Phantom Liberty is a spy-thriller expansion built around a presidential rescue, shifting loyalties and the dangerous district of Dogtown. Its appeal comes from pairing that espionage story with infiltration, combat and new expansion-specific gear. It is separate from Update 2.0, the free overhaul of major systems in the base game.
What is Phantom Liberty about?
CD Projekt RED describes Phantom Liberty as a new spy-thriller adventure for Cyberpunk 2077. V, a cyber-enhanced mercenary, takes on a high-stakes mission to save the NUS President. The story unfolds through espionage, alliances, fractured loyalties and political maneuvering in Dogtown, a ruined district ruled by a militia. CD Projekt RED’s official expansion page introduces the premise and its characters.
The people and power struggle in Dogtown
The mission brings V into contact with President Myers, Songbird, FIA agent Solomon Reed and Reed’s recruit Alex. Dogtown is controlled by Colonel Hansen. The setup puts V between competing interests rather than presenting the rescue as a straightforward operation: trust and allegiance are part of the story’s central tension.
What does Phantom Liberty add to gameplay?
The expansion’s official gameplay description focuses on infiltration of high-security locations, taking on trained enemies, and completing quests and gigs in Dogtown. Its additions include a new skill tree, weapons and cyberware. Those elements tie the expansion’s new setting and missions to additional ways to develop and equip V; they are distinct from the broad redesign of existing systems in Update 2.0. The premise and feature list give the experience a clear focus, but “gripping” is a judgment rather than a guaranteed response: the official description establishes the stakes and mechanics, not how every player will feel about them.
How is Update 2.0 different from the expansion?
Update 2.0 was a free overhaul of major Cyberpunk 2077 systems, not a feature that requires buying Phantom Liberty. CD Projekt RED’s Update 2.0 announcement names changes to the police system and perk trees, as well as adjustments to vehicle handling, enemy scaling, weapons, loot, crafting, vendors and the interface. The update applied to the base game on PC, PlayStation 5 and Xbox Series X|S.

In practical terms, the expansion provides the new campaign and its associated additions; Update 2.0 changes the wider game systems. Owning one should not be mistaken for owning the other.
Should you start a new game for Update 2.0?
No new save was required: CD Projekt RED said existing saves remained playable. The company nevertheless recommended starting a new game to experience the extensive changes fully. For players who own Phantom Liberty, the update also offered a way to begin the expansion directly with a new, appropriately leveled character. What do you need to play Phantom Liberty?
You need the base game, Cyberpunk 2077, to play the expansion. If you do not already own it, the Cyberpunk 2077: Ultimate Edition bundles the base game with Phantom Liberty, along with Update 2.0 and free DLC, according to CD Projekt RED’s Ultimate Edition announcement. The company said physical copies would be sold in selected markets; that does not establish availability in every region or at every retailer.
PC storage note
When announcing Update 2.0, CD Projekt RED said an SSD was required and warned that older HDDs or a Steam Deck SD card might not provide enough bandwidth to stream new content reliably. This is the requirement stated in the Update 2.0 announcement; consult the current official system requirements for up-to-date purchasing or installation guidance.

Who is Phantom Liberty best suited to?
The expansion is a natural fit if you want another story in Night City centered on espionage and political stakes, and you enjoy missions involving infiltration and combat. Its new skill tree and gear offer additional expansion content, while players deciding whether to buy it should account for the required base game. It is not necessary to purchase the expansion to access the free Update 2.0 system changes on the platforms CD Projekt RED listed.
