cygiconv-2.dll is a character-conversion library used by GNU libiconv. On Windows, it usually belongs to Cygwin or to a third-party application that bundled Cygwin files, so the correct fix is to repair the program that needs it rather than copy a random DLL into System32.
A cygiconv-2.dll error can mean the file was deleted, quarantined, corrupted, installed in the wrong application folder, or unable to load one of its own dependencies. Follow these fixes in order.
1. Identify the program that needs cygiconv-2.dll
Time needed: 5 minutes
The filename alone does not identify the parent application. First, find out which executable is failing.
- Read the complete error message and note the program name.
- Check the title bar of the error window.
- Look at the shortcut that launches the program:
- Right-click the shortcut.
- Select Properties.
- Read the Target field.
- Open the target folder in File Explorer.
- Check whether
cygiconv-2.dllis beside the application executable or inside a subfolder such asbin.
You can search local drives from Command Prompt:
where /r C: cygiconv-2.dll
This may take several minutes. If the command finds a copy, record its full path. A copy under a program’s installation directory usually belongs to that program. A copy under a Cygwin installation usually belongs to Cygwin.

If the error appears when launching a shortcut, verify that the shortcut does not point to an old installation. Right-click it, choose Properties, and compare the target path with the current installation folder.
2. Repair or reinstall the owning application
Time needed: 10–30 minutes
For most users, this is the safest and most likely solution. Portable programs, older development tools, utilities, and simulation packages may ship their own Cygwin DLL set. Replacing one file does not restore the rest of that runtime.
Use Windows repair options first
- Press Windows + I to open Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program that produces the error.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, repeat the steps and choose Reset only if you understand that it may remove application settings or local data.
For a desktop program with no Windows repair option:

- Close the program.
- Download its installer from the application developer’s official website or use the original trusted installer.
- Run the installer.
- Choose Repair, Modify, or Reinstall if offered.
- Install the same architecture as the application.
- Restart Windows if the installer requests it.
- Launch the program from its newly installed shortcut.
For a game or launcher, use its built-in Verify, Repair, or Verify integrity function before reinstalling the entire game. If the program is portable, restore the complete official archive or application folder instead of copying only cygiconv-2.dll.
If repair restores the file and the application starts normally, the problem was in the application’s private files. If the error changes to cygintl-8.dll, cygwin1.dll, or another runtime file, stop replacing individual files and reinstall the complete application bundle.
3. Reinstall the Cygwin libiconv2 package
Time needed: 15–30 minutes
Use this fix when the error occurs while running a normal Cygwin installation or a program launched from Cygwin.
Cygwin packages are managed separately. There is no single universal Cygwin version that applies to every installed package. The package containing this DLL is named libiconv2, described as a Unicode iconv() implementation. It depends on the matching Cygwin runtime.

- Download the official Cygwin installer,
setup-x86_64.exe, from the Cygwin website. - Run the installer.
- Select the existing Cygwin root folder. A typical 64-bit installation uses:

C:cygwin64
- Select your usual download source or mirror.
- Continue to the package selection screen.
- Search for
libiconv2. - Select the package so it is marked for installation or reinstallation.
- Continue through Setup and allow it to resolve dependencies.
- Complete the installation.
- Open a new Cygwin terminal and test the affected command.
Inside Cygwin, these commands can check the package:
cygcheck -c libiconv2
cygcheck -f /usr/bin/cygiconv-2.dll
The DLL normally resides at:
/usr/bin/cygiconv-2.dll
On a typical 64-bit installation, that corresponds to:
C:cygwin64bincygiconv-2.dll
If Setup cannot complete an offline or local installation, use the same local package directory and ensure the complete dependency tree is selected. A partial package set can leave cygiconv-2.dll, cygintl-8.dll, or other required files absent.
4. Check whether antivirus software removed the file
Time needed: 5–15 minutes
Antivirus quarantine is a possible cause, particularly when the file disappeared after an update, cleanup, or security scan.

