again. Microsoft’s Windows Update troubleshooting guidance covers further update failures.

- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings. Use it before resetting or clean-installing Windows when the option is available.
Fix 2: Repair Windows with DISM and SFC
This is the main repair for a missing or corrupted cscapi.dll. DISM repairs the Windows component store first, giving SFC a reliable source for replacing protected system files.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and choose Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the program again.
A successful result may say that SFC found corrupt files and repaired them, or that it did not find any integrity violations. If the error disappears after the restart, the repair worked.
If SFC says it found corrupt files but could not repair some of them, run DISM again, restart, and repeat SFC. If Windows Update is unusable, Microsoft documents using a matching repair source:

The manual DISM and SFC process is safe but can be repetitive when you are comparing logs and trying to determine what changed. Outbyte PC Repair can scan for the problem and show what needs attention; repairs are performed by the full version, and it is not required when the Microsoft commands solve the issue.
Fix 3: Repair or reinstall one affected application
If Windows utilities work and only one program reports cscapi.dll, the application installation may be damaged or may be loading a private copy from its own folder.
First look for a built-in repair option:
- Open Start > Settings > Apps.
- Select Installed apps in Windows 11, or Apps & features in Windows 10.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair.
- Test the application.
If there is no repair option, download the installer from the application developer’s official website or use the installer you originally received. Uninstall the application only after backing up its settings and saved data, then restart Windows and install it again.
For a game, use the launcher’s Verify files, Repair, or equivalent command before reinstalling the entire game. Do not copy the Windows version of cscapi.dll into the game directory. If the application’s own installation is damaged, reinstalling that application remains the definitive fix.
Fix 4: Check for malware or an unsafe replacement
A file named cscapi.dll outside the normal Windows folders is not automatically legitimate. DLL hijacking can occur when an application loads a malicious file from a location it searches before the genuine Windows directory.
Run a full scan:
- Open Windows Security.
- Select Virus & threat protection.
- Choose Scan options.
- Select Full scan.
- Choose Scan now.
After the scan, review Protection history and inspect the file’s path and signature again. If malware is detected, follow Windows Security’s removal instructions and change important passwords from a known-clean device where appropriate.
Fix 5: Do not use regsvr32 for this file
regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer. Microsoft documents it as a registration utility, not as a general-purpose DLL repair command.
cscapi.dll is a Windows API DLL, not an ActiveX or COM control. Microsoft provides no registration procedure for it. Running this command is therefore not a valid repair:
regsvr32 cscapi.dll
It can produce an entry-point error and distract from the actual component problem. Use DISM and SFC instead.

A driver update is not a normal first-line fix for cscapi.dll. Device Manager cannot replace a damaged Windows API DLL, and reinstalling unrelated drivers will not repair a missing system component.
Use Device Manager only if the error began with a specific device or Windows feature failure:

- Select Device Manager.
- Expand the relevant category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
Use the hardware manufacturer’s official support page when Windows cannot find a suitable driver. Outbyte Driver Updater can scan and identify stale drivers, reducing the need to inspect many device entries manually; driver installation is handled by the full version, and it is not a substitute for DISM or SFC.
Fix 7: Use System Restore for a recent change
System Restore can help when the error began after a failed update, cleanup utility, driver change, or software installation.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the problem began.
- Select Next > Finish.
- Allow Windows to restart.
System Restore rolls back system files, drivers, registry settings, and installed programs to the selected restore point. It does not normally change personal files. Microsoft also provides the path Control Panel > Recovery > Open System Restore.
If no suitable restore point exists, back up important data and use Windows 11’s Reinstall now option when available. An in-place repair installation is the next step before a clean installation or reset. Persistent SFC failures may also justify checking drive health and reviewing CBS.log.

Avoid manual DLL downloads
Do not download cscapi.dll from a random DLL library, rename another DLL, or copy a file from a different Windows computer. That replacement may have the wrong architecture, Windows build, language, signature, or malicious content, and it may create a new bad-image or entry-point error.
The safe sources are Windows Update, the Windows component store repaired by DISM, SFC, System Restore, and Microsoft’s supported Windows repair options. An application-specific failure should be repaired with that application’s official installer rather than with an isolated DLL.
Do not reset the Offline Files cache merely because cscapi.dll is missing. Cache reinitialization addresses a separate Offline Files data problem and can remove unsynchronized changes. Back up and synchronize Offline Files data before considering that procedure.
How to verify the repair
After restarting:
- Open the affected program.
- Repeat the action that previously produced the error.
- Confirm that the same message does not return.
- Recheck the file in System32 or SysWOW64.
- Confirm the Microsoft signature in Properties > Digital Signatures.
- Review Windows Security > Virus & threat protection > Protection history.
- If the problem remains, open Event Viewer from Start and check Windows Logs > Application and System for entries at the time of the failure.
- Record the exact path, application name, error wording, and SFC result before escalating.
FAQ
Is cscapi.dll a Microsoft file?
Yes. It is the Offline Files Win32 API component associated with Microsoft Windows and the Client-Side Caching feature.
Is it part of Visual C++, DirectX, or .NET?
No. Reinstalling those redistributables is not a first-line fix for this file. Consider them only when the error identifies a different dependency or the affected application has its own runtime problem.
Should I disable Offline Files?
No. Disabling Offline Files does not replace a missing or corrupted DLL. It also does not address every Offline Files failure, which may involve services, drivers, policy, or cache state.
Does System32 mean I need the 64-bit version?
On 64-bit Windows, System32 contains 64-bit system files and SysWOW64 contains 32-bit compatibility files. Let Windows servicing restore the correct architecture rather than choosing a file based on its displayed version.
Can I register cscapi.dll with regsvr32?
No. It is not normally a self-registering COM or ActiveX DLL. DISM and SFC are the appropriate repair tools.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhat if SFC and DISM do not fix it?
Check the exact file path and signature, scan with Microsoft Defender, inspect CBS.log, and determine whether one application or all Windows programs are affected. Then try System Restore or an in-place Windows repair. Back up personal data before a reset or clean installation.
