CD PROJEKT RED describes Phantom Liberty as an “action packed, spy-thriller expansion to Cyberpunk 2077.” It returns players to the role of V for a mission connected to the president of the New United States of America. After her orbital shuttle is shot down over Dogtown, V becomes involved with Solomon Reed, portrayed by Idris Elba. The publisher frames the story around alliances, shattered loyalties, and political machinations.

Dogtown is a new district of Night City, ruled by Kurt Hansen. Beyond the central story, the publisher lists gigs, side quests, weapons, items, a skill tree, and open-world activities among the expansion’s additions. Those features indicate a broader package than story missions alone, but the list does not establish how much time each activity takes or how well its story and pacing work for individual players.

The presidential rescue and political-intrigue framing give the expansion a specific identity. If you want a story about espionage and shifting allegiances rather than simply more work-for-hire missions, that premise is a clear reason to consider it.

A new district to explore
Dogtown adds a new part of Night City with its own ruler and danger profile. Its appeal depends on whether you want another heavily dangerous urban setting to navigate.
Several kinds of added content
The publisher’s list spans the main story, gigs, side quests, equipment, a skill tree, and open-world activities. That range may appeal if you want more than a linear story, though the feature list alone cannot tell you which activities you will enjoy.

It is an expansion, not a separate mainline game
Phantom Liberty is presented as an expansion to Cyberpunk 2077. Confirm the base-game requirement, compatible edition, and any ownership terms on the store for your platform and region; those current terms are not established here.
The premise may not be for everyone
The story leans into espionage, political machinations, and dangerous Dogtown. If you are not interested in those themes or settings, the expansion’s central appeal may not match what you want from a game.

Price and platform performance need current evidence
There is no supported current price, playtime estimate, or cross-platform performance comparison here, so those should not be treated as established pros or cons. A 2025 TechRadar review of Cyberpunk 2077: Ultimate Edition for Nintendo Switch 2 says Dogtown pushes the hardware; that is a review observation about that version, not a benchmark across platforms. A 2025 TechRadar review describes Cyberpunk 2077: Ultimate Edition on Nintendo Switch 2 as including Phantom Liberty.
