Public file inventories associate this filename with OpenOffice.org 1.1.x and StarOffice 7 program folders. Your copy could come from a different release or from an unrelated program using the same filename, so confirm its parent application before changing anything.

What usually caused the failure
1. The legacy office installation is incomplete
This is the most likely explanation. A cleanup utility, failed update, interrupted uninstall, or damaged disk can remove one file while leaving the program shortcut behind.
2. The program folder was moved
Older OpenOffice.org and StarOffice installations expect their DLLs to remain together in the product’s program directory. Moving only the executable or copying the application to another drive can break those internal paths.
3. Antivirus software quarantined the file
Windows Security or another antivirus product may have isolated a file that belonged to an otherwise legitimate installation. Restoring it without checking the surrounding program files is not automatically safe.

Legacy OpenOffice.org Windows releases were 32-bit. A 32-bit program can run on 64-bit Windows, but it needs the matching application files. The 645mi part of the name does not prove that this is a 64-bit DLL.
5. A dependent DLL is missing
The dialog may name dbp645mi.dll even when that file is present. Its own dependencies may be absent, damaged, or incompatible.
6. The file is counterfeit or malicious
A copy found in C:WindowsSystem32, a temporary folder, or an unexplained user directory deserves more suspicion than a copy inside the original OpenOffice.org or StarOffice program folder.
Fix 1: Identify the program that owns the error
Before downloading or replacing anything, find the executable that Windows was trying to launch.
- Read the complete error dialog. Note the application name in the title bar or message.
- Right-click the shortcut that produced the error and select Properties.
- On the Shortcut tab, inspect Target and Start in.
- Look for a path containing
OpenOffice.org,StarOffice, or a legacy office installation. - Open Settings > Apps > Installed apps on Windows 11, or Settings > Apps > Apps & features on Windows 10.
- Search for OpenOffice, OpenOffice.org, StarOffice, or a similarly named office product.
- If it is not listed, open Control Panel > Programs > Programs and Features and check there.
If the shortcut points to an unrelated application, do not assume that reinstalling OpenOffice will fix it. The file may have been renamed, bundled, or left behind by another program.

Next, search the suspected application directory for dbp645mi.dll. A path similar to an old OpenOffice.org program folder supports the association. A copy in System32, a random download folder, or a temporary directory does not prove that it belongs there.
Right-click the file, choose Properties, and check Location, Digital Signatures if present, and the Details tab. Do not treat an internet database’s claimed version or size as authoritative. Historical listings for this file are not confirmed vendor specifications.
Fix 2: Repair OpenOffice.org or StarOffice
If the original program is still installed, repair it before attempting system-wide repairs.
- Close every OpenOffice or StarOffice window.
- Save copies of important documents and, if applicable, back up the user profile folder.
- Open Settings > Apps > Installed apps.
- Select the OpenOffice.org or StarOffice entry.
- Choose Advanced options if Windows provides a Repair button.
- If no repair option exists, open Control Panel > Programs > Programs and Features.
- Select the program and look for Change, Repair, or Modify.
- Follow the installer prompts and allow it to restore the original program files.
- Restart Windows and launch the same shortcut again.
If the program opens normally, the repair worked. If the same error returns, note whether the message now names a different DLL. That often indicates that the first missing file was restored and the installer has exposed another damaged dependency.
If repair is unavailable or fails, uninstall the damaged product from the same Windows app-management screen. Keep your documents and user profile data, then reinstall from trusted original media or a trusted official project archive that matches the old product.
Current Apache OpenOffice is the successor project, but a current installer should not be treated as a guaranteed drop-in replacement for OpenOffice.org 1.1 or StarOffice 7. Preserve your documents before replacing a legacy installation.
Fix 3: Check Windows Security quarantine
If the file disappeared recently, check whether antivirus software removed it.

- Review entries from the time the error began.
- Expand any detection associated with the OpenOffice or StarOffice installation.
- Confirm the file path and detection details.
- Scan the installer and the surrounding program folder before restoring anything.
Restore a quarantined file only when the parent application is legitimate, the installation media is trusted, and the path belongs to that application. Microsoft warns that allowing a genuinely malicious file can put the device at risk.

Reinstalling the complete application is usually safer than manually restoring one quarantined DLL because the installer can replace companion files and repair the expected directory structure.
Fix 4: Reinstall the complete application, not the DLL
Manual copying is a poor repair for this file.
A copied DLL may:
- Require other OpenOffice or StarOffice modules that are also missing.
- Come from the wrong legacy release.
- Be built for an incompatible architecture.
- Be altered or bundled with malware.
- Hide the fact that the application folder is damaged.
- Cause conflicts if placed in
System32.
Do not copy dbp645mi.dll into C:WindowsSystem32 or C:WindowsSysWOW64 simply because a website recommends it. Private application DLLs normally belong beside the executable that uses them.
If you have trusted original media, run its installer and choose the same product family and installation type. If you only have a current Apache OpenOffice installer, understand that it may not contain the legacy file your old program expects. Replacing the old application may require migrating documents and settings.

If dbp645mi.dll is visibly present in the correct program folder, the named file may not be the real problem.
Record these details:
- The full error text.
- The executable named in the dialog.
- The application installation path.
- Whether the program is an old 32-bit application.
- Whether the error affects every Windows user or only one profile.
- Whether antivirus software recently acted on the folder.
- Whether another DLL name appears after reinstalling.
Use the application’s original installer to restore the entire dependency set. Do not install Java, DirectX, or Visual C++ redistributables merely because they are common DLL remedies. There is no evidence that those runtimes generally supply dbp645mi.dll.
Fix 6: Use Windows repair commands only for Windows problems

- Wait for it to complete.
- Then run:
sfc /scannow

These commands repair protected Windows components, not a missing OpenOffice or StarOffice DLL. If both commands complete successfully but the application still reports dbp645mi.dll, return to the application repair or reinstall step.

Fix 7: Do not use regsvr32 for this file
regsvr32 is not a universal missing-DLL repair command. It is intended for DLLs that provide a registration entry point such as DllRegisterServer.

Application libraries like dbp645mi.dll are normally loaded privately by their parent program. Registering one manually may produce an error such as “The module was loaded but the entry-point DllRegisterServer was not found,” or it may create the impression that the application has been repaired when it has not.
Use regsvr32 only when the software vendor specifically documents registration for that exact DLL. Microsoft explains its behavior in the regsvr32 command documentation.
Fix 8: Check drivers only when the symptoms point to hardware
Device Manager is not a normal repair path for dbp645mi.dll. This is an application DLL, not a Windows hardware driver.

- Right-click Start and select Device Manager.
- Expand the hardware category related to the symptoms.

rstrui.exeand press Enter. - Select Next.
- Choose a restore point created before the failure.
- Select Scan for affected programs if available.
- Review the changes.
- Select Finish and allow Windows to restart.
System Restore does not replace personal documents, but it can remove applications or drivers installed after the selected restore point. Microsoft lists System Restore and other recovery choices in its Windows recovery options.

If malware is suspected, scan first and do not restore an unexplained DLL just because it has the right filename.