- Select Virus & threat protection.
- Choose Protection history.
- Look for an entry showing the application folder or
cygiconv-2.dll. - Do not restore the file immediately if the application came from an unknown source.
- Verify that the program was installed from its official developer or a trusted organizational package.
- Scan the installer and application folder.
- If the source is trusted and the detection is understood, restore the item according to your organization’s security policy.
- Repair or reinstall the application afterward so its complete DLL set is restored.
If the file is repeatedly quarantined, do not keep restoring it blindly. Contact the application vendor or your administrator and provide the exact detection name and file path.
5. Check the application architecture and DLL location
Time needed: 10 minutes
A 32-bit application requires a 32-bit dependency set. A 64-bit application requires 64-bit dependencies. Windows 64-bit can run 32-bit programs, but it cannot make a 32-bit DLL valid for a 64-bit executable.
The old file metadata sometimes associated with cygiconv-2.dll describes a 32-bit build numbered 1.14.0.0 and approximately 0.96 MB. That is not a current universal Cygwin version, and it does not prove that every application needs that build.
To check an executable’s architecture, use the application installer or documentation when available. If you administer the machine, a PE inspection utility can identify whether the executable is 32-bit or 64-bit.
Then:
- Uninstall or repair the affected application.
- Download the installer matching the application’s supported architecture.
- Install the matching Cygwin package or bundled runtime.
- Keep all DLLs from that same installation.
Do not put both arbitrary 32-bit and 64-bit copies into Windows system folders. The correct location is normally the application’s own directory or the Cygwin bin directory.
6. Check for a missing dependency or search-path problem
Time needed: 10–20 minutes
The message “The specified module could not be found” does not always mean cygiconv-2.dll itself is absent. Windows may have found that file but failed to load one of its dependencies.
Check the complete folder containing the failing executable for related runtime files, including the matching Cygwin runtime and any other files supplied by the same application. Do not borrow individual files from another Cygwin installation.
Cygwin programs normally expect their DLLs in the Cygwin bin directory. If a program is launched outside a Cygwin shell, its environment may also need the correct Cygwin directory available to the process. Avoid changing the global Windows PATH unless the application’s documentation specifically requires it, because an unrelated Cygwin installation earlier in PATH can create version conflicts.

7. Repair Windows components only when other symptoms support it
Time needed: 15–45 minutes
cygiconv-2.dll is a third-party Cygwin or application file. SFC and DISM normally repair protected Windows components and the Windows component store; they do not ordinarily reinstall application-private or Cygwin DLLs.
Use them when Windows has broader symptoms, such as several built-in components failing, update corruption, or evidence of damaged system files.
Open Terminal (Admin) or Command Prompt (Admin):
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- When it finishes, run:
sfc /scannow
- Restart Windows and test the application.
Microsoft documents these commands in its Windows repair guidance. If both commands complete successfully but the same application still reports cygiconv-2.dll, return to the application repair or Cygwin Setup steps rather than repeating system scans.

regsvr32 is for DLLs that provide COM registration entry points such as DllRegisterServer. cygiconv-2.dll is a runtime library, not a COM component.
Running this command is therefore not a repair:
regsvr32 cygiconv-2.dll
It may produce an error about a missing entry point and does not install the library or restore its dependencies. Do not register this DLL.
9. Update drivers only when the application has a separate driver error
Time needed: 15–30 minutes
A graphics, chipset, storage, or device driver does not normally restore cygiconv-2.dll. Check drivers only if the application also reports hardware failures, crashes after a graphics update, or a separate device problem.
To update a driver through Windows:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
For important production systems, use the hardware manufacturer’s official driver package and create a restore point or maintenance record first.

Why copying cygiconv-2.dll from a download site fails
Random DLL download sites can provide malware, the wrong architecture, an incompatible release, or a file missing its required companion DLLs. Even a genuine file may not match the application’s cygwin1.dll, cygintl files, compiler runtime, or other dependencies.
Do not copy it to C:WindowsSystem32 or C:WindowsSysWOW64. Do not mix it with files from another Cygwin installation. Use the application developer’s official installer or the official Cygwin Setup program instead.
FAQ
Is cygiconv-2.dll a Windows system file?
No. It is a GNU libiconv library commonly supplied through Cygwin or bundled privately by another application.
Which program installed it?
The filename alone cannot identify the program. Search for the file, inspect the failing shortcut, and check the executable’s installation directory.
